BC members – this session could be interesting: This 60-minute engagement session will include three breakout rooms hosted by different Board members, each covering a different topic. Following a brief welcome plenary, community members will be asked to join one of the three breakout rooms for a 40-minute discussion with the Board hosts for that topic. Attendees will be able to move freely between the three breakout rooms. The session will conclude with all attendees coming together to hear each Board host’s summary of the discussions in their respective breakout rooms. Topic 1: FY26-30 Strategic Planning • Led by Maarten Botterman and Chris Buckridge• Description: Within this breakout room, the Board will solicit input from participants on the current development of the FY26-30 ICANN Strategic Plan, including sharing the primary themes identified from the input received via the environmental scan sessions. Topic 2: The Board’s Role & Responsibilities when Board-Adopted Policies Do Not Address the Problems They Were Developed to Solve• Led by Becky Burr and Alan Barrett• Format of the engagement: discussion and input• Description: In this breakout room, the Board hosts will invite community feedback on how to handle situations where it becomes clear that community-developed gTLD policies adopted by the Board are superseded by subsequent events or are otherwise not able to, or can no longer, resolve the problems they were designed to address. There is currently no Bylaw or process for such a circumstance, other than the Board requesting that the community initiate another full policy development process. As the Board continues to engage with the GNSO on this topic, the community is invited to brainstorm possible solutions. Today, the UK Department for Science, Innovation and Technology (DSIT) published the summary of responses to the consultation on powers in Relation to UK-related Domain Name Registries public consultation on the gov.uk<http://gov.uk> website here.<https://www.gov.uk/government/consultations/powers-in-relation-to-uk-relate…> Their updated outcome doc<https://assets.publishing.service.gov.uk/media/655b9a81544aea000dfb30f7/pow…> summarizes responses to consultation. Detail of outcome The consultation asked respondents 17 open questions. For each of these questions, every response was reviewed, and while not every point that was made by each respondent can be reflected, responses were assessed to identify common themes. For inclusion in the consultation analysis, participants had to have answered at least one of the 17 questions. These questions are listed on pages 16 -17 of this document. Responses were excluded from the consultation analysis if they did not meet this criteria. Remarks on ICANN Empowered Community Forum last Thursday

BC members -- Wanted you to see this intervention regarding the IANA Transition and new ICANN bylaws. Last Thursday at the Approval Action Community Forum<https://icann78.sched.com/event/1T4Jk/approval-action-community-forum>, I was the only person to speak, and said this, at 22:40 of this zoom feed<https://icann.zoom.us/rec/play/l2LwV-lIVw-Toz_goWQemlIYYLun5k0ssot_q83DWUb5…> Steve DelBianco with the business constituency. I looked around, and about half of the folks in this room were around in 2014, 2015, and 2016, when we used the IANA transition as a leverage point to create bylaws, processes, and the empowered community. It allows the communities ICANN was designed to serve to hold the board and org accountable to those communities. For the other half in the room: You have to be mystified about Why there would be so much preparation from legal and org, and why the entire board is seated in the room to look at what seem to be insignificant and trivial amendments to the fundamental bylaws. But you couldn't be more wrong. This represents an exercise of the muscle of the empowered community. Because there may be times in the future when we're exercising this muscle on far more controversial amendments to fundamental bylaws, or a challenge to a decision that ICANN is made. And the fact that you're taking this so seriously gives me great comfort, and it gives me ammunition. Back in Washington, DC, where critics of ICANN and those who wish the transition never occurred are continuing to wonder whether the empowered community has any power at all. So I'll point to this as an instance that it's really being taken seriously. So when and if we need to hold board and org accountable on something more significant, we'll know how to do it. So I thank you for your seriousness.

On the 26-Jun call, Steve D. and Steve Crocker advocated a bulk upload capability for requesters. ICANN Org will not modify its systems development plan to facilitate uploads, so we have to do this outside of ICANN. Supporting discussion/voting on matters before the Commercial Stakeholders Group (CSG) Tim Smith is the CSG Liaison for the BC. At this meeting, Marie will succeed Tim. Mason Cole is leading CSG thru Dec-2023, when Philippe Fouquart of ISPCP will assume the role. NCPH Day Zero Meeting – October 20, 2023 – Hamburg Mason, Mark, Lawrence and I attended. All other constituencies in NCPH were also well represented with NCSG attendees consisting of Julf, Bruna, Tomslin, Wisdom, Stephanie, Juan, Benjamin, Manju, and David Morar. This was a productive day and while we agree that we cannot be aligned on all issues at all times, we need to work together where we can and respect each other. Ongoing communication was determined by arranging monthly NCPH ExCom Zoom calls, face-to-face sessions regularly at future ICANN meetings, and re-establishing the yearly intercessional – either as a stand-alone meeting or as an additional day to one of the ICANN meetings. Our path forward is marked by some good starting points. · Micro-team to review GNSO vice chair selection process from drafts in 2017 and 2018 · Micro-committee to establish expectations for our new Board Seat 14 member by March 2024. · Development of criteria for evaluation of Board member and future selection criteria within a year. · Potential joint interviewing of future candidates · CSG to determine level of support NCSG’s interest to pursue adding NPOC seat on NomCom.
