It may interest those without a long history in ICANN and At-Large to know that the ALAC initiated (and I Chaired) the only modern-era PDP that related to registrant rights - the Post-expiration domain name recovery PDP which led to the Expired Registration Recovery Policy (ERRP). This Policy helps ensure that registrants do not inadvertently let their domains expire, and if they do, ensures that they are alerted to the fact and have an opportunity to recover them. There is a (mild) user connection in that Internet users do appreciate that the web sites that they use do not suddenly disappear overnight! During the course of the PDP, we were well supported by the GNSO Business Constituency. There was one relalatively passive NCUC participant in the PDP, but there was virtually no real support from the NCUC. So we do have a good track record of supporting registrants, and particularly those who do not have corporate departments looking after their portfolios. The difference between that PDP and more recent situations is that there was a individual user benefit and more importantly no individual user negative impact. Where there IS a conflict between the needs of registrants (who happen to be individual users) and the non-registrant individual users, we have a long history of supporting the non-registrant individual users - a position I support and hope that At-Large continues to support. If we do not, we are not being true to our ICANN Bylaw mandate. I've updated the Stakeholder Tool to - include the new LACRALO At-Large observers - read the members' info from NPOC's new website - automatically include the ICANN's list of territories and associated ICANN region and physical region. This list has seen several updates over the past year. The ICANN Stakeholder Analysis Tool allows for the ability to search by country: - At-Large Structures and Individuals - ccNSO membership - GAC Membership - NCUC membership (persons and organisations) - NPOC membership - Business Constituency - ISPs and Connectivity Providers Constituency - Registrar Stakeholder Group (RrSG) - Fellowships - Nextgen - Accredited Registrars and aggregate stats of the multistakeholder community by ICANN region Only the Intellectual Property and Registries Stakeholder Group (RySG) are not included due to lack of public data from where their members are from. HISTORY On 3 June 1992, the Internet Association of Assigned Names and Numbers (IANA) approved the request to delegate the country code top-level domain (ccTLD) of .ma to Morocco. Professor Amine Mounier Alaoui was the initial administrator and Ecole Mohammadia d'Ingenieurs the initial Supporting Organization. In 2005, the Agence Nationale de Réglementation des Télécommunications (ANRT) engaged the Moroccan Internet community in a public consultation regarding the technical management of .ma. After a year of discussions, the ICANN Board approved the redelegation request and ANRT took over management of .ma in 2006. POLICY AND PARTNERSHIP In 2006, Morocco hosted ICANN26 in Marrakech. That same year, Morocco joined the Governmental Advisory Committee (GAC). Redouane Housaini from the Moroccan Ministry of Foreign Affairs is the current Moroccan GAC representative. Rachida Fahkri was Morocco's first representative to the GAC and she has remained active in the ICANN At-Large community. Currently there is one At-Large Structure in Morocco: the Moroccan Internet Society [r20.rs6.net]<https://urldefense.proofpoint.com/v2/url?u=http-3A__r20.rs6.net_tn.jsp-3Ff-…> (MISOC), which is also part of the African Regional At-Large Organization (AFRALO). Professor Aziz Hilali, a founding member of MISOC and currently a member of the ICANN 2019 Nominating Committee (NomCom), was the AFRALO Chair from 2012-2016. Professor Hilali has been instrumental in facilitating the two subsequent ICANN Public Meetings in Marrakech, ICANN55 and ICANN65. CAPACITY DEVELOPMENT Afaf El Maayati is an excellent example of how the local and international technical communities can partner together successfully. She is the .ma manager at ANRT (a member of ICANN's Country Code Names Supporting Organization) and a key point of contact for the ICANN community in Morocco. Afaf has collaborated with ICANN to organize Domain Name System Security Extensions (DNSSEC) training activities over the past years and organized the .ma Domain Day event last March in Rabat. In 2005, Genious Communications Founder and CEO Hamza Aboulfeth contacted ICANN for information about becoming an ICANN accredited registrar. He was 19 years old at the time. He worked on the application with an ICANN registrar liaison in Brussels and, by 2011, Genious had become the first ICANN accredited registrar in North Africa. Hamza remains a member of the Registrars Stakeholder Group (RrSG) and a prominent regional entrepreneur. BUILDING THE FUTURE As a crossroads of many languages, Morocco is one place affected by progress towards a multilingual Internet. Professor Nabil Benamar of Moulay Ismail University in Morocco was a member of the Script Generation Panel to establish Arabic language label generation rules for the root zone. Professor Benamar has been an active member of the Task Force on Arabic Internationalized Domain Names (TF-AIDN) and a contributor to its work on Arabic script domain names and Universal Acceptance. ICANN