Meeting Recordings from LA Meeting

Dear Community: I've just posted the meeting recordings for several At-Large meetings during the LA ICANN Meeting. The transcriptions have been requested and will be posted once they are available; the summary minutes are in the final stages of preparation before they are also posted. With the exception of the RAA Workshop, they are available in three languages: English, Spanish, and French. Note that I have not checked them all, but in some cases it appears that the sound recordist didn't change the channel when participants were speaking in French and Spanish, so the recording is of those languages rather than the English interpretation of them. The transcriptions should correct for this - my apologies for this; I will reinforce to the meetings staff for the New Delhi meeting the importance of capturing a faithful recording of each language. Public Comment period opens: Bylaw Change Requested by the ALAC Related to ALS Application Handling

Public Comments Requested on Bylaw Change Proposed by the At-Large Advisory Committee 7 November 2007 The Board of Directors resolved on 2nd November 2007 to request public comments on a change to the Bylaws of ICANN requested by the At-Large Advisory Committee, related to the administration of applications from organizations that wish to join the At-Large community of Internet end- users participating in ICANN. The change would amend the wording of Article IX, S2(4)(i) so that it would read as follows: Membership in the At-Large Community The criteria and standards for the certification of At-Large Structures within each Geographic Region shall be established by the Board based on recommendations from the ALAC and shall be stated in the Memorandum of Understanding between ICANN and the RALO for each Geographic Region. The criteria and standards for the certification of At-Large Structures shall be established in such a way that participation by individual Internet users who are citizens or residents of countries within the Geographic Region (as defined in Section 5 of Article VI) of the RALO will predominate in the operation of each At-Large Structure within the RALO, while not necessarily excluding additional participation, compatible with the interests of the individual Internet users within the region, by others. Each RALO's Memorandum of Understanding shall also include provisions designed to allow, to the greatest extent possible, every individual Internet user who is a citizen of a country within the RALO's Geographic Region to participate in at least one of the RALO's At- Large Structures. To the extent compatible with these objectives, the criteria and standards should also afford to each RALO the type of structure that best fits the customs and character of its Geographic Region. Once the criteria and standards have been established as provided in this Clause i, the ALAC, with the advice and participation of the RALO where the applicant is based, shall be responsible for certifying organizations as meeting the criteria and standards for At-Large Structure accreditation. Decisions to certify or decertify an At-Large Structure shall be made as decided by the ALAC in its Rules of Procedure, save always that any changes made to the Rules of Procedure in respect of ALS applications shall be subject to review by the RALOs and by the ICANN Board. Decisions as to whether to accredit, not to accredit, or disaccredit an At-Large Structure shall be subject to review according to procedures established by the Board. On an ongoing basis, the ALAC may also give advice as to whether a prospective At-Large Structure meets the applicable criteria and standards. This amendment is part of a series of other changes that do not impact the Bylaws of ICANN, which were resolved upon by the ALAC in their meeting on 10th August 2007. Those wishing to comment are suggested to make their comments not later than 2 nd December 2007 at 12:00 EST. Thank you so much for your time and in particular your contribution(s) at such an unsociable hour in LA time last night, to our meeting. It is as we noted last night, truly regretable that (as is so often the case) our technology*(see below) let us down; and your ability to meet greet and brief, more of our regional members was not able to happen as we had intended... I'm sure all of us there and indeed those of us who were unable to join or contribute look forward to our future interchange and building of trust and understanding, as well as being able to keep you informed of the substantiative work we undertake in our region... kindest regards CLO * Even though many of you will no doubt know by now that we were unable to use the teleconference facilities for our remote participation you may not know the specific reason...The service providor maintained that they had NOT been informed of the change of date and time for this months meeting. I'm sure this is and only time we will be met with such dissapointment, and we will ensure that some form of contingeny plan exists for future meetings but I am equally certain that this was not something that was 'our {or ICANN's} fault' On this matter if you wish to register your apologies or a report /comments on any of the listed Agenda items please do so ASAP so that they can be integrated into our early meeting notes. Colleagues in the Asia-Pacific RALO, Thank you for taking the time in your meeting to invite me to join you last night. It was a pleasure to join you. I appreciated hearing your suggestions on issues of particular concern to the organization's largest and most multi-lingual region. At your suggestion, I recommended that all Board members on-stage ensure they were prepared to listen to interpreted comments. I hope some of you heard Vint Cerf asking them to take headsets at the opening of today's meeting.
