Colleagues, I was recently pointed to the following article on CNNMoney: http://money.cnn.com/magazines/business2/business2_archive/2007/06/01/10005… The article is relatively long, but if you read through it provides some interesting background in the various commercial returns being derived from domain trading as well as some of the more "cunning uses" - typos, re-directs and such. There are several "business models" being used related to domain names to generate revenue. I would like to hear your thoughts on these (apart from domain tasting which has been discussed before). May ALS Applications Vote Results

Dear At-Large Community: On behalf of the At-Large Advisory Committee, I'm please to report the the results of the ALS Application vote for the month of May. Note that all ALS applications in this round were approved, with the exception of: Slovenian Consumers Association (ZPS) National Consumers League These applications were not rejected, however; they will need to be the subject of another vote. The reason is that as the Bylaws of ICANN provide, at least 9 votes must be cast for an application to be accredited or not accredited. Since the total votes cast is calculated as the sum of 'Yes' and 'No' votes), and in the case of these two applications the number of abstentions was so great that only 7 actual votes were cast for Slovenian Consumers Association, and only 3 for National Consumers League, an insufficient number of votes requires a revote to be held. Those who have abstained will of course identify the information that they require in order to reach a voting position and at that point the vote will be retaken. Each candidate organisation has been separately notified of the results of the voting and provided with information relevant to their situation as per usual today. October 2007 Meeting Location Announced

http://www.icann.org/announcements/announcement-17may07.htm Location of Third ICANN Meeting for 2007 17 May 2007 ICANN advises that the public meeting scheduled to be held from 29 October through 2 November 2007 will take place in Los Angeles, California, USA. ICANN holds three public meetings each year. The location of these meetings are rotated through the five ICANN regions and selected on the basis of proposals received from various local groups interested in hosting the meeting. The announced region for the location of the October 2007 meeting was Asia Pacific. A review of proposals from two potential hosts determined that it was not possible to proceed at this time due to various logistical issues. ICANN examined a number of non-hosted locations in the Asia Pacific in attempt to adhere to the Asia Pacific rotation. Again, for reasons of logistics, cost and seasonal demand, it proved extremely difficult to find a location. Given this situation it has been decided to locate this meeting in Los Angeles. Without a host this maximizes the capacity of staff to resource the event in an efficient and economical way. The location is also a major travel hub and the quantity of hotel accommodation means that this should prove to be a less expensive meeting than some other options. ICANN recognizes that, following the upcoming meeting in San Juan, Puerto Rico, this means two meetings in a row held in the United States. As a result, ICANN today is posting a request for proposal to host ICANN meetings in 2008, as well as the dates and rotations for meetings to be held in 2009 and 2010. As part of this posting, ICANN has modified the rotation to designate the region for the first meeting in 2008 as Asia Pacific. The next scheduled North American meeting has been removed from the rotation. Due to the increased participation at the ICANN meetings, significant changes have been made to the requirements to host an ICANN meeting, with ICANN assuming more responsibility for planning and finances. Proposals to host the three 2008 meetings will be accepted through 15 June 2007. At-Large community involvement in policy development

Dear Community: In order to broaden the opportunities for At-Large throughout the world to get involved in the development of policy throughout ICANN, the existing liaisons which ALAC has appointed to the various standing bodies of ICANN is asking for volunteers! Mailing lists have been established to help the existing liaisons get some help - these are big jobs for one person to handle as they sometimes involve participating in several different committees or working groups. ICANN Opens Comment Period on Telnic Proposal 11 May 2007 On 27 April 2007, ICANN posted for public information a proposal from Telnic Ltd., the sponsor of the .TEL top-level domain, to amend the .TEL Registry Agreement. Specifically, Telnic is seeking to alter the public display of Whois for TEL customers pursuant to Appendix S, Section VII of the .TEL Registry Agreement (http://www.icann.org/tlds/ agreements/tel/appendix-s-07apr06.htm#Part7). (Telnic intends to launch registry operations in late 2007/early 2008.) Telnic’s request states that they have been in communication with the UK Information Commissioner’s Office concerning Telnic’s current contractual obligations on Whois. However, there is no pending enforcement action against Telnic, therefore this is not a situation that would trigger the Draft ICANN Procedure for Handling Whois Conflicts with Privacy Law (http://gnso.icann.org/issues/whois- privacy/whois_national_laws_procedure.htm). In addition, this change is being proposed while discussion continues within the GNSO Policy Development Process on Whois. Telnic (and all gTLD registries) will be required to comply with new Whois consensus policy when approved by the Board. As provided for by existing consensus policy (http://www.icann.org/ registries/rsep/rsep.html), ICANN has undertaken a preliminary determination period to determine whether the proposed service might raise significant security or stability, or competition issues. ICANN's determination is that the proposed amendment does not raise such issues. The next step in evaluation is that (because implementation of the proposal would require a change to the .TEL Registry Agreement) ICANN will post the proposed amendment, solicit public comment and refer the proposal to the ICANN Board for consideration. The report is to be delivered to the GNSO Council by 24th May 2007. Minutes, Recordings, and Transcripts of At-Large meetings

Dear colleagues: As many of you know, there have been difficulties and delays with minutes of At-Large meetings being posted expeditiously or in a consistent way. This email is to update you on a standardised process going forward which should greatly improve records-keeping and resolve all these issues. Henceforward, we will be handling these duties in a different way, so that they will be posted much more quickly: 1) We will be recording meetings at ICANN International meetings onsite. The recordings will then be immediately available, instead of waiting for the conference service to make them available (we have also had technical problems and delays with accessing recordings from the conference service, especially in respect of very long meetings such as are regularly a feature of international meetings). For teleconferences, these recordings will be posted, as has been the case for several months now, as soon as we have access to them. 2) The recordings will be sent directly off for transcription; generally the transcripts will come back in a matter of a few days - at which point they will be posted. 3) Very summarised minutes will be produced which give only: those attending / not attending, decisions taken, voting results, and agenda items tabled for discussion at a later meeting - because they are so summarised, you can expect these meetings to be available within minutes after the meeting concludes. To update you on the secretariat-activities left over from the Lisbon meetings: We are in the process of uploading recordings of the African and European regional meetings, and also the ALAC meetings, from the Lisbon ICANN meeting. These recordings will be transcribed as well, and having sourced an affordable transcription service, we are now in the process of getting the transcriptions done. Both transcripts and audio recordings will be posted as they become available. Please accept our apologies for the delays in these administrative tasks from Lisbon in particular. The volume of meetings - the European meetings alone ran to more than 24 hours of meeting time - has done us the favour of exposing the lack of scalability of our previous procedures, but this has also provided an opportunity to improve the accessibility of meeting results and information. LOCATIONS: All of the material related to meetings of the community will continue to be posted on the wikis.
