draft APRALO IDN TLD prioritization statement

Hi Everyone, Sorry for the delays in the drafting of this statement. As discussed in our call last month, please find below a draft for consideration. Edmon ========================================= Following the ALAC statement to advise for the prioritization of IDN gTLD applications in the New gTLD Program (https://community.icann.org/download/attachments/2261148/ALAC+Statement+on+…) APRALO would like to express our explicit support for such prioritization. Drawing from the discussions at the recent APrIGF (http://2012.rigf.asia/session-c1-the-impact-of-new-gtld/ -- http://2012.rigf.asia/wp-content/uploads/18-July-2012-APrIGF-1630-Room-1760…) the APRALO strongly believes that the lack of number of IDN gTLD applications should not be interpreted as a lack of interest by users (or lack of "market demand"), but rather, that market forces alone is not enough to support the development of IDN gTLDs. IDN, including IDN gTLDs, has been a priority for the Internet users of the Asia Pacific region since the popularization of the Internet. The advent of IDN gTLDs allow native language users to navigate the Internet using their own language. This is especially important for the next billion users who will come online. Unfortunately, they are not represented, because they are not yet connected. Furthermore, these Internet users (and future Internet users) do not directly mean "registrants" and they are not demanding the registration of IDNs but the usage of them. Therefore, they do not translate into "business" for the industry. This appears to be an indication of market failure, where user demands cannot be met with industry supply because of the marketability and monetization value of the service/product. Therefore, the APRALO believes that specific policy support for IDNs from ICANN should be pursued: 1. To prioritize the processing of IDN gTLD applications not only just in this first round but for subsequent rounds as well; 2. Financial support and assistance be also prioritized for IDN gTLD development and related activities; 3. Prioritize the completion and implementation of critical and relevant policies for IDN TLDs, including IDN variant TLDs, similar TLD strings issues pertaining IDN TLDs, single character IDN TLDs, Internationalized Registration Data (WHOIS), etc.; and, 4. Take the lead in coordinating with the industry to promote the universal acceptance of IDN TLDs, including their use in email addresses and other Internet applications and services.

Volunteer Team formed to assist the development of the Label Generation Ruleset Process for the Domain Name System (DNS) Root Zone ICANN is pleased to announce the formation of a global volunteer team, comprised of community experts, who will work with ICANN on the project to define the Label Generation Ruleset Process for the DNS root zone. This project is part of the IDN Variant TLD Program (see below) that is intended to lead to the delegation of IDN Variant TLDs. Delegation of these types of IDN TLDs is expected to broaden global participation in the domain name system, but must be accomplished in a way that ensures good user experience. This particular project will develop the process to define allowed code points, corresponding exchangeable variant code points, and related allowed states for IDN Variant TLDs. The project requires significant technical expertise and the individual members of the volunteer team (listed below) possess capabilities in IDNA, Domain Name System, Linguistics, Unicode and Policy Development. The volunteer team will undertake the work through periodic teleconference calls and two face-to-face meetings. The first meeting will be on 29-30 August 2012 in Los Angeles, United States. The second two-day working session is planned during the ICANN meeting in Toronto, Canada. There will be an open public session in the Toronto meeting at which ICANN staff and volunteer team representatives will present an update on the progress and answer questions. Singh <singh(a)isoc.org> To: ISOC Chapter Delegates <chapter-delegates(a)elists.isoc.org> With great sadness, I advise the passing away of my good friend, co-conspirator, and long time ISOC member, Les Allinson. Les spent a couple of decades working in the Pacific Islands, and with others, was instrumental in establishing and promoting Internet connectivity and ICTs in many Pacific Island economies. He spent many years working for inter-governmental regional organisations in the Pacific, including the Forum Fisheries Agency and SOPAC. He helped initiate many capacity building initiatives, and also contributed to projects in other regions, including Southeast Asia and the Caribbean. A large part of his focus in the Pacific was technology transfer to the island economies, and building a pool of Pacific Islanders who had the ICT skills and knowledge to further development of the Pacific region. He was a strong proponent of telecommunications deregulation and competition, and did much to push this in the Pacific Islands. Les was a founding member of the Pacific Islands Chapter (PICISOC), and served on the executive as well, most recently as Treasurer. In the past, he was also the chapter's representative to APRALO, part of ICANN's At-Large. He also served as Vice-Chair of APRALO. Les passed away in the care of family in Australia Saturday morning. Les loved the sea and was an avid mariner. I spent many fine times with him at the Royal Suva Yacht Club, which we both frequented. This was also the location where we, in the company of willing others, put many conspiracies to rest, and created new ones. Les was also a dear friend of my family and much loved and respected.
