Dear BC Members Please note the attached public comment announcement. I will put this on the BC agenda for next week for a very short discussion. Since the travel costs affect the overall budget and operating plan, which Chris Chaplow, our V.P., Finance and Operations, manages for the BC re comments, I'll ask him to undertake our comments/ feedback on this topic as well. I have reviewed both the Strat/Operating Plan/Budget and this document, and it is i interesting that they are not aligned at all. I am anticipating a one hour discussion/working call session, but Chris will determine that, and set up a mechanism to take member comment. In the meantime, this is an alert to members that this topic will get a few minutes on the BC call. Marilyn Cade, BC Chair 00000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000 http://www.icann.org/en/announcements/announcement-22may11-en.htm Joint ICANN Board - GAC Statement: Teleconference on New gTLDs 22 May 2011 The ICANN Board and ICANN's Governmental Advisory Committee (GAC) held another productive meeting to discuss the limited number of remaining issues related to the anticipated launch of the new gTLD program. This teleconference was the latest in a series of proactive, issue-oriented collaborations targeted at addressing GAC concerns to ensure the stable and secure delegation of new top-level domains. ICANN Chairman Peter Dengate Thrush recognized the members of the Governmental Advisory Committee, "for their energetic and well-intentioned devotion to the work of reviewing and improving the introduction of new generic top-level domains. The discussions have resulted in significant progress, including improvements to trademark and consumer protections, assistance for potential applicants from developing countries, and other areas of the program." Together, the Board and GAC have reviewed twelve issues, comprised of 80 sub-issues, discussing each in depth. The work has included several days of face-to-face meetings between ICANN's Board and GAC, meetings that were informed by preparatory papers and conference calls. "In particular," Mr. Dengate Thrush noted, "the GAC Indicative Scorecard and the reports in response to Board-GAC discussions were concise, clear and helpful." Governmental Advisory Committee Chair Heather Dryden said, "the GAC appreciates the time taken by the Board to discuss remaining issues on the call and looks forward to continued progress as a clear signal that the Board is committed to enabling the formulation of true community consensus in developing policy that is in the global public interest as well as increasing the overall accountability and transparency of the organization." The latest discussion and ICANN Board and GAC agreement on the benefits of having a face-to-face meeting in Singapore pave the way to possible Board consideration of program approval on 20 June 2011.

Draft v1 of BC comments on latest gTLD Guidebook

Per discussion on our 21-Apr member call, here is a draft framework for BC comments on the 15-Apr-2011 Guidebook. This comment period and docs are described at http://icann.org/en/topics/new-gtlds/comments-6-en.htm These comments are due 15-May, giving us 18 days for edits, review, and approval. For this initial draft, I updated our Dec-2010 Guidebook comments in several ways: - Acknowledged areas where ICANN made changes consistent with BC recommendations. - Moved all our RPM concerns to Module 5 - Asked several questions for BC members (in red) - Added a proposed definition for "Single-Registrant TLD". We may hold a separate call on this. All BC members are invited to suggest edits. Please use track changes and circulate to BC list. I will assemble another draft version with all changes received as of May 1. Below are the primary contributors from our Dec-2011 comments, organized by module. Module 1: Introduction to New gTLD Application Process and Fees. (Berry Cobb, Ron Andruff ) Module 2: Evaluation Procedures. (Philip Sheppard, Jon Nevett, Adam Palmer, Zahid Jamil, Sarah Deutsch ) Module 3: Dispute Resolution. ( John Berard, Ron Andruff ) Module 4: String Contention. ( Ron Andruff ) Module 5: Transition to Delegation; Registry Agreement, Code of Conduct, RPMs ( Philip Sheppard, Fred Fellman, Berry Cobb, Jon Nevett, Sarah Deutsch ) Other notes: In our SFO comments, the BC said the new gTLD communications plan should help the world's businesses and users understand changes coming in the DNS.
