Thank you for giving the opportunity to respond to the Second Milestone Report. The response is a little rushed and has not been endorsed by the PICISOC board or APRALO (where I represent PICISOC) though these points have been discussed on the PICISOC members list Four points have been developed in response the WG's Second Milestone Report 1. The primary criteria of financial capacity tis appropriate. However, while this is necessary and I would argue that the issue of ignorance (poor understanding of the implications of these changes) stands as a similar threat to to achieving equity of access to gTLDs. 2. The potential for culturally uniques symbols either in graphical or text format to be appropriated without the knowledge of respective cultural groups represents a significant challenge to equity of access. 3. The WG should consider financial assistance for those who are not able to seek re-dress through channels particularly if legal costs of stakeholders are prohibitive. 4. Dear All, The At Large Advisory Committee (ALAC) appoints, in consultation with APRALO, a representative from APRALO to serve on the ICANN Nominating Committee (NomCom ; *http://nomcom.icann.org/*). Such representatives of the NomCom are appointed for a one year term, and may be re-appointed for a further term of one year subject to the requirement under the ICANN By Laws that a such a representative may only serve a maximum of two consecutive years. While APRALO does not formally elect a representative to the NomCom, APRALO has to submit to ALAC a list of all accepted regional nominations for the NomCom position and may also make (as usual) a recommendation of a preferred candidate to the ALAC. The representative from Asia Pacific to the NomCom was Vivek Vivekandan. He is eligible for re-election. Any representative from an accredited ALS can be a delegate and needs to understand the obligations and requirements for Nominating Committee members: * https://community.icann.org/x/gIMi* The deadline for the submission of nominations to be considered as a delegate from APRALO to the Nominating Committee is July 25, 2011. If there are more than one accepted nomination after the deadline, then an electronic vote would be held to select a preferred APRALO delegate to the Nominating Committee.
