Dear APRALO, The proposal for the APRALO-ICANN joint workshop at IGF 2013 in Bali has been approved by the IGF MAG. See the draft program below. As the workshop organizer, I am seeking 2 individuals from the APRALO community/Asia Pacific region to present the views of language and user communities related to the workshop topic. The participation of the selected individuals in the workshop and at IGF 2013 will be supported by ICANN as per ICANN's travel support policies. *Eligibility criteria:* 1. Individual is from a developing country in the Asia Pacific region. 2. Ability to represent language community or user views and concerns on the topic. *If you are interested, please send me an email with the following information:* 1. Your full name as per your passport. 2. Your country of citizenship and residence. 3. A written thought-piece (1 - 2 pages maximum and not more than 800 words) on language community and / or user views on the topic (i.e., the introduction of IDN Variant TLDs in general and / or the Label Generation Rules for the Root Zone Process). Note: the workshop covers a set of scripts (i.e., Han, Indic, Arabic, Latin/Cyrillic/Greek). The ICANN community has studied the viability of this introduction and has developed a process that will make it a reality. This process has implications for language communities. Language communities that share a script (e.g., Chinese, Japanese and Korean, which share the Han script) must agree on rules related to variant script characters in order to proceed. Furthermore, while allowing language communities to self-mobilize and proceed at their own pace, there are advantages to being an early participant or first mover. This process of allocating Variant TLDs in the Internet root* *requires language communities to collaborate and will require effective facilitation. This joint APRALO-ICANN workshop will provide an overview of the ICANN process, discuss the issues implicating language communities and outline the way forward. *Key Discussion Questions* *Process* – What is the process and what are the structural constraints of the process? How was the multistakeholder model deployed in the development of the process and how will it evolve in moving forward? How will language and technical communities be engaged? *Variants *– What are the key variant issues for scripts such as Arabic, Han, Indic, Latin and Cyrillic that have a large community of users worldwide and whose script is shared across different language communities and across national borders? What variant issues can realistically be addressed within the structural constraints of the process? *Community* - How can the readiness of language communities for IDN Variant TLDs be supported? How can the disadvantage to late entrants be minimized? What models of engagement can be used to support the collaboration of language communities that transcend national borders? Hi everyone I am attaching my report of our May teleconference. Things to note: Finances: First, I checked the budget papers and our request for funding for a workshop at the IGF has been accepted so I need a few hands up to help plan this. Next, our request for funding for participating in the regional IGM is being reviewed. I am checking as to what that means, but again, some help please. YJ - you provided links to the multi-stakeholder group - which I didn't manage to copy. Could you send it around again please. And elections: Voting is still on for a Vice Chair Nominations are still open for an ALAC rep (And Matt - could you post the adjunct document Olivier spoke - thanks) NomCom nominations are still open - And Olivier reminded us all about the current issues, especially the ATRT2 - have a look Thanks Holly APRALO TELECONFERENCE 28 May, 0500 UTC Meeting Notes Beijing Meeting Both the Multi-Stakeholder Forum and the Showcase events were a huge success, with attendees beyond ALAC members to include many others interested in the topics being discussed and Board members meeting ALAC and APRALO – with a huge thanks to Maureen and Rinalia (and ICANN staff). Pavan has been receiving reports back on the meeting, and will follow up and report back to the next meeting. Finance: Olivier (together with ALAC member Tijani Ben Jemaa) attended a briefing on the budget projects for FY14. Please have a read. And particularly note: The APRALO request for funding for a workshop at the IGF has been approved, and our request for funding to participate in the AP regional IGF is under review. (with thanks to Olivier and ICANN staff for the webinar discussing the APRALO nomination to ALAC – reviewing what ALAC is and does and what is expected of an ALAC representative. ICANN staff to post the document outlining the role and metrics for a representative to ALAC Regional IGF YJ outlined progress that is being made on the regional IGF in Korea. Dear All, On behalf of the Chair of the ALAC, Olivier Crépin-Leblond, we would like to inform you of the schedule for the process of appointing the regional At-Large Delegates to the 2014 Nominating Committee (NomCom). 