Dear all, Could you also please send the group suggestions for an ALAC Board Liasion. This makes 3 different nominations that we seek your views upon. The election process for the ALAC Board Liaison, who represents the ALAC and At-Large at the Board level has been slightly amended this year as specified by the <https://st.icann.org/alac/index.cgi?board_liaison_process_2009>Board Liaison Process 2009, which was adopted by the ALAC at their August 4th meeting. Each RALO is requested to forward a list of names of nominees that have been endorsed by the RALO. The ALAC will then vote on the list of candidates using the <http://en.wikipedia.org/wiki/Instant-runoff_voting>Instant Runoff Voting system, which means that they will rank each candidate, from most preferred to least preferred. ALAC Representative Election Call: APRALO

Dear All, We recently sent out an email to the global list and Secretariat list with a summary of the regional provisions governing the ALAC elections and a proposed timeline for the regional elections. This email is to provide you a detailed overview of the situation in APRALO and assist you with the organization of the elections. There will be one APRALO ALAC representative up for election this year as Cheryl Langdon Orr's term ends at the close of the Seoul meeting. With regards to the election process, the APRALO Memorandum of Understanding does not specify the length of the nomination period or provide an election date. However, it does state that each accredited ALS will have one (1) vote, and only those ALSes that have been accredited prior to the election will be able to vote (MOU:5.4.1). Additionally, it states representatives must be Members of different ALSes, must have their principle residence in different countries of the Region, and their citizenship must be different (MOU: 5.4.1). The APRALO MOU states that the terms of the ALAC representative are to be in the terms specified in the ICANN Bylaws (MOU: 5.4.1). It is therefore suggested that the following election process shall be adopted: 1. Call for election: The regional Secretariat will make a call for election (no later than 15th August 2009) 2. Nomination Period: nominations shall be accepted for four weeks after the Secretariat calls for nominations (up to 12th September 2009) 3. Acceptance deadline: the nominees need to accept their nomination no later than seven days after the nomination period ends (19th September 2009) 4. Election deadline: The election shall begin no later than one week after the end of the acceptance deadline (26th September 2009) and end not later than two weeks later (10th October 2009). Therefore, votes would actually be cast between 26th September to 10th October 2009. We would suggest that the online voting system used previously in various regions at www.bigpulse.com <http://www.bigpulse.com> (and which is used for all ALAC votes including for ALS Applications). The staff would administer these votes through the system, in all cases allowing independent verification via a URL located on the BigPulse servers which would provide the results of votes held. You are of course free to adopt a different process. To facilitate this election, we ask the APRALO Secretariat to send us a note prior to 15 August 2009 specifying election procedures the region would like to adopt. Announcement of Upcoming Liaison Election Call

Dear All, The ALAC Chair has asked At-Large staff to advise the At-Large regions that she will be sending out two election calls shortly. The first election call will be for that of Board Liaison. This call will be followed three weeks later by a second election call for the other liaison positions (GNSO, ccNSO, NCUC, SSAC, IDN issues) and the ALAC appointment to the dotMobi Policy Advisory Board. For the position of Board Liaison, based on discussions between the ALAC and members of the Structural Improvements Committee and the ALAC Review Committee and whilst remaining within the current Rules of Procedure (ROPs) regarding an ALAC Election process, it is planned that in addition to the traditional nomination process previously conducted, the ALAC will explore the effectiveness of the different processes used to create a pool of candidates for potential use in future election calls. Thus, this election call will serve as a trial-run of the type of process that may be utilized for election calls for candidates to become Voting Members to the ICANN Board. Once the ALAC Chair has sent the official 'Election Call' for the very important Board Liaison election, each Region will be requested to forward the names of nominees that have been endorsed by the RALOs and their member ALSes to the public At-Large list within 14 days of the candidates' 'registration' as required by the ALAC ROPs. Nominees should be of the highest possible stature and possess exceptional capabilities, energy, and enthusiasm so as to effectively contribute to the future development of the ALAC. With this notice, the ALAC Chair wishes to heighten awareness within the Regions of the imminent election call so that the Regions may begin the necessary discussions for the process by which they wish to create a pool of candidates. ALAC strongly encourages and desires a wide, global pool of candidates for these positions.
