Members of the new gTLD Review Group (gTLD RG) considered the comments from the At-Large community as of February 8 2013 regarding the applications for .amazon (https://community.icann.org/x/dAFlAg) .patagonia (https://community.icann.org/x/fgFlAg) .health (https://community.icann.org/x/0wZlAg) .nyc (https://community.icann.org/x/CYJEAg) None of the applications raised any limited public interest concerns (https://community.icann.org/x/QAkQAg) gTLD RG members ranked each factor of the four tests for community objection grounds ((https://community.icann.org/x/QgkQAg) based on the comments and discussions. Based on these rankings, the following are the decisions by the gTLD RG: Re: .amazon (https://community.icann.org/x/dAFlAg) There will be no drafting of an objection statement on community grounds for the application for .amazon given that the "detriment" test for community objection grounds was not passed. Re: .patagonia (https://community.icann.org/x/fgFlAg) There will be no drafting of an objection statement on community grounds for the application for .patagonia given that the "targeting" and "detriment" tests for community objection grounds were not passed. Re: .health (https://community.icann.org/x/0wZlAg) Objection statements on community grounds will be drafted for the applications for .health given that the four tests for community objection grounds were passed. The gTLD RG will attempt to put together the objection statements to the applications for .health in time for RALO review around 22 February 2013. Re: .nyc There will be no drafting of an objection statement on community grounds for the application for .nyc given the comments received as on February 8 2013 indicated that the initial objection concerns raised were being addressed. As I go through the Composition of the Accountability & Transparency Review Team 2 (ATRT 2) http://www.icann.org/en/news/announcements/announcement-2-15feb13-en.htm and the composition charts http://www.icann.org/en/about/aoc-review/atrt/2/composition I am very disappointed. One thing is for sure that ICANN still lacks a clear understanding of "Public" in terms of multilateral discussions and the kind of perception it carries about its globalized role. This is not an ICANN fault. For many organizations beyond the United Nations remit, the question of defining "Publics" is a big challenge (a well understood) and is arguable from many standpoints. Apart from the constituency members (despite the fact that I am very pleased to see Olivier, Avri and Alan in there), the ATRT lacks regional participation, and, I do know the scope of the planned ATRT2 was limited from the beginning but from where I am coming, I tend to observe the lack of A and T from the very beginning where there is lack of regional representation. To give you a que, where is someone from the Middle East? I can't recognize anyone from South Asia and then we can argue and go beyond this remit. ' For an organization like ICANN that attempts to declare its global presence or at least attempts to move beyond an instrumental entity into an institutional entity with policy process possibly bottom-up driven largely by its "Internet" community, the membership is the first negative point to be accountable to a global audience, internet user base and industry. >From a personal observation, this lack of regional participation or diversification in the ATRT2 process can actually be used against ICANN and I don't know what the selectors were thinking but they should have been sensitive to regional diversification. With the Arab IGF and other regional IGFs on process and progress here, I see the need for more representation in Accountability and Transparency activities in ICANN. This also reminds me of my interest to explore ICANN during my days on the IGF MAG where A and T was clearly an issue of misunderstanding for many outside ICANN. However, the situation remains grim as far as how ICANN wants to handle its new and growing global role. I agree that ICANN processes are for its constituencies to be monitored by but within the free market economy activity and when stakeholders are global in nature beyond the traditional market activity and in a globalized political economy, norms and perceptions are diverse but when one reads through: "The AoC sets the following mandate for Accountability and Transparency reviews: ICANN commits to maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision-making will reflect the public interest and be accountable to all stakeholders" the thought that comes to mind is whether ICANN will learn to build diverse AT groups beyond the remit of in-siders or constituencies that tend to review themselves but are not reviewed by others outside of ICANN and