has supported seven ICANN Fellows and three NextGenners from Morocco to help the next generation of Internet citizens build their community. As the ICANN community comes together in Morocco for a third time, we thank our hosts, ANRT, and the Moroccan people for their participation with ICANN and their contribution to building a stable, secure, and unified global Internet. [Image removed by sender.] [Image removed by sender.] Jiankang Yao China Ten ICANN Meetings attended Dr. Jiankang Yao is a Senior Engineer at the China Internet Network Information Center (CNNIC). He has more than 16 years of research experience in Internationalized Domain Names (IDN) as well as technologies related to the Domain Name System (DNS). He made significant contributions to Internet Engineering Task Force standards regarding Email Addressing Internationalization (EAI) technology and is the co-author of RFC 6531. Dr. Yao's first ICANN meeting was in 2007. During that meeting, he commented about IDN variants during the Public Forum and introduced the Chinese IDN variant registration during Tech Day organized by the Country Code Names Supporting Organization (ccNSO). Currently Dr. Yao serves as the Universal Acceptance Steering Group (UASG) coordinator, helping to promote EAI and IDN deployments in the Asia Pacific region. Daniel is a retired design engineer from the avionics and communications sector and currently works as a consultant for information and communication technology development in the Caribbean. Daniel was a member of the inaugural ICANN Fellowship Program at ICANN29 in San Juan, Puerto Rico in 2007. Since ICANN29, Daniel has spent a lot of his time getting to know and participate in regional Internet registries, specifically ARIN. He participated in the IANA transition cross-community working groups and played a major role in facilitating local Internet Society chapters. Daniel is a member of the Internet Service Providers and Connectivity Providers (ISPCP) group on the behalf of a Caribbean ISP startup. ICANN65 will be Daniel's third Public Meeting but is heavily involved in working groups and the ICANN community throughout the year. [Image removed by sender.] [Image removed by sender.] Eileen Nay Kenya Eileen Nay is a fourth-year student pursuing a Bachelor of Civil and Construction Engineering degree at Technical University of Kenya in Nairobi, where she also serves as a student leader. In addition, Nay is a mentor at Kakenya Center of Excellence, a not-for-profit organization that leverages education to empower girls and transform rural communities. Nay first heard about ICANN at a Gender Justice and Human Rights Interactive Workshop organized by the Leitner Center for International Law and Justice in Nairobi. There, ICANN Fellow Bonface Witaba spoke about ICANN, Internet governance (IG), and the ways young people can get involved in the policymaking process. Since then, she has participated in the Kenya IGF, as well as ICANN63 and ICANN64 (remotely). At ICANN65, Nay hopes to gain a better understanding of global Internet governance and its key issues, settings, and processes. She believes this experience and knowledge will help her empower the next generation of leaders and increase participation of young people in East Africa. Nay will be a speaker at the annual Arusha Women's School of Internet Governance (AruwSIG) in Tanzania where she will provide insight into the ICANN NextGen Program to Tanzanian youth and girls. Other initiatives have been "approved", only to be constrained to the point of uselessness (such as gTLD Applicant support, and even THAT was for the benefit of would-be registries and registrants not end users!). We play no useful role in curtailing ICANN's mission creep, its relentless expansion of the namespace, the curtailing of abuse or the balance between privacy and registrant accountability. If we have anything useful to say it's likely being echoed somewhere else, there is no effort to create an end-user perspective (let alone agenda) unique to ALAC. ICANN and other constituencies pay lip service to At-Large because they have to, and ICANN needs it as a matter of political cosmetics. *For now*. Some of our well-meaning members think that if we say the right conciliatory things we may gainpartners and collaborators. That too is BS because the sad reality is that no other constituency has anything to gain from partnering with us. The cost of coming to agreement with ALAC outweighs ANY political benefit. Thus we run our course, begging for others to love us so we can be heard, and in the process self-censor to the point of saying nothing worth hearing. Yeah, I may be sounding like a cranky old broken record. But someone needs to keep saying this. ALAC has already sleepwalked its way into irrelevance and its next step is oblivion. Other constituencies appear actively interested in gutting At-Large or maybe even eliminating it, and the counter-argument we offer gets weaker by the day. I really don't want this to happen because ICANN desperately needs the voice ALAC was supposed to offer. But that can't happen in its current state of self-important denial. I only wish more people cared about effectiveness more than they cared about making buddies in the domain industry or pretending we're the freaklng UN Security Council three times a year.
