FYI 2013 Internet Society Board of Trustees Election - Nominations (deadline: 2 January 2013) *nomcomchair(a)isoc.org* *Call for Nominations for the Internet Society Board of Trustees* The Internet Society's (ISOC) Nominations Committee is accepting applications from, or in favour of, candidates interested in serving on the ISOC Board of Trustees. In 2013, three positions on the Board of Trustees are open for election. Two Trustees will be elected by ISOC Organizational Members and one by ISOC Chapters. Additionally, one Trustee will be selected by the Internet Engineering Task Force (IETF). The Trustee positions are 3-year terms that start August 2013 and end in 2016. ISOC is a global not-for-profit organization founded in 1992 to provide leadership in Internet related standards, education and policy. With principal offices in Washington, D.C., United States of America, and Geneva, Switzerland, and several other regional offices, it is dedicated to ensuring the open development, evolution, and use of the Internet for the benefit of people throughout the world. ISOC is the organizational home of the Internet Engineering Task Force (IETF) and other Internet-related bodies who together play a critical role in ensuring that the Internet develops in a stable and open manner. ISOC has more than 130 organizational members, more than 55,000 individual members, and over 90 chapters that play a role in driving the mission and work of the organization. In 2013, ISOC's operational budget will be $38.3 million USD. The ISOC Board of Trustees<http://www.isoc.org/isoc/general/trustees/board.php>is responsible for the governance of the organization, and its authority is derived from the organization’s by-laws and policies<http://www.isoc.org/isoc/general/trustees/bylaws.shtml>. The Board consists of 12 Trustees that are either appointed or elected by the chapters, organization members and the Internet Engineering Task Force (IETF), and the ISOC CEO and President serves ex-officio as a non-voting Trustee. In accordance with ISOC’s Procedures for the Selection of Trustees<http://www.isoc.org/isoc/general/trustees/select.shtml>, six Trustees are elected by the organizational members, three Trustees are elected by the chapters and three Trustees are appointed by the Internet Engineering Task Force (IETF). Trustees serve a three year term and can serve no more than two consecutive terms. *Time Commitment* Trustees are expected to commit the time necessary to perform regular Board and committee business. Trustees are also expected to allocate time to attend and prepare for meetings. The ISOC Board of Trustees holds three physical meetings and three or four 2-hour teleconference meetings annually. Trustees must also expect to be part of Board committees, with additional time and effort allotted to this work and to communicate with the ISOC community. A typical Trustee time commitment averages 4-5 hours per week over their term, with some significant peaks and troughs on a weekly basis. *Eligibility Statement* Candidates for ISOC Trustee will have demonstrable involvement in the Internet with depth of understanding in at least several of the following areas: - Internet standards - Internet operation - Public policy for Internet and telecommunications - Internet development Ideal candidates also have a good understanding of broader technology, policy, business and/or economics issues relevant to the society. The following qualifications are also highly desirable: - Previous Board / Governance experience or organizational leadership experience - Skills in business management and leadership - Not-for-profit experience and fund raising - Ability to identify relevant ISOC projects and attendant funding and resourcing - Focus on solutions - Vision for the role of ISOC The ISOC Board of Trustees aims to be as broadly representative of the many cultures and communities around the world that it can. We would encourage applications from all economies, all regions and all walks of life. APRALO web site - our page

Hi Everyone I'm still thinking about making at least our page user friendly, so everyone can figure out where to find thinks. What I would like to have posted is the reports I do each month for ALAC on what news from our RALO. I would also like to have space for reports on global or regional events of interest - Baku is a clear example, but Maureen's report on PICISOC is also a good example. There should also be space where we can post upcoming events. The box on the left hand side of our page lists the following headings. APRALO Officers APRALO At-Large Structures Meeting Notes APRALO Secretariat Organising Documents Current Activities Opinions APRALO Brochure What is not clear to me is the content under Meeting Notes and current activities. Maybe that could be expanded to have a heading 'Meetings and Events' and under that, separate links for my monthly report, plus reports from any or our members on either global or regional events. For current activities again, maybe that could be activities - with separate links to current and future activities. Mainly, I want a clear pathway that is obvious to all. Thoughts? Holly

Hi Everyone I not sure about the rest of you, but IMHO, the some of the material on the APRALO homepage needs updating - badly (NO Matt, that's not ICANN's fault, it is our fault) (don't feel badly, we aren't the only RALO with out of date stuff!) Our page and the links from it should be a place where we can put current stuff - reports on what is happening in our region, newsletters, etc. I'm not sure where the stuff would fit, but, for ALAC, I do a monthly newsletter - that should also be available to us. There should also be a place where we can post upcoming events in our countries (for a start, what about posting the Seoul IGF!) It should also be a place where we can put reports from our regions. Service Tax for Domain Name Registration in India

Hello I am raising this in the regional At-Large list first to ask if the following practice of levying taxes for Domain Name Registration is prevalent in other countries and if so, about any steps that ICANN is taking to ask Governments to avoid taxing Domain Name Registration. Sivasubramanian M ISOC India Chennai ALS FAQs : Is Service Tax Applicable on Domain Name Registration Services ? Q. Is Service Tax Applicable on Domain Name Registration Services ? Ans. Yes, Domain Name Registration Charges have also become chargeable to service tax w.e.f. July 1, 2012 As per the Finance Bill, 2012, there have been vast changes in the taxation provisions relating to Service Tax. The regime has moved from earlier practice of levying the service tax on defined services. As per the new provisions, services of all types unless these have been specifically exempted in the negative list (Given Below the Complete List), shall become chargeable to service tax. AS A CONSEQUENCE, DOMAIN REGISTRATION CHARGES HAVE ALSO BECOME CHARGEABLE TO SERVICE TAX. The new provisions are applicable with effect from July 1, 2012 The rate of tax shall be 12.36% (12% towards Service tax and 3% (of tax) towards education and Secondary & Higher Education Cess). The tax shall be applicable on all the registrars irrespective of their location. The recent changes made in the Service Tax provisions have caused a complete change in service tax application mechanism. As a consequence, some notifications, circulars and clarifications are likely to be issued, which may have an impact on the applicability of the tax. Notification with Complete Negative List of Services Notification No. 25/2012-Service Tax New Delhi, the 20th June, 2012 G.S.R……(E).- In exercise of the powers conferred by sub-section (1) of section 93 of the Finance Act, 1994 (32 of 1994) (hereinafter referred to as the said Act) and in supersession of notification number 12/2012- Service Tax, dated the 17th March, 2012, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i) vide number G.S.R. 210 (E), dated the 17th March, 2012, the Central Government, being satisfied that it is necessary in the public interest so to do, hereby exempts the following taxable services from the whole of the service tax leviable thereon under section 66B of the said Act, namely:- [negative list of items, except which attract Service Tax] 1. Services provided to the United Nations or a specified international organization; 2. Health care services by a clinical establishment, an authorised medical practitioner or para-medics; 3. Services by a veterinary clinic in relation to health care of animals or birds; ...etc. This notification shall come into force on the 1st day of July, 2012. [F.
