Nirmol: Firstly, please be careful about sending emails to multiple lists. Your reply went to the global list, the ALAC committee (who are on the global list) and also to AP... Crossposting (and especially duplicate posting) is something that bothers many... With respect to the funding which ICANN provides for At-Large activities, the budget for that is drawn up by the staff of ICANN. We do want and ask for the input of the regions, and the ALAC, on what projects and activities should be priorities for the region and if there is any financial component and it is possible to quantify that, this is of course helpful. If regions or the ALAC wish to have budgets and get funding from other sources, that would of course be entirely up to the region. There is no budget for a specific region; ICANN doesn't budget in this way. We could, and it may make sense to do that going forward, but that hasn't been the case in the past. The largest portion of the At-Large budget is for the travel support provided to the community to attend ICANN meetings. This is sufficient to support 35 people from the community attending each ICANN International Meeting. This is made up of the ALAC (15) and the ALS representatives from the region which the given meeting is in make up the rest. If there are some meetings where less than 35 people attend, then this funding goes to a meeting where there are more people, or to other projects which the community proposes during the year - that sort of thing. As to timelines, regions and the ALAC are all free to propose ideas through December, really; I have to get serious about preparing a first draft in January. That said, having a set of priorities for work over the course of the coming year would be most helpful, and since the ALAC and the regional Secretariats are meeting in LA to do (amongst other things) just that, perhaps post-LA would be the most logical time to begin crafting a plan of activities that supports the macro-level strategy. Of course, the suggestion box is always open. GNSO Liaison Report

The GNSO and sub-groups have been quite active in the last month, and there will be a Council meeting on Thursday, October 11 addressing several issues. The major one from the ALAC's perspective is the Domain tasting issue which was undertaken at our request. A working group has been looking at what next steps should be taken and a report has been made to the GNSO Council (http://www.gnso.icann.org/drafts/gnso-domain-tasting-adhoc-outcomes-report-…) My hope (and expectation) is that the Council will decide to start a Policy Development Process (PDP) to address Domain Tasting with a relatively short time-line (reporting back prior to the New Delhi meeting in February 2008). In late September, ICANN Staff on a Draft IGO Domain Name Dispute Resolution Procedure (IGO = International Governmental Organizations) - http://gnso.icann.org/drafts/gnso-igo-drp-report-v2-28sep07.pdf. This is primarily aimed at how to handle disputed related related to new gTLDs which will be approved over the next years. For background on the IGO issue, see http://www.gnso.icann.org/issues/igo-names/issues-report-igo-drp-15jun07.pdf. In September the GNOS decided to form a short-term planning group to analyse and prioritize the policy issues raised in the report "Communication to GNSO on Policy Issues Arising from Transfer Review" before the Council further considers a PDP on any of the work discussed in the report. Council will decide how to proceed. For background on this, see the GNSO Review of Inter-Registrar Transfer Policy section of http://www.icann.org/transfers/. ICANN-provided travel support for Liaisons to ACs, SOs, etc.

Dear All: As many of you know, several of the ALAC Liaisons to to other Advisory Committees and Bodies of ICANN do not require that the person chosen be a current member of the At-Large Advisory Committee. Since 'tis the season for selecting liaisons for the coming year, and since there are likely members of the community who may not be familiar with these matters, I thought I should send out a brief note. In the past, there have been serving liaisons - Bret Fausett, to the GNSO, and currently Hong Xue, for all IDN matters - who have been in this situation. ICANN has provided travel support for them to attend the face-to-face meetings necessary in order to be effective liaisons for the At-Large community, though there has never been any "official" policy related to this. Why is this, you might ask? Simply that ICANN wants the community to be able to appoint the best candidates to important liaison positions such as these. If there are members of the community who believe they have something to offer by volunteering for one of these posts, we would not want them to be discouraged simply because they cannot personally afford to pay to attend the ICANN meetings, and sometimes intercessional meetings, that their liaision brief would require. It should be emphasised that we have to look at these things on a case-by-case basis to at least some degree. We would expect, for example, that a person who was from outside the ALAC who wishes to serve in a liaison capacity which would require funding from ICANN to support would be someone who, for example: * Is clearly knowledgeable about the area they propose to be a liaison to - which would include having worked on the issues related to their proposed liaison role as a member of the At-Large community in an active way preceding their possible appointment; * Knows the people in the ICANN body to which they would be a liaison, preferably with relationships already in place with at least some of the main players; * Will commit to the time required to be effective in their new role - which would include measuring up to the standards required of liaisons in the ALAC's Rules of Procedure, reporting regularly to the community, working actively on At-Large policy working groups that relate to their liaison role or the body they are a liaison to, and the like; * Has been a part of the At-Large community and a participant in their RALO's work in a meaningful way (meaningful to their RALO at least, and hopefully meaningful to the whole of the community). I hope everyone understands that the above isn't meant to be carefully scrutinised as a precise criteria or anything like that, but rather to give a sense of what kind of person would be appropriate for receiving travel support for being a liaison - in some cases quite considerable funding. After all, the funds which are used to send a liaison to the necessary meetings and the like are coming from funds which would otherwise be spent on other members of the community - I feel sure that you all would want to feel that if such an appointment were made, that the person in the liaison role would be felt by the community to be providing 'value for money' to the whole community (to use a UK expression). The ALAC seat on the .MOBI policy advisory board

When the .MOBI domain was set up, they established a policy advisory board to give them advice on managing the domain. Along with the various industry people there's an NCUC seat currently held by Milt Mueller, a general user seat held by Vittorio, and an ALAC seat held by me. (The differnence between the ALAC seat and the user seat is pretty vague, as I recall Vittorio and I originally flipped a coin to decide who'd be which one.) The members are reappointed annually, so I'm asking the ALAC if they're willing to have me continue. The PAB is a low-intensity operation. We have a conference call every month or so, and the occasional meeting, sometimes at an ICANN meeting, sometimes not. What I've done as the ALAC rep is to add requirements to .MOBI email to include the current best practices to discourage abuse and to allow more accurate spam filtering. I have also, with less success, argued against ad-filled parked pages since for most users those are worth than useless, particularly on plans where you pay by the bit for each page you retrieve. Unless someone else has a deep interest in mobile telephony, I'd be happy to stay on for another year. What is a bottom -up process

There's been some discussion about bottom-up processes and how they are done both at ICANN and elsewhere. Activists, Civil Society and/or NGO's tend to have a far broader interpretation of bottom-up consultation processes. Ongoing communication, engagement and attempt at consensus is one model - imposing a process and outcome a-priori is another model. Where does ALAC stand? Does it agree with the staff position or does it instead favor those put forward by CIRA, NCUC and others ? ref: http://cira.ca/news-releases/201.html It seems to me that public statements from ICANN - both at meetings and on several lists - seem to indicate that there's a bit of a gulf between how ICANN and ALAC. But, that' just my reading of the situation. Perhaps i'm wrong .. ?
