FY18 Additional Budget Requests - Process has Started

Dear All, The FY18 Additional Budget Request process has started. This process pertains to a dedicated part of the overall ICANN annual budget that is set aside to fund specific requests from the community for activities that are not already included in the recurring ICANN budget. FY18 Additional Budget Requests cover the period 1 July 2017 through 30 June 2018. The relevant information is available on the At-Large FY18 Budget Development Workspace[community.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_di…>, including the key deadlines, details of the process, principles and the request template. IMPORTANT: In 2016, the members of the ALAC Finance and Budget Sub-Committee (FBSC) agreed to the following criteria for At-Large proposals: * Outreach should not be a major focus. Activities to improve engagement with existing members is encouraged. * If any request is made on outreach, it should probably go through the CROPP program and not this special request process. * Proposals should include ways in which will make the ALAC and/or the At-Large community more effective and develop the At-Large community. * RALO requests must go through a bottom up process within their RALO prior to being submitted for consideration by the FBSC. * RALOs should consider the General Assembly/Summit timeline (APRALO is scheduled for a General Assembly in FY18) * They must be explicitly supported by the RALO representative on the FBSC. * Staff is currently expecting that basic resources for community communications/printing will be supported through the core ICANN budget, but that community proposals for printing , etc. will be accepted as a back-up in case expectations change. Specific proposals for communications resources beyond simple printing and editing functions should be prepared and submitted. Dear All, The ALAC and RALO Members of the Finance and Budget Sub-Committee (FBSC) have now been identified. The tasks of the FBSC include but are not limited to: - Coordination of the annual additional Budget Requests from the ALAC and the RALOs that will be filed to go into the yearly ICANN budget - Drafting of any Statement regarding the ICANN Budget Process - Drafting of any Statement regarding the ICANN Strategic Process - Drafting of any Statement regarding ICANN's Operating plan - Issues involving Constituency Travel Budgets Participants will have all the rights of a Member of the FBSC unless a vote is called for. Congratulations Mubashir for sharing the highlights of PKSIG. I commend the efforts of everyone who worked to organize it. Attractive layout for reporting the highlights and the list of outputs of the role play it makes its receiver read its contents. I join the comments of our friends here for the following round to include few participants from neighbouring countries. It will enrich the discussions. It is pitty that there was 50% dropouts from granted fellows, worth investing to avoid it happens again. Hoping this leaflet will work as awareness to recruit more female applicants. Possible RALO Petition Process to Suggest Additional ICANN Board Director Candidates Selected by the At-Large Community

Dear Regional At-Large Organization (RALO) Members, As per Section 19.9 of the ALAC Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09>, the Board Member Selection Process Committee (BMSPC) is informing RALOs their opportunity to start possible petition process and suggest adding to the Board Candidate Evaluation Committee (BCEC) Slate other Candidates who have submitted Expression of Interests (EoIs) for the ICANN Board Director position. The successfully petitioned Candidates, who have received support through a formal vote of at least three of the five RALOs, will be included in the Final Slate. As the culmination of the ICANN Board Director selection process, the BMSPC will organize an election among the Final Slate of Candidates, and the electorates will be At-Large Advisory Committee (ALAC) Members and Regional At-Large Organization (RALO) Chairs. Background Seat number 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large Community. This seat is currently occupied by Rinalia Abdul Rahim, who assumed the position at the end of ICANN51 (2014 AGM). Her 3-year term will be completed at the closing of ICANN60 (2017 AGM). Pursuant to Section 19 of the ALAC Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09> (version adopted on 20 September 2016), the At-Large Community process for selecting the next Board Director began in September 2016, with the appointment of the Chairs and Members of the BCEC and the BMSPC. The BCEC is responsible for outlining Candidate requirements and expectations, calling for and evaluating EoIs, and compiling the (initial) BCEC Slate of Candidates for the Board Director position. The BMSPC oversees the entire selection process for the At-Large Board Member, including the development of the selection timeline and the election finalizing the process. This selection process is planned to be completed by Friday, 21 April 2017, with the announcement of the successful Candidate on that date. The successful Candidate will serve for a 3-year ICANN Board Director term starting at the end of ICANN60. View the detailed timeline here<https://community.icann.org/x/ORq4Aw>. List of All Applicants & BCEC Slate of Candidates By the deadline of 18 November 2016 at 23:59 UTC, the following six Applicants have submitted completed EoIs. The Applicants, listed in alphabetical order of the last name, are: * Sebastien Bachollet (France) * William Michael Cunningham (United States) * Hago Dafalla (Libya) * Alan Greenberg (Canada) * Nigel Phair (Australia) * Leon Felipe Sanchez Ambia (Mexico) On 16 December 2016, the BCEC concluded its Candidate Evaluation process and announced that the following Candidates will be named as the (initial) BCEC Slate of Candidates, be automatically included in the Final Slate, and go forward to the next stage of the selection process organized by the BMSPC. The Candidates, listed in alphabetical order of the last name, are: * Alan Greenberg (Canada) * Leon Felipe Sanchez Ambia (Mexico) Possible RALO Petition Process Pursuant to Section 19.9 of the ALAC Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09> (version adopted on 20 September 2016), the BMSPC process involves the option of possible petitions by RALOs to suggest adding Candidates to the Final Slate. RALOs can only suggest Candidates who had previously submitted an EoI to the BCEC during the current selection process; namely, the six Applicants listed above. Candidates will be added only if they receive support through a formal vote of at least three of the five RALOs; each RALO shall vote according to its respective rules. Subsequently, the Final Slate of Candidates will proceed to an election by the ALAC Members and RALO Chairs, which is culmination of the ICANN Board Director selection process. Possible RALO Petition Process starts from now. Please note the following two deadlines: * By Thursday, 19 January 2017 at 23:59 UTC, each RALO willing to add Candidates to the Slate should have identified additional Candidates and notified the BMSPC. * By Sunday, 29 January 2017 at 23:59 UTC, in case of petition, all RALOs should have decided whether they support any suggested additional Candidates and notified the BMSPC. Kindly note that RALOs have the option to identify and/or support additional Candidates but are not required to do so, if they believe that only the BCEC Slate of Candidates should be in the Final Slate. On Tuesday, 31 January 2017, the Final Slate of Candidates, who will proceed to the election, will be announced and their EoIs will be published without disclosing their personal/private information. Next Steps On 12 January 2017, a Single Purpose Cross RALO call will be organized for RALOs to discuss the BCEC Slate of Candidates and the option of suggesting additional Candidates. If you would like to have a teleconference captioned during this second phase of the pilot please submit your request to At-Large Staff<mailto:staff@atlarge.icann.org> by January 1 or as soon as possible As agreed to in part 1 of the pilot, the implementation of this project will be structured as follows: * Three calls to include captioning each month for a total of 6 teleconferences, not exceeding 60 minutes per call (with the exception of the ALAC Monthly Meeting) * The calls shall be held between January - February 2017 * Most calls will be captioned in English, with the exception of 1 in French and 1 in Spanish to be held in February * Priority will be given to those groups who did not make it into the first phase. These include cross community groups such as the CCWG-Accountability and the CCWG-IG and other CCWGs * To select the calls the captioning team has developed a set of criteria to evaluate and rate the requests. The request for captioning must meet at least one of these criteria to be put on the list. Criteria for Captioning: 1) Are there persons with disabilities or with limited bandwidth participating? 2) Are there webinars of general interest to the ICANN community that would increase the engagement of non-native English speakers? 3) Are the meetings or discussions about accessible tools or software? * The At-Large Captioning Pilot Project group, in collaboration with At-Large Staff, will select the calls that will have captioning based on the criteria noted above. * A short poll will be made at the end of each call where captioning is used to ask for feedback on the captioning program during that call and also for those who watch/listen to the call at a later date. .