from a diversity of regions that is unusual for such compositions to carry. One important issue concerns "variants" which occur when a single character can be identified with two or more different Unicode Code Points with graphic representations that may or may not be visually similar. IDN variants contain one or more such characters and therefore, if not handled correctly, might result in user confusion or a poor user experience. In an effort to develop potential solutions for the delegation of IDN variant Top-Level Domains (TLDs), IDN Variant Project Teams, consisting of volunteers, subject matter expert consultants and ICANN staff, have conducted case studies in six scripts, produced an integrated report, and are currently underway to completing three projects investigating potential solutions for IDN Variant TLDs delegation. One of these projects is called the Examining the User Experience Implications of Active Variant TLDs Project (P6). The purpose of the project is to gain an understanding of issues that could arise from activating IDN Variant TLDs and offer recommendations to users to avoid such issues. Examples of user roles that have been identified include registrants, registrars, registry operators, system administrators, network operators, application developers, and end users. Dear All, The US Senate has introduced a new Cybersecurity Bill through Senators John D. (Jay) Rockefeller IV, Chairman of the Senate Commerce, Science, and Transportation Committee, Tom Carper, incoming Chairman of the Senate Homeland Security and Governmental Affairs Committee, and Dianne Feinstein, Chairman of the Senate Select Committee on Intelligence where they made a Press Release, see: http://commerce.senate.gov/public/index.cfm?p=PressReleases&ContentRecord_i… To see the Bill, visit: http://commerce.senate.gov/public/?a=Files.Serve&File_id=b678eb9a-b5c1-4540… This is interesting and relevant as far as it pertains to critical information infrastructure that the US considers to be part of the US Infrastructure. Whilst the models point to public private collaboration which makes sense because it is the private sector that controls much of the infrastructure anyway except in situations where if there were a State of Emergency and the rights to control/access infrastructure by the State and it has its challenges. Kyong Hi, Hwat Tsai, from the Philippines! Here in the Philippines our Dept. of Science and Technology's ICT Office (ICTO) and our regulator the National Telecommunications Commission (NTC) held a post-WCIT stakeholder consultation yesterday, Friday 08 Feb. This stakeholder consultation was attended by nearly 50 people representing roughly 2 dozen other sectors/orgs. (I say "other sectors/orgs" as ISOC-PH and the Infocoms Technology Associaton of the Philippines/ICTAP have been active participants in the Philippine ICTO-NTC Consultative Working Group on WCIT since late September last year. The consultation reviewed the Final Acts emerging from WCIT-12, with the various ITR provisions divided into roughly 5 areas of concern: 1. Operating Agencies (Scope) -- ref. Art. 1.1 abis and also Res Plen/3 -- That the ITU ITRs apply only to NTC-recognized public correspondence operating agencies and then only to their traditional PSTN services. 2. Technical Networks (Scope) -- ref. Art 3.5 and Res Plen/3 -- That the ITU ITRs apply only within its existing scope of basic telecommunications infrastructure. 3. Security and Content (Scope) -- ref. Art. 5A and Art. 5B -- That the ITU ITRs do not apply to non-technical security or content. 4. Accounting and Settlements (Scope) -- ref. Art. 6, Appendix 1 and Res Plen/5 -- That the ITU ITRs shall not restrict consensual, free market arrangements. 5. ITU-T (Recommendations) -- ref. Art 1.4, Art. 8.2, Art. 8.3, Art. 9.2 -- That ITU-T recommendations are only recommendatory. While this process is continuing (involving a wider base of stakeholders), there was general consensus that IF the Philippines should ever accede to the WCIT-12 Final Acts at some time in the future, that clarifications and reservations on the above areas of concern should be made. There is as yet no clear indication as to whether the Philippines should or should not accede to the WCIT-12 ITRs. There was some consensus that the Philippines should continue to carefully consider the question of accession (through the multi-stakeholder process). There was one representative who advocated making the necessary reservations and acceding to the ITRs ASAP. ICTO-NTC will be convening a follow-up consultation. In the meantime, ICTO has provided an email address for further inputs. ICTO-NTC will also be convening a strategy meeting of its Consultative Working Group by the end of the month.
