The ICANN community has studied the viability of this introduction and has developed a process that will make it a reality. This process has implications for language communities. Language communities that share a script (e.g., Chinese, Japanese and Korean, which share the Han script) must agree on rules related to variant script characters in order to proceed. Furthermore, while allowing language communities to self-mobilize and proceed at their own pace, there are advantages to being an early participant or first mover. This process of allocating Variant TLDs in the Internet root* *requires language communities to collaborate and will require effective facilitation. This joint APRALO-ICANN workshop will provide an overview of the ICANN process, discuss the issues implicating language communities and outline the way forward. *Key Discussion Questions* *Process* – What is the process and what are the structural constraints of the process? How was the multistakeholder model deployed in the development of the process and how will it evolve in moving forward? How will language and technical communities be engaged? *Variants *– What are the key variant issues for scripts such as Arabic, Han, Indic, Latin and Cyrillic that have a large community of users worldwide and whose script is shared across different language communities and across national borders? What variant issues can realistically be addressed within the structural constraints of the process? *Community* - How can the readiness of language communities for IDN Variant TLDs be supported? How can the disadvantage to late entrants be minimized? What models of engagement can be used to support the collaboration of language communities that transcend national borders? Hi Everyone First, thank you to Silvia for this - the AFRALO MoU with AFRINIC. At the AuIF, I had a chat with the CEO of APNIC, who was very interested in a similar arrangement for APRALO and APNIC. He'd like to sign something in BA - but we have to decide what we want first. So before we develop a wish list, please go to the APNIC site (apnic.net) to see all that they offer for free, It may be that we want just more of same - with training sessions in the whole region, or fellowships to attend some of the training (travel and accommodation) And Maureen particularly, APNIC do a lot in the Pacific area, so maybe you, KT, Emani etc can have a think about what else might go in an MoU. He mentioned that screen reader platforms such as JAWS are only accessible through piracy and it raises some conflicts between intellectual property rights and access issues. Marianne Franklin initiated similar discussions on proprietary software versus open source software and challenges to access to education, knowledge. Joy Liddicoat of APC talked briefly about women and Internet Governance. She suggested that there was very poor dialogue on women in the Internet. Joy also raised challenges of surveillance in countries that have rule of law challenges. She also raised that ICANN is not a Human Rights Standards making body and struggled as a Non Commercial User Group to address Human Rights issues in ICANN. She raised things like .pantagonia and that the global south needs to dialogue more and rights violation such as criminalizing expression. Microsoft also spoke about how as a corporate entity and their role in Human Rights advocacy. There were some interesting interactions from the floor and how the conversation on the local scene has been happening for three years in Argentina. Eduardo (Professor and Human Rights Expert) wants the document to have something concrete and a final document and suggests that the current charter be the final version. He raised that the Charter should also be accessible in multiple languages. UNESCO raised the importance of multilingualism. *[Sala's Thoughts] * 1)What are some things that can be done to address the moral and ethical conflict? 2)Should there be some form of government subsidy that pays for the software to enable this to be used by those that are physically challenged? 3)How do these rights and principles trickle down into practical and tangible solutions. 4)Is the poor dialogue on Gender and the Internet something that the MAG should address by enabling this discussions. There is a roundtable on Gender and Rights later this week. 5)Are these factored into ICT policies for national contexts. 6)Should funding be given to research units in Universities in these jurisdictions that allow students to build similar platforms? There are many ways to skin a cat. What are some ways in which civil society, private sector and public sector can cooperate to address these challenges in practical and tangible way? 7)How can the Charter influence multilingualism in things like IDNs and policies around IDNs within ICANN? 8)How can Charter principles be adhered to by ICANN? There are many examples of cross sectoral collaborative initiatives to design solutions to encourage "access" and it will be great to share these examples.