1. Nominations Open: 27 May 2013 2. Nominations Close: 7 June 2013 3. Nomination Acceptance Deadline: On or before 14 June 2013 4. RALO nominee prioritization period: Between 14-24 June 2013 (this may include a vote if desired) 5. ALAC Notification: RALOs to transmit all accepted nominations with a recommendation for a preferred candidate if the RALO wishes to provide one by 25 June 2013 6. ALAC Review of RALO Recommendations/Additional List of Nominations Accepted: 25 June - 2 July 2013 7. ALAC selection and endorsement vote: Carried out on-line between 2 July - 8 July 8. Notification to NomCom of Appointees: No later than 12 July 2013 or as arranged with NomCom Secretariat Please note that the ICANN Bylaws (see: XI-2.4.e) <http://www.icann.org/en/general/bylaws.htm#XI-2.4> state: The ALAC shall, after consultation with each RALO, annually appoint five voting delegates (no two of whom shall be citizens of countries in the same Geographic Region, as defined according to Section 5 of Article VI to the Nominating Committee. Voting members of the 2014 NomCom are appointed for a one year term, starting after the close of the Annual General Meeting 2013 and ending at the close of the Annual General Meeting 2014. The NomCom's charge is as follows: The NomCom is responsible for the selection of eight ICANN Board Members and for other selections as are set forth in the Bylaws. (See Bylaws Article VII, Section 1<http://www.icann.org/general/bylaws.htm#VII-1>.) The NomCom is charged with populating a portion of the ICANN Board as noted above, as well as the ALAC, the ccNSO Council and the GNSO Council. The NomCom complements the other means for filling a portion of key ICANN leadership positions achieved within the Supporting Organizations and Advisory Committees. The Bylaws also state that the NomCom shall adopt such operating procedures as it deems necessary, which shall be published on the ICANN website. The NomCom is designed to function independently from the Board, the Supporting Organizations, and Advisory Committees. NomCom members act only on behalf of the interests of the global Internet community and within the scope of the ICANN mission and responsibilities assigned to it by the ICANN Bylaws. Members contribute to the NomCom both their understanding of the broad interests of the Internet as a whole and their knowledge and experience of the concerns and interests of the Internet stakeholders that have appointed them. The challenge for the NomCom is to integrate these perspectives and derive consensus in its selections. Although appointed by Supporting Organizations and other ICANN bodies, individual NomCom members are not accountable to their appointing constituencies. Members are, of course, accountable for adherence to the Bylaws and for compliance with the rules and procedures established by the NomCom. Best regards, Rinalia Hi Everyone The agenda for next week's call has not been finalised - so what I want is your input as to what should be on the agenda so it can be. My suggestions are: - finances: While input into the budget on expenditure up to the end of October is well and truly closed, there is a brief window to consider what we might ask for for expenditure after November 2013. (Both the regional and global IGFs will have been held. Is there something else we could do - possibly including something at the June London meeting just for APRALO? - Applications for fellowships for Durban - should we be encouraging people to apply - whom and how? - Having looked at other RALOs, there are subcommittees on Outreach and Capacity Building. Should we do the same - and are there any hands up? - Elections. I note that people are already providing information on themselves and why they could represent us on ALAC. I am happy to see the input - even if the nominating period doesn't start until next week. So for those who are confused about timelines, so am I. But the interest of all of you is a very good thing - and I encourage everyone (having decided that there has been a de facto expansion of the timeline) to consider - for themselves or someone else - our next ALAC rep. - Policy. Please check out the policy page on the ICANN site (ICANN - groups - ALAC - policy) and let me know if there are particular issues that should be discussed in a bit more detail. I hope Oliver will be able to give a brief overview of policy issues before us. Please let me know if there are particular issues we should spend a bit more time on (I know Hong and Rinalia have plenty to say on IDN variants and some of the implications of the Trade Mark Clearing House issues arising from the new gTLDs (but also, as Hong has pointed out, ccTLDs as well) Look forward to hearing from you all.
