Dear All, This is in response to call for feedback from ALAC Liaison officer, Alan Greenberg to the GNSO on the GNSO Red Cross/IOC matter through an email sent to the ALAC on September 19, 2012. The GNSO has put out a consensus call and is soliciting responses prior to September 26, 2012. The context of the request for feedback is to gather and feed our input as ALAC for the IOC-RC Draft Team as they prepare their list of recommendations and options to the GNSO. I. Is a PDP necessary to resolve the International Olympic Committee and the Red Cross Red Crescent Movement issue? II. Should there be a moratorium placed on the registration of exact matches of IOC/Red Cross names contained in the GAC recommendation of September 15, 2011 at the second level in the first round of new gTLDs pending results of the PDP covering IGO names, IOC/RC names and other International organizations? These are Draft Submissions that I have made on the matter and invite your feedback before I finalise the same and send to the ALAC. I will be finalising my submissions within 48 hours. Dear Raja: ICANN's At-Large Advisory Committee (ALAC) is pleased to inform you that (169) Internet Society Malaysia Chapter has been certified as an At-Large Structure (ALS). The ALAC greatly appreciates your group’s interest in involving individual users in ICANN and looks forward to working with you and your colleagues. The purpose of ALS certification is to recognize that your organization meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users. The ALAC is eager to promote a productive working relationship between your organization, other ALS, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated. We would like to offer some initial tools to help your organization keep its members informed (about significant news from ICANN and information on ICANN policy-development efforts) and engaged in activities of interest: - Point of Contact for your Organisation: Please send an email to staff(a)atlarge.icann.org identifying the names and email addresses of one or two individuals who will be the point of contact for information and correspondence regarding ICANN At-Large. If this changes, please let us know. - At Large Mailing Lists. There are many At Large email lists, for each region; you can signup for them and manage your subscriptions at: http://atlarge-lists.icann.org/mailman/listinfo . The points of contact you identify will automatically be added to your region’s list just for accredited ALSes to discuss regional issues and to the mailing list for Staff announcements (only Staff can post messages to that list); you are invited to join others as you wish. - ALS information. Information about your organization will be shared with the At-Large community to enable individuals interested in your group's activities to contact you, and to encourage cooperation with other groups interested in ICANN activities in your geographic region. Please complete and email the form at the bottom of this note to staff(a)atlarge.icann.org. - ALAC website. The ALAC website (www.atlarge.icann.org) is a good source for ICANN news and information of interest to individual Internet users. We encourage you to provide your members with a link. The ALAC relies on volunteers to translate information into multiple languages. Translations of documents on the website are welcome and should be sent to staff(a)atlarge.icann.org. - At-Large Regional Websites. Regional wiki webpages also have been created to distribute information (including in local languages) on activities, events and issues of particular interest to people in each region. These are maintained by the community. Thick Whois PDP

Dear All, For consideration of the working group: Given the GNSO Council Motion which I have copied below where it was resolved that the Thick Whois PDP would be delayed following the first GNSO Council meeting after 30 November 2012, I thought I would suggest the following:- - Preparing and Receiving Community Input; - Analysis of Recommendations made by the Whois Review Final Report; - Channelling issues raised within the At Large on Thick Whois into the Wiki space; - Requesting for feedback on current studies carried out by GNSO and give input into current studies being carried out. *20120412 - 1* Motion to delay the 'thick' Whois Policy Development Process Whereas the GNSO Council requested an Issue Report on 'thick' Whois at its meeting on 22 September 2011 (see http://gnso.icann.org/resolutions/#201109 ); Whereas a Preliminary Issue Report on 'thick' Whois was prepared by staff and posted on 21 November 2011 for public comment (see http://www.icann.org/en/announcements/announcement-2-21nov11-en.htm) Whereas a Final Issue Report on 'thick' Whois was published on 2 February 2012 (see http://gnso.icann.org/issues/whois/final-report-thick-whois-02feb12-en.pdf) Whereas the Final Issue Report recommends that the GNSO Council proceed with a Policy Development Process limited to consideration of the issues discussed in this report, and the General Counsel of ICANN has indicated the topic is properly within the scope of the ICANN policy process and within the scope of the GNSO; Whereas the GNSO Council initiated a Policy Development Process at its meeting of 14 March 2012 (seehttp://gnso.icann.org/resolutions/#20120314-1) Whereas at its wrap up session on 15 March, taking into account the current workload of the GNSO community, the GNSO Council voiced support for a delay in the start of the PDP until both ICANN staff and GNSO resources are available to deal with this. The SSAC Comment on the WHOIS Review Team Final Report of 14th September, 2012, see: http://www.icann.org/en/groups/ssac/documents/sac-055-en.pdf They have reviewed the WHOIS Review Final Report and its Recommendations and highlighted the need to focus on the core purpose of the "information" and labelled as High Priority the recommendation to have a Single Whois Policy. Sala, That resolution was at least partially triggered by the hope that a Thick Whois would be included as a requirement in the .com Registry Agreement. When the Board approved it without that requirement in Prague, the GNSO took the PDP off of the back burner and created a drafting team to draft a charter for the PDP, which will start immediately after the charter is approved.
