Draft Statement on NomCom Review

Colleagues, Hong Xue has kindly put together a draft statement on the NomCom Review. I assume the NomCom Review WG (composed of Alejandro Pisanty, Peter Dengate-Thrush, Njeri Rionge, Mouhamet Diop, Jonathan Cohen and Steve Goldstein see http://www.icann.org/reviews/nomcom-28feb07.htm) is still soliciting input, and as such attach the draft for your comments and input. Your comments would be appreciated by January 10th, 2008. <----------------------------------------------------------------------------- APRALO Statement on NomCom Revision NomCom assumes the important responsibility of recruitment and appointment of qualified candidates to the Board of the ICANN. Undeniably, NomCom has successfully recruited a number of talented people who made or are making significant contributions to the Board and the whole ICANN community. However, from the perspective of the Asia-Pacific Internet user community, NomCom's latest appointment of Board members seemingly deviated from those principles that it had sustained. With all three appointees from Europe and no one from Asia, the appointment further deteriorates the geographical unbalance in the Board. As a result, there is now only one member of the Board from Asia (India). Notwithstanding that all three European appointees to the Board are excellent and qualified talents, undermining the principle of geographical and cultural diversity concerns the Asia-Pacific Internet user community. It is legitimate for the AP users to doubt whether the demands and needs from this region can sufficiently and promptly be understood and addressed by such a west-dominated Board. The users wish to ask whether the NomCom anticipated such consequence when making the selection. Apart from the principle of diversity, the user community is also concerned about the procedural justice of selection. It is far from clear why the NomCom selected one candidate over another. Particularly, those candidates who were interviewed but unselected did not even get a notification or a message of regret. They did not know they had failed until and unless the result was announced. This is very counterproductive to further recruitment efforts. Those people who volunteered their time and energy in participation of NomCom selection deserve respect and appreciation. APRALO hopes that NomCom process could be substantially and efficiently improved through this review and the Internet community in this region is willing to offer any help, if needed. -----------------------------------------------------------------------------> -- Kind regards, Rajnesh D. What I drafted was based on the discussions at APRALO LA meeting, when the on-site participants waited until midnight to fit the AP time zones but nobody called in. What the statement expresses is all constructive and well-intended to help the Nomcome to build a substantively and procedurally reasonably selection process. Nomcom Review can be either a genuine process to listen to the people who were inarticulate or a sham to offset public outcry. Anyway, I've fulfilled my share of responsibility by timely and diligently drafting the statement according to the requirement of the Chair. Now we should expect those are blaming to draft a perfect one to replace this.

APRALO Travel Support at New Delhi ICANN Meeting - IMPORTANT PLEASE READ

Dear APRALO members: As you have heard previously, ICANN will be providing travel support to allow one representative of each ALS to attend the New Delhi ICANN Meeting in February. At this time, we need to receive an RSVP from EACH ALS who wishes to avail themselves of travel support from ICANN. Note that if you do not provide an RSVP on or before 4 January 2008, travel support will not be available from ICANN as we need sufficient time to allow our travel service providers to work with you to arrange your travel itinerary. What we need you to do: Each ALS should reply to THIS LIST, AND to ICANN's travel coordinator Stacy Hoffberg (stacy.hoffberg(a)icann.org) with the following information: 1) Name of ALS 2) Name of Delegate to receive travel support 3) Departure City of delegate 4) Return city of delegate 5) Do you already have a visa for India, or will you need to apply for one? Let me repeat once again that this information should be sent to this list, AND to Stacy Hoffberg. Please note that Stacy Hoffberg will be providing all of those who RSVP with complete information on how all aspects of travel support will be handled. Please also note that I do not handle travel matters for At-Large, so asking me questions instead of Stacy will not help you or help me to help you. Finally, be advised that I am on leave from 22 December 2007 - 2 January 2008. I will not see any emails that you send to me during this time, but I will upon my return. APRALO General Assembly during ICANN Delhi - comments required from ALS'

Colleagues, It has been suggested that APRALO hold its General Assembly on Saturday February 9th 2008 to allow the ALAC and Secretariats to meet on the 10th. ICANN will arrange 1 delegate per ALS to attend the meeting. As such, I would like your comments on whether this would suit you, as it does mean arriving a bit earlier than you normally would - probably on the 7th or 8th, depending on your point of origin and flight availability. The other option is to hold the GA on Monday 11th, but this has some potential conflict with another ALAC meeting. I would appreciate your comments by Friday 7th December to enable the planning and logistics to proceed in a timely manner. -- Kind regards, Rajnesh D. Hi Danny, thank you for your timely contribution, we will make sure that this question and issue, is raised in the IDN discussions about to start their next iteration (in the IDN List and the WIKI - refer here to my recent email reply to JAM on the At-LARGE list c.c. to you) and I have copied the APRALO discussion list on this reply so that they too have access to your question (again refer to the previous email outlining the resolutions and support for IDN fast tracking made by this RALO previously) so that they may also further their discussions and contributions to this issue. Is it because, for some reason, the ALAC believes that VeriSign and Afilias and all other gTLD registries must go through all of the machinations in the new gTLD process while ccTLD registries should not be held accountable to the same standard of care? Why is the ALAC favoring one part of the supplier community over another? Shouldn't the same standards for TLD introduction be applied equally and without discriminatory treatment? In the gTLD registry Statement (6 June 2007) it was noted that "There is strong possibility of significant impact on gTLD registries if IDN versions of existing ASCII gTLDs are introduced by registries different than the ASCII gTLD registries. Not only could there be user confusion in both email and web applications, but dispute resolution processes could be greatly complicated." http://www.gtldregistries.org/news/2007/2007-06-07-01.pdf Did anyone in the ALAC even discuss this consideration? I am rapidly reaching the view that the ALAC hasn't fully considered the implications of their Statement, that the ALAC hasn't taken the time to fully examine the issue, and that "unanimous statements" issued by this body are no more than idle pontifications bereft of any substantive consideration. Other bodies will spend months and years examining a particular issue. The ALAC, on the other hand, always seems to be in a rush to churn out a Statement after having received no more than a handful of comments over a very short time frame.
