On 8 September 2018 the CCT Review Team submitted its Final Report and Recommendations to the ICANN Board of Directors. Informed by multiple studies, research, and data gathering initiatives, as well as input from the ICANN community and ICANN Board, the review team produced a final report that examines the extent to which the introduction of new generic top-level domains (gTLDs) has promoted competition, consumer trust, and consumer choice in the domain name system. The review team report also assesses the effectiveness of the safeguards ICANN has implemented to mitigate issues related to the introduction of new gTLDs, and the New gTLD Program's application and evaluation process. The report contains 35 recommendations, covering requests for more and better data collection, policy issues to be addressed by the community, and suggested reforms relating to transparency and data collection within ICANN Contractual Compliance. The recommendations were adopted with full consensus from the Review Team. Per the ICANN Bylaws <https://icann.org/resources/pages/governance/bylaws-en/#article4.6>, each final report of a review team shall be published for public comment in advance of the Board's consideration. The Public Comment process on the Final Report was started on 08 October 2018 and is expected to close on 27 November 2018. Next Steps By 8 March 2019 - within six months of receipt of the Final Report <https://icann.org/en/system/files/files/cct-rt-final-08sep18-en.pdf> [PDF, 4.89 MB] and Recommendations - the ICANN Board shall consider the report and public comments to determine whether to approve the recommendations. The Board will then direct implementation of the recommendations that were approved and provide written rationale for the decision if any recommendations are not approved. ICANN organization will prepare a feasibility assessment on the final recommendations to inform Board consideration. About the CCT Review Launched under the Affirmation of Commitments (AoC), the CCT Review Team was formed to assess the New gTLD Program in three areas: competition, consumer trust, and consumer choice. The review also assesses the effectiveness of safeguards put in place to mitigate issues arising from the introduction of new gTLDs and the Program's application and evaluation process. THNIC Foundation comment on String Confusability

Dear At-Large Community Please see below the public comment made by the Thai Network Information Center (THNIC) Foundation on String Confusability based on homophone variants. The statement is being circulated at their request to the larger At-Large Community, as it is considered as an issue that may impact end-users and language/script communities: The Thai Network Information Center (THNIC) Foundation would like to submit the following comment on the Initial Report on the New gTLD Subsequent Procedures Policy Development Process (Overarching Issues & Work Tracks 1-4) : Work Track 3’s Recommendation 2: “Strings must not be confusingly similar to an existing top-level domain.” refers to only the visual or spelling similarity. We would like to emphasize the importance of homonym which can cause confusions to the users' community, and must be avoided particularly at the TLD level. An example case can be found from the first round of the new gTLD where there was an application for .thai new gTLD which phonetically clashes with existing .ไทย (Thai IDN ccTLD). However, thanks to the ICANN board ruling, the application was "Not Approved” in November 2013. From this expensive exercise, we would like to request that homonym be explicitly included in the similarity to existing top-level domain consideration of the new gTLD Applicant Guidebook to prevent future confusions and costly disputes. Hi all. Please find below some notes about the APTLD-74 meeting that I have attended a couple of weeks ago - see http://www.aptld74.uz<http://www.aptld74.uz/>. I have been invited as partner organization to this event, that celebrates the 20th anniversary of APTLD. I presented the attached slide deck, and spoke mainly about the MoU signed a few years ago between APRALO and APTLD as well as about the potential areas for collaboration. The AP ccTLD community has huge experience on IDN, and I do believe that we could find synergies between their technical competence as operators and our approach about user needs. Another item is the underserved regions. On both topics there have been presentations and reports in the course of the meeting. Another issue, that however I have not raised in that context as it was out of scope, is how to extend the collaboration and to sign an MoU in other regions. I believe that we can exploit this potential, but we need to address specific issues rather than a generic “political” statement - and the two areas of collaboration that I have mentioned could be evaluated further, not only in AP. Among the other sessions and contributions, may I mention the huge effort that Uzbekistan is doing to improve the infrastructure - I was impressed by the speaker. Also interesting were the reports from the Members, in particular those with special connectivity problems like Vanuatu, and the already mentioned sessions on IDN and Universal Acceptance.
