AMEN JACQUELINE!!! I am in FULL support of Jacqueline's ideas of having a post that explains the issue and then requests input. That would be extremely useful for us "newbies". Also, as I saw in Jacqueline's post and in another is the thought about "tone". Frankly, the tone in several of the postings I am going through today is enough to put many people off. I realize that the past must colour the future but maybe we can try to be a bit more of a positive light on what CAN be done and maybe a little less aggressively rude to those we don't agree with. What I can say is that in my part of the world (the Caribbean) - the Internet is a recent phenomenon. We're still working on access and education. We finally have a small core of people interested and willing to participate. A lot of the new ALSes are groups of individuals who are now getting into this previously "closed" club. It's unfair to blame them for years of non-comments when many of them have been ALSes for only 2 or 3 months. They also cannot be expected to comment on policies that we haven't educated them about. What IMO would be more useful from the "old-timers" is posts to the list that explain the policy issues that need input from the groups that are now getting involved. For example, a post that explains the issues surrounding whois and that starts a discussion about how they might affect individual users will certainly get responses. There should be posts that start discussion around the issues and then out of those discussions, positions and comments will arise. And I agree with Alan here - this is the model that ICANN is putting resources towards. If we work to get people involved and show that the RALOs are interested and able, we show that individual users are valuable. And then the at large can push for greater power within ICANN. I think that demanding Board seats without having done anything to "earn" them in many years is putting the cart before the horse. I disagree to some extent with Jeanette - I think it's more bottom-up to start from regional activity and move to global activity. (Not to mention much easier to do outreach and education) So the challenge is - how to educate those who are interested but may not know about the policy processes and how do we get comments out of the regions and up to ICANN. After that - it's up to us again to make sure that ICANN takes the comments and inputs into consideration. I'd love the conversation to stop looking backwards with anger and regret and look to the future that seems brighter (at least judging by the number of applications that have been coming in in the last year). Please start being productive and helping the individual users get involved in the process that exists and that is being funded, instead of trying to change the entire process that a few dislike. According to the number of groups joining - not everyone hates it. My 2 cents. [ALAC] Fwd: Application for Funding - Memberclicks - from the LAC Region

Dear Committee: I provide below the request for funding for the MemberClicks service by the LAC Secretariat. The process requires my acknowledgment of the receipt of the request, which has been sent; since the regional secretariat has made the request, the request would now go to a funding decision from ICANN. It would seem to me that the need for a database for members is something the entire community needs. This tool is English-only, which is a drawback, but after looking I have found that all the MMSes (Membership Management Systems) which are to be easily found are also English only. I have made the point to the staff that what ICANN needs in the fullness of time is a database which would hold records of all constituencies, not just one, and that we should look at a procurement process that identifies a good solution, and part of what should be considered is a multi-lingual solution. However, that would take some time and with memberclicks, we would have something much better than we have now, which is a static web page with out-of-date information and a bunch of Excel spreadsheets which get mailed around periodically. The cost of the system is also very reasonable (about US$100 per month), and extracting the data and migrating it at some later point to another system would be a simple process. ACTION POINT: Does anyone on the committee OBJECT to our using MemberClicks as the membership database at least for the medium term for the community as a whole? And, if there is an objection, could you please tell us all what the nature of the objection is? If no objections are received in, say, the next week, I will assume we're to go ahead. Would there be value in discussing whether or not all small island states might be either: 1) Their own region - irrespective of their physical location; 2) In a region of their own, but also associated with the region they are geographically in. [ALAC] Policy Areas Under Review - Presentation of Information

Dear Community: FYI, let there be no doubt that we are aware that the current way that information on policy reviews and processes is presented is very difficult to navigate. In particular, I have told the other staff that the point we need to get to with the presentation of this information is that the Individual Internet User community should be able to find, in 15 minutes, online: 1) What policies are being reviewed; 2) How the policy development processes work; 3) What the issues are (not requiring the reading, in the first instance, of large documents) 4) How to participate We are all aware that we are not at this point, and I am sure that new and candidate ALSes must find it difficult to get to the bottom of what is happening. At the same time, I know that there are many in the community who are particularly knowledgeable about where given areas of policy development are currently at. two quick comments: First, I'm getting various multiple copies of the messages posted to the list. 2-4 copies at times. it is a bit much, and would appreciate any effort that helps fix the problem. Second, I'd like for the discussion to move from general comments and process related items to focused contributions on key policy issues open for comment. ALAC Review (starting this month), ALAC 07 budget, WHOIS, Domain name tasting come immediately to mind. As well, would be great to get comments from the intl. ALS community on the RALO formation document being drafted by those in north America. I agree with Luc that atlarge is more descriptive than alac for a list where we invite the public to discuss ICANN issues with ALAC members and carry out ALAC's business. Can I suggest that we create a new list, atlarge, open subscription and invite everyone on all the ALAC's lists to subscribe to it? When everyone from the ALAC committee is there, we can then address as a second step whether to close the ALAC-only list and keep all conversation with the atlarge.