Pre- Internet Governance Forum [Update]

Dear All, The Pre- Internet Governance Forum starts tomorrow. There was a fantastic opportunity in meeting some of the chapter representatives and inviting them to apply to join the At Large. I invited both ISOC Japan and ISOC Kenya and they have verbally confirmed that they would apply to be an ALS. It was also great to see At Large representative to the Board, Sebastien Bachollet and other ALSes here bringing colour and diversity to the IGF. Natalia and I are here and we are expecting to see Olivier and Rinalia tomorrow. There are various ALS members who are facilitating/moderating/coordinating workshops at this year's IGF. Staff have organised the directory on the wiki so you can access and select which ones to attend. I would encourage the community to support each other by tweeting, remote attendance, blogging or attending in person and to spread ourselves across the different workshops. I would also encourage ALS members who are on site to use the opportunity when talking to organisations to consider joining the At Large community as an ALS. *Civil Society* I had wanted to attend the Best Bits meeting but could not find the hotel in which they were having the meeting and fatigue had set in from arriving a little past midnight. Norbert Bollow attended this meeting whilst I attended the ISOC sessions. Norbert will be attending the High Level Leaders meeting as an Observer and representing the Civil Society Internet Governance Caucus. Various civil society organisations also held their meetings. The IGC will host its meeting on Tuesday lunch time. Giganet starts tomorrow and promises to be exciting and for the full day. *Internet Society* Today, I attended a Workshop organised by the Chapters Division of ISOC for ISOC chapters which created the opportunity to meet other ISOC Chapter members and discuss various challenges, strengths and opportunities for growth and expansion for chapters. There was also substantial dialogue in terms of how Chapters can contribute to the dialogue on Internet Governance through meaningful participation and being relevant within their own local communities through engaging in strategic engagement on various levels - national, regional and global. There was also discussion on collaboration, enhanced cooperation and meaningful participation. The dialogue is expected to feed into the ISOC organised workshop during the IGF. |This was followed by drinks and dinner for attendees. *ICC Basis* ICC Basis also organised sessions for their constituents which is mainly private sector. *Government* The High Level Leaders meeting will start tomorrow and this is mainly for Government representatives, select Invitees and a handful of observers. Norbert Bollow will be officially attending as an Observer. * * *General Observations and Thoughts* Excitement is building up in Bali as civil society, private sector and public sector prepare to engage in the IGF which starts on Tuesday after tomorrow's Pre-IGF session. There was a call for policy questions to be addressed in this year's IGF. To see a condensed list of the policy questions that will be raised in the Workshops and various thematic sessions, visit: http://intgovforum.org/cms/Policy%20Questions%20to%20be%20addressed%20by%20… Today and tomorrow will be more or less utilized by stakeholders for preparing for engagement in the discussions in this year's IGF. This time last year, stakeholders were apprehensive about the WCIT discussions and outcomes. This year, there is a different type of excitement and nervousness as stakeholders discuss diverse aspects of enhanced cooperation in the face of an ongoing debate on multilateralism v multistakeholderism and philosphical confrontation in the wake of increasing calls for autonomy. This promises to be a very interesting IGF and whilst decisions are not made in IGFs, it acts as a social, economic, political barometer that stakeholders use to chart their strategies and effective participation within the IGF and other foras. For those who are not physically in Bali, remote participation is equal to participating onsite and your views will be heard if you raise them and they become part of the Transcripts as is the norm. It is even more important that you participate and air your views during the workshop and even as you tweet in real time, you are also enabling a much more broader discussion on the issues that have yet to unfold. *Social Media* The twitter #IGF2013 is being used. The deadline for members of both groups is 23:59 UTC on Friday, 18 October 2013. The details of the two groups are: 1) Board Member Selection Process Committee (BMSPC) According to Article 19.2 of the ALAC Rules of Procedure (2013): "The ALAC shall name a Board Member Selection Process Committee (BMSPC) which shall oversee the entire selection process including the election culminating the process but excluding those responsibilities specifically retained by the ALAC or given to the Board Candidate Evaluation Committee. The composition of the BMSPC will be regionally balanced and the committee will typically be populated with no fewer than two representatives of each region selected by both the ALAC and the RALOs. The ALAC shall either name a chair of the BMSPC or may instruct the BMSPC to select a chair from amongst its members." The group is open to both ALAC members and to At-Large community members. However, the membership should include members of the community with significant experience from the 2010 Board Director selected by At-Large process. English will be the working language of this group. The group must be regionally balanced, with no fewer than two representatives from each of the five RALOs. Please note that no member of the BMSPC may submit an Expression of Interest (EOI) for the position of the Board Director selected by At-Large. The ALAC will select the Chair of the BMSPC. The first meeting of the BMSPC will be scheduled for early November. 2) Board Candidate Evaluation Committee (BCEC) The new ALAC Rules of Procedures state the following on the composition and task of the BCEC: "19.3 The ALAC shall name a Board Candidate Evaluation Committee (BCEC) to compile an initial slate of candidates for election to Seat 15. A new BCEC consisting of two delegates selected by each of the RALOs plus a chair selected by the ALAC will be convened for each Board seat selection process." "19.4 The task of the BCEC is to identify applicants who would each make an excellent Board Director. Applicant selected by the BCEC must meet the criteria specified in the ICANN Bylaws Article VI, Section 3 ( http://www.icann.org/en/about/governance/bylaws#VI-3) These criteria include but are not limited to being: a) accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and a demonstrated capacity for thoughtful group decision-making; and b) persons with an understanding of ICANN's mission and the potential impact of ICANN decisions of the global Internet community, and committed to the success of ICANN. Moreover, the Director selected by the At-Large Community must understand the mission of At-Large and the needs of the global community of Internet end users." "19.5 No member of the electorate (Paragraph 19.10) may simultaneously serve as a member of the BCEC." According to 19.5, members of the electorate (i.e., members of the ALAC and RALO Chairs who will be serving in 2014) may not be BCEC members. Additionally, no member of the BCEC may submit an Expression of Interest (EOI) for the position of the Board Director selected by At-Large. Please note that experience on the 2010 BCEC and/or on the ICANN Nominating Committee would be highly desired. English will be the working language of this group.
