Dear ALAC & At-Large members, as you know, our IANA Issues WG is supporting the ALAC's two representatives on the IANA Coordination Group which will collect plans from operational communities to transition the role of the stewardship of IANA from the US Government. This was one of the hottest topics at last week's Internet Governance Forum in Istanbul. Our IANA Issues WG has been active mostly to support our representatives and to reach consensus on ALAC input for the charter of the coordination group as well as its request for proposals. The work is now migrating to the operations communities of IANA functions: 1. IETF for Protocols 2. Regional Internet Registries (all 5 of them) for the IP addresses 3. ICANN's community for the names In (3), a cross community working group will soon open up. The charter is ready and will be voted on shortly by all Supporting Organisations & Advisory Committees. However, with work starting in (1) and (2), the At-Large IANA Issues WG does not have enough volunteers to take part in discussions in those fora. Individuals participating in those fora would not be At-Large representatives and would instead be acting in their own individual capacity, as per the rules of these mailing lists. However, I am hoping that if we have volunteers from our community participating in these external processes, they will be able to relate back to us on a regular basis and will focus heavily on taking input and advice from our community. Please be so kind to let staff and I know if you would like to volunteer. This is a critical process at the moment and is limited in both scope and time. Hello The Dynamic Coalition on Core Internet Values was formed following the IGF 2009 Egypt "Workshop on Fundamentals:Core Internet Values" chaired by Lynn St.Amour which was by itself based on one or two earlier conversations on fundamental questions in the Internet Society Chapter-Delegates list. The first meeting of the Coalition was in 2010 at Vilnius, followed by meetings every year. In our Workshop at IGF Egypt and later during the four meetings at the subsequent IGFs, the debate was on defining the Core Internet Values and on the challenges in preserving Core Internet Values. For the fifth meeting of the Coalition at Turkey, the discussions would be with the emphasis on the role of stakeholder contribution to preserve core Internet Values. The session at Turkey would flow in such a way that Governments, International Organizations, Civil Society Organizations and Business Corporations talking about how their Governments / Organizations have policies / programs that are conducive to the core values of the Internet eco-system. Confirmed panelists as on date are: Dr. Vint Cerf (ARIN), Olivier Crepin-LeBlond (At-Large), Amy Stepanovich (Access Now), David Cake ( Electronic Frontiers Austral i a), Assistant Secretary Lawrence E Strickling (NTIA), Paul Wilson APNIC, Adam Peake, Dr. Steve Crocker , Baroness Renee Fritchie DBE (Nominet) and Desiree Miloshevic (Internet Society) . Olivier Crepin-LeBlond has agreed to chair the session. The panel speeches would be followed by a positive Round Table moderated discussion involving everyone in the room. Hi everyone, Just thought I'd jump in on this. While I don't want to deign to speak for .HEALTH (or .PHARMACY), since we'll be involved in the monitoring, thought it might be helpful to explain the envisioned approach, and also how LegitScript's monitoring program works. Basically, the general philosophy is that anything that's currently okay in the offline world is going to be permitted online as well. It's not intended to be more or less restrictive, but just to reflect what's already required as per existing healthcare-related regulations. Obviously, it depends on the product in question: prescription drugs tend to have stricter requirements than supplements, for example, in most countries. What's restricted or permitted also varies by country or local jurisdiction. One important point is that it's not US-centric, as one poster seemed to think could be the case. If the website is offering products to Japan, for example, then they have to adhere to whatever Japanese laws and regulations apply to the sale of those products. If they are selling to resident of India, then they have to follow those laws and regulations. But unless they are shipping drugs or other regulated products to the US, they wouldn't be bound by US laws and regulations. (If a healthcare product merchant is legal in three jurisdictions but shipping to five jurisdictions, then there is a really easy answer: stop shipping to the two jurisdictions where you aren't operating legally.) That's no different than what's required in the offline world as well, e.g., for a brick-and-mortar pharmacy. On our end, we already monitor healthcare merchants in multiple jurisdictions around the world (China, Korea, Japan, Ireland, France, Germany, Indonesia, Thailand, Canada...the list goes on), applying the laws and regulations that are appropriate to each circumstance, so we see it as pretty straightforward. Obviously, it would be not only impractical, but also unfair, to require a healthcare merchant in Sweden legally selling to Scandinavian jurisdictions to comply with US laws and regulations (in fact, it would be impossible). Unfortunately, the online healthcare space is one that does benefit from some monitoring -- there have been multiple deaths and adverse events from fake drugs, tainted supplements, that sort of thing. So, both of those TLDs are intended to be a safe space where Internet users can know that the seller is operating in accordance with the laws and regulations that they are supposed to, just by looking at the TLD. That seems to us to be a good thing. But, the Internet is a global space, and it's definitely not US-centric or based on any one countries' laws and regulations -- rather, it's jurisdictionally flexible based on the circumstance in question. The IGF itself operates nominally under the auspices of the UN, which has thus far renewed it's mandate in 5 yearly basis since the IGF was initiated in Tunis in 2004. The UN pursestrings, which support the IGF Secretariat, are relatively tight, and there is always the threat of non-renewal. As a pillar of the multistakeholder Internet Governance process the IGF has become indispensable, thus the Internet Society has taken the initiative, and kicked in some cash, to set up an independent and permanent support organization. Under Swiss law a general assembly is required to elect officers, and set membership criteria, and that is what we have here. Annual dues for individuals are to be $25, and 'legal entities' $100 (minimum). ISOC-NY's Avri Doria was elected to the Executive Committee as a civil society representative.
