Dear All, Please see below a note from Holly Raiche, Chair of APRALO, who was not able to send the note due to technical difficulties in her current location: ** Folks I am afraid I will be an apology for the August APRALO meeting. I was planning to attend, but when I checked what 0500 UTC is where I am holidaying, I realised it would mean the call would be at 1.00am. It is not a time particularly good for me, and because the call would also disturb others here, I must be an apology - so Siranush - would you please chair the meeting. (and Olivier, I am also an apology for the ALAC meeting later in the day since I will be travelling to visit friends) So my suggested agenda (apart from the normal items): First, Satish and the spotlight on his ALS (Satish, thank you for volunteering to be first in our spotlight series) Second - Satish, could you then please summarise outcomes from the Meeting Strategy discussion Third: My report from our first cross RALO meeting and discussion (notes below plus an action item for all of you) Fourth: some action items for everyone; - please check the ALS page for APRALO. Silvia has updated it, but there are several ALSs listed, with no information about them on the page, and some are out of date (including my ALS - which I will correct after holidays) - there was a call for a webinar. My suggestion is that we identify one or two policy issues that this group would like to follow and ask for a briefing/webinar on those issues. Thoughts? Cross-RALO meeting on 22 August We spent most of our time on the relationship between RALOs and their RIR. AFRALO has a Memorandum of Understanding (MoU) with their RIR, that sets out general principles govering their relationship, and then has individual agreements relating to particular activities and events. Part of their relationship is for funding, as well as participation in events, and capacity building. We talked a bit about the benefits for the RIRs of establishing such a relationship, including the RIR's realisation that they need a broader focus than just a purely technical one. A copy of that MoU will be sent to RALO chairs and I will forward it on to all of you, for your information. On that theme, in Durban, I did have a quick word with the APNIC GM for external relations (contact details not here - in Sydney), and he was very interested in having a closer relationship with APRALO. What I would like is feedback from all of you is what you think our relationship with APNIC should include. Should we also have an MoU and what should it cover. Please all check their site. they have a lot of training courses and do workshops throughout the area. Do we want to participate? Do we want to suggest sites for training? What else? Topics that were not covered, but are being addressed by email include APRALO processes and whether they are in line with the revised ALAC Rules of Procedure. Do we want to form a small working group to check. Another issue is the role of Vice Chairs. My suggestion is that, aside from supporting me when I cannot attend meetings, maybe heading up specific working groups. Again - your thoughts. So again, my apologies for not being at this meeting. I'd really like to have been there, but Siranush, I know you will chair the meeting well and please, report back to me on meeting outcomes. Dear All, Please see below an announcement on the call for volunteers for the Competition, Consumer Trust and Consumer Choice Review Team: ** Affirmation of Commitment Reviews Competition, Consumer Trust and Consumer Choice Review Team (CCT-RT) | Call for Volunteer Members: Representing ICANN Advisory Committees and Supporting Organizations; and Serving as Independent Experts 16 August 2013 Volunteer applications due by 1 October 2013 Overview In line with the Affirmation of Commitments<https://www.icann.org/en/about/agreements/aoc/affirmation-of-commitments-30…> (AoC) requirements, and as directed<https://www.icann.org/en/groups/board/documents/resolutions-18jul13-en.htm#…> by the ICANN Board, ICANN invites interested individuals to apply for volunteer Review Team Member positions - either in representation of a Supporting Organization or Advisory Committee, or as an Independent Expert - to serve on the Competition, Consumer Trust and Consumer Choice Review Team (CCT-RT). The Review Team will work in two phases: * Phase One will occur as soon as the Review Team is appointed, and involves evaluating various metrics to be collected by ICANN as proposed by the GNSO Council, ALAC, and others, as appropriate, and developing recommendations for the set of metrics to be collected by ICANN in preparation for the upcoming review of the New gTLDs, as described in Phase Two. * Phase Two will occur after new gTLDs have been in operation for one year, and involves examining data to assess the extent to which the introduction or expansion of gTLDs has promoted competition, consumer trust, and consumer choice. Additionally, the Review Team will evaluate the effectiveness of the application and evaluation process, as well as the safeguards put in place by ICANN to mitigate issues involved in the introduction or expansion of new gTLDs. * Once the proposed metrics are delivered to the Board at the conclusion of Phase One, the Review Team's work will be suspended until the new gTLDs have been in operation for one year. In the interim, ICANN will develop the systems and collect the metrics approved through this process. * The composition of the Review Team will be confirmed at the start of Phase Two, but is expected to comprise the same members from Phase One. Because of the phased approach and the extended duration of the work for this review, Review Team members may be replaced as appropriate. APRALO and APNIC - what do you want?

Hi Everyone Just to follow up on a relationship (and maybe MoU) with APNIC. Before I get back to APNIC, please everyone, have a look at the APNIC site (APNIC.net) The offer lots of training on a range of numbering issues, including one hour online sessions on a range of Internet issues and longer 2 or 3 day workshops throughout the region. They also participate and/or hold many conferences. And maybe we can see speaking slots in their conferences I imagine what we would want to ask for (at the least) is updates on their training activities - particularly in the various APNIC region. We may also want free or reduced cost participation in the longer training courses and possible reduced or free access to their conferences - and maybe free access to some of their materials in their library. (I am not sure how much it all costs, but that could be worked through). I am sure there are a variety of needs in each ALS. So the first step is everyone having a look at their site and see what they offer that would be of particular interest to your ALS. With that information, I can get back to APNIC and start discussions on closer cooperation Thanks HOlly

ICANN proposed EWG - APRALO views?

Hi Everyone Those of you who were in Durban would have heard the presentation Carlton and I did on the Initial report of the Expert Working Group on what is called an Aggregated Registrants Data Service. (ARDS). Essentially, the idea would be to have a repository of Whois data. It is the repository that holds unauthorised data, verifies the data and then provides access to that data - on a 'gated' basis (members of the public have access to limited data, registered users have access to more data that is relevant to the use they will have for that data). The steps are: •Registrar collects registrant data – gTLD registry. gTLD registries hold authoritative data •ARDS (or other repository) as non-authoritative repository of all all collected data elements •Requestors apply for access to data – obtain access to non-authoritative, or special cases, authoritative data •ARDS repository provides validation of data, handling and auditing access, handling complaints and imposing penalties for inappropriate access At this stage, the ARDS suggestion is at the concept state. The Expert Working Group is seeking feedback of what people think of the idea - of whether to proceed with development of a more detailed proposal - with feedback due by mid August. (For the full proposal, go to the ICANN site and put EWG report in the search function). Carlton, EVan, Rinalia and I spent some time after the presentation discussing what we thought of the proposal - in light of two things: the fact that the RAA and related documents have just been passed by the Board and have not been given time to see if they will improve issues like access to Whois, and the accuracy of Whois data while embedding privacy protections. After that discussion, I made some dot point notes on what I think we were all saying. Concerns ALAC has had with the RAA, and in particular, Whois Accuracy (reflected in final WHois Report) - inaccuracy of Whois data - aligned with it, unenforceable requirements on registrars - complete failure of compliance - abuse of privacy/proxy - lack of accreditation process for privacy/proxy service Changes to the RAA and accompanying documents - Applaud many of the changes including - Stronger obligations on registrars for verification - Stronger accuracy requirements - Stronger language for enforcement - At least a skeleton framework for privacy/proxy services – noting lack of details - Concerns with June changes and related issues - With compliance – will have an even bigger task – many new gTLDs, new metrics etc so resources already stretched - Don’t know outcome of audit – and what action will be taken - Still a requirement for open access for all Whois data – unless is hidden behind a privacy/proxy service – so doesn’t recognise graduated needs to Whois data - Still some concerns with RAA language Response to EWG proposal - RAA changes haven’t been given a chance to work – BUT - It addresses many issues - Compliance – right now little if any faith in current department but concerns if moved – power to enforce? Resources to enforce - Does allow gated access to data - Would provide mechanism for protection of privacy – recognising the outstanding issues of who can be protected, for what, and who has access - In general – welcome the concept and welcome that it potentially addresses issues – but are concerns (as above) So please - Carlton and I would appreciate any feedback on the proposal.
