The ALAC greatly appreciates your group¹s interest in involving individual users in ICANN and looks forward to working with you and your colleagues. The purpose of ALS certification is to recognize that your organizationå meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users. The ALAC is eager to promote a productive working relationship between your organization, other ALS, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated. We would like to offer some initial tools to help your organization keep its members informed (about significant news from ICANN and information on ICANN policy-development efforts) and engaged in activities of interest: - Point of Contact for your Organisation: Please send an email to staff(a)atlarge.icann.org identifying the names and email addresses of one or two individuals who will be the point of contact for information and correspondence regarding ICANN At-Large. If this changes, please let us know. - At Large Mailing Lists. The points of contact you identify will automatically be added to your region¹s list just for accredited ALSes to discuss regional issues; you are invited to join others as you wish. - ALS information. Information about your organization will be shared with the At-Large community to enable individuals interested in your group's activities to contact you, and to encourage cooperation with other groups interested in ICANN activities in your geographic region. The ALAC website (www.atlarge.icann.org) is a good source for ICANN news and information of interest to individual Internet users. We encourage you to provide your members with a link. The ALAC relies on volunteers to translate information into multiple languages. Regional webpages also have been created to distribute information (including in local languages) on activities, events and issues of particular interest to people in each region. ALAC Review Final Report Available; Consultation Open

Dear All: ALAC Review: Final Report by Independent Evaluator Released 25 July 2008 ICANN is posting the summary ( http://www.icann.org/reviews/alac/summary-alac-independent-review-25jul08.pd f PDF, 85K) and final report ( http://www.icann.org/reviews/alac/alac-independent-review-final-25jul08.pdf [PDF, 561K] of the Independent Review of the ALAC submitted by Westlake Consulting. These documents will be available shortly in multiple languages. ICANN is seeking public comment on the report. Details on the public comment forum can be found at this URL: http://www.icann.org/en/public-comment/public-comment-200809.html#alac-rev-j ul08. The Chair of the ALAC requests that all ALSes consider the report carefully and make comments during the public comment period. It is envisaged that an ALAC response will be produced with full consultation by the At-Large community. Westlake Consulting was selected by ICANN's Board to conduct the independent review of the At-Large Advisory Committee (ALAC) and related structures. Key objectives of the review include: * [To determine] whether the ALAC has a continuing purpose in the ICANN structure; and, * If so, whether any change in structure or operations is desirable to improve its effectiveness. This review is part of ICANN's ongoing commitment to its evolution and improvement. ICANN's bylaws require periodic, independent examinations of the role and operation of key elements of ICANN. Monthly call

Should the call be on July 29? I'm now in Munich. If I had known the date and time of the call, I would have joined it. I do have a report on IGF. Adam helps a lot in keeping us posted. The MAG will soon discuss the main sessions (i.e. between all the workshop organizers who have offered to merge their sessions and form a main session workshop) in a week or so. The workshops organizers offering to merge for the main session workshop "Reaching the next Billion - Multilingualism" are: 1. An Asian Prospective on Internationalization -- Chinese Domain Name Users Alliance (i.e. APRALO) 2. Internationalized Domain Names: Myths and Opportunities -- ICANN 3. Multilingualization and Internazionalization of Internet -- ITU 4. Steps toward an Internet that is multilingual, yet remains global -- ISOC So, what could read from the messages we received so far is that: a) our proposal for the workshop is absolutely accepted by the IGF; and, b) we will soon know if we are moving to the main session. I haven't got the chance to talk with the ICANN CEO though. If all the colleagues believe that I should email or call him regarding the funding issue on APRALO workshop at IGF, I shall, of course, do so. But should our Chair or Budget Committee brief me the budget proposal first? ISOC IGF 2008 Ambassadors Program Following on the successful ISOC Ambassador programs to the World Summit on the Information Society (WSIS) in late 2005 and the Internet Governance Forum in Rio in 2007, we are pleased to announce a call for expressions of interest to participate in the ISOC Ambassador program to the Internet Governance Forum (IGF) meeting in Hyderabad, India, in December 2008. A number of individuals (around 10) will be selected to act as ISOC IGF Hyderabad Ambassadors. Prerequisites for candidates include: * ISOC membership; * demonstrated interest and expertise in issues on the IGF Hyderabad agenda; * familiarity with and understanding of the debate around Internet governance at national and international levels; * desire to help further ISOC's mission through outreach efforts in their home countries upon the conclusion of the Hyderabad meeting. The Ambassador program is designed to involve members in ISOC’s public policy activities while providing valuable expertise and know-how to the IGF meeting in Hyderabad. The role of an ISOC IGF Hyderabad Ambassador is to explain and promote ISOC's positions on public policy issues that are related to the themes of the IGF. Ambassadors are expected to add their significant local and regional experience and insight to discussions and interventions during the sessions and workshops. The Ambassadors are also expected to bring home first-hand experience of the IGF and to continue to drive local ISOC activities, particularly as they relate to Internet governance issues. The IGF Hyderabad meeting will take place Wednesday 3 through Saturday 6 December, 2008. Interested individuals should be available to arrive no later than Monday 1 December. Further details on the IGF Hyderabad meeting can be found here and here. The Ambassadors will be selected by ISOC and will receive financial support for their travel and accommodation during the week. This is an excellent opportunity to interact with Internet stakeholders at all levels and gain first-hand experience of a major international forum. To apply please complete the online application form, including a cv and a two-page brief on a local Internet governance related issue of relevance to the Hyderabad agenda. The deadline for applications is 15 August 2008. The selection process will be completed by 15 September and the ISOC IGF Ambassadors will be announced shortly thereafter. ISOC has participated at all stages of WSIS and the follow-on IGF. In this process we have succeeded in building up significant recognition for our positions which support an open and globally accessible Internet. Much of this has been achieved through cooperation with our chapters, members, and partner organizations from around the world. We believe that the IGF provides a very useful platform for open dialogue on the challenges and opportunities that face the Internet, its governance and the role it will play in empowering individuals and contributing to social and economic development around the globe.

The document contains some initial documentation on methods that can be followed in beginning the work required to transition from the current GNSO organization to the type of organization ultimately recommended by the ICANN Board - including the areas of process, operations and collaboration with other ICANN entities. Before any methods can be put into practice, the plan needs to be reviewed by the GNSO and the ICANN community at large and approved by the GNSO Council and endorsed by the ICANN Board.
