BC DEBRIEF: I will note that I've had a conversation regarding when to hold the update, and I'm targeting next Thursday or Friday, so mark your calendars, and stay tuned for a bridge . For the ExComm, please confirm your availability for both dates, keeping a focus on 10 a.m. EST which is bearable for Zahid in Pakistan and at 7 a.m. for West Coast, so in the 'friendly' zone. We can also consider 6 a.m. PST and 9 a.m. EST. The call will last an hour for members and all who were in Nairobi can expect a 3 minute speaking slot. I've reserved 20 minutes for the policy updates by Zahid, Mike, and Steve -- will turn to you for your development of an agenda, both with the Councilors, and all Working Group members. If you need more time, just let me know. Finally, we will have a 5 minute update on planning for business outreach and activites in Brussels, and that will be led by Ayesha and myself. We have two pending recruits, who tell me they are submitting applications Monday. If that is underway, I will invite them as observers to the call. Further, ICANN staff supporting these groups are available upon request to provide you with a brief presentation about the work. The work of these temporary, expert Advisory Groups is being done to develop solution(s) to the new gTLD program’s overarching issue of mitigating malicious conduct. We took a unique approach of being very inclusive of anyone we met who was in business and cpould be interested in joining the three constituencies. The breakfast focused on three possible table topics but topics 2 was focused on hearing from outside guests from developing countries (primarily) and in many cases, they led the discussions. Brussels -- BC Hotel Recommendation

Dear all, I just checked the Brussels meeting website to register and saw that the official hotel has yet to be posted. I have also heard a rumor that the ICANN staff/board have taken up all of the rooms in an undisclosed hotel and in speaking with the Brussels .EU team here, they advised that we select "any hotel near the central station". Andrew Mack suggested Le Meridien Hotel, and I just looked it up to find that it is, in fact, very close to the station, Grande Place and most importantly, Square Brussels Meeting Centre where the meeting will take place. Unless Philip has another recommendation, being that he is 'on the ground' in Brussels, I would suggest that we consider Le Meridien as the 'BC hotel' for the Brussels meeting. Media report in Kenya on withdrawal of EOI program

In Kenya this week, several of you met Harry Hare, publisher of CIO Magazine for East Africa. Thanks to all your conversations, Harry posted several stories on the ICANN meeting, including this one at http://www.cio.co.ke ICANN Board withdraws EOI The Internet Corporation for Assigned Names and Numbers (ICANN) has today withdrawn the Expression of interest for proposals for entities interested in applying for new gTLDs. The expression of interest was published last December for public consideration and was one of the substantive agendas in the Nairobi meeting. The EOI required entities interested in participating in the first round of the new gTLD Program to submit basic information about the participating entity and the requested top-level domain, also referred to as "string". The model was a direct result of community recommendations for such an undertaking. The Board directed that a draft model be constructed based on public comment for additional discussion. A decision on whether and how to proceed with the EOI was to be taken in Nairobi, after considering the public discussion. According to the Board, the withdrawal was due to lack of certainty about the date when the overarching issues would be resolved to the satisfaction of the Board and the consequential difficulty of synchronizing the launch of the new gTLDs Program with the proposed EOI, and preferring to focus ICANN staff resources on resolving the remaining issues. Through out the meeting speakers expressed concern on EOI process with some asserting that its complex and time consuming. "We need to move forward with the implementation of the new gTLDs, a process that has already taken too long already," said one delegate who sort anonymity. Other speakers who were opposed to the EOI complained at the lack of communication and awareness of the EOI process especially in developing counties. According to the EOI, those interested in participating in participating in the first round were required to put up a deposit of US$ 55,000 out of the total US$ 185,000 evaluation fee. Steve DelBianco of NetChoice says, ³the EOI was an interesting idea but became a distraction from the work remaining to ensure that new top level domains will minimize online fraud while helping people around the world to access Internet domains using their own language and script." Bruce Tonkin, one of the Board members said that there was confusion about purpose of EOI which would have otherwise provided data on number and nature of strings. Resolution regarding dispute mechanism if a party feels a registry operator is violating its contract restrictions for community-based TLDs. Resolved: Staff shall publish a final RRDRP in DAG v4. ICANN shall also consider whether this or a similar dispute resolution procedure could be used when a government withdraws its support for a government-supported TLD.
