*ELECTION CALL Nominations are currently open for:* *- ALAC Liaison (other than the Board Liaison {finalised}); - ALAC Appointments (such as WHOIS AND IDN);* *- ALAC Officer Positions.* Please refer to ROP's here http://tinyurl.com/levxyf which in brief state that:- - Only ALAC members serving after the Seoul meeting may be nominated for Officer positions. - Only current ALAC members may submit nominations. - Self nominations are allowed. - For Liaisons and Appointments there are no formal restrictions regarding ALAC membership, but the ROP's say "They shall normally be persons who are current or former members of the ALAC, or are anyway familiar with the activities and functioning of ICANN and of the ALAC." Travel Funding

It has been about a month since the ICANN Board announced that the At-Large Community will be permitted to appoint a director to the Board, so one would have thought that there would have been an immediate flurry of on-line discussion in all of the regions in order to quickly turn this long-held dream of at-large representation into a reality. But there are no online discussions on this topic on the African list, nor on the European list, nor on the Latin American list nor on the Asia-Pacific list. It's just another ho-hum moment for those non-commercial organizations that are pretending to be the at-large in exchange for travel funding to ICANN sessions. These orgs obviously don't care about board-level representation and obviously don't care about the real at-large community -- they are pretenders; they can't be bothered to "do" anything other than to hold out their hands in anticipation of travel vouchers. Have we seen any notices posted at the local level about the upcoming at-Large director appointment? Of course not. ALS representatives can't be bothered to inform their own local communities. The whole process is a sham and always has been.

I wish to nominate James Seng as the ALAC IDN Liaison. His biography provided with the announcement of his appointment to the ALAC (http://www.icann.org/en/announcements/announcement-28aug09-en.htm) included: "James is or has been involved in numerous Internet-related groups and committees including the Asia Pacific IPv6 Task Force, Internet Engineering Task Force, ICANN's IDN Registry Implementation Committee, Domain Name Technical Committee of the Singapore Network Information Center, Asia Pacific Internet Association. He also served as Co-chair of the IDN Working Group, Internet Engineering Task Force, 1999-2003 and Chair of the iDNS Working Group, Asia Pacific Networking Group, 1998-2000." Alan

I accept the nomination for Vice-Chair. Although seconds are not required according to our rules, I think it is fine tradition and I support the nominations of Cheryl, Sebastien and Patrick. In addition, I nominate myself for the position of GNSO Liaison. I do this after due consideration and with just a bit of reluctance, but the following is my rationale: - The two roles combined will not exceed the workload that I was prepared to take on as Board Liaison; - I think that this year, with the restructured GNSO being seated in Seoul, having an ALAC Liaison understanding the history of how we got here, and the complex politics within the GNSO, is going to be extremely important; - I have established credibility with the majority of old GNSO Council members, and I believe that this has been critical to our overall perceived credibility in ICANN. Carrying this credibility to the new Council will be very valuable and I think that I am in a good position to do this. At the same time, it is imperative that we start getting more ALAC and At-Large people familiar with the GNSO and GNSO Council, and GNSO members familiar with them. I would suggest that active participation of ALAC and At-Large members in GNSO WGs is the key to this. Registrar behaviour

Hi all I have a strange question. We all know that the registrar EstDomains is no more based upon certain aspects that were revealed relating to it's director's past. Of course this was in line with the behavioral requirements to become and stay a registrar. Now what if a registrar is in a country where cybercrime is a non issue and the registrar is actively being abused or maybe even abusing his position for cybercrime; scam websites, botnets, spamming and CP etc - in fact every form of deviant net behavior not only frowned upon, but would make the reason EstDomains was suspended look like a walk in the park, with many of the acts being advertised as okay. Domains are set up such as to frustrate law enforcement and lawyers. How to handle this situation if this situation is being exploited to actively attract the money and business of international cyber criminals who in turn prey upon innocent netizens and central to this is domains? Then to crown it all, ICANN is being used to give the registrar credibility on the same pages attracting cyber criminals! Derek

I agree with Bret Fausett -- though, as one of the applicants for the seats who wasn't picked, I don't think it's necessarily appropriate to make public comments about the candidates. "Lobbied by Consumer Constituency folk" -- don't look for phantoms where there aren't any. "While I would assume she has been lobbied by Consumer Constituency folk, it is my hope that she will be sympathetic to NCUC arguments." Generally speaking, I doubt the two would be in opposition much of the time.
