Why excluded the AP Internet user community from the planning of Open Dialogue on Multilingualism?

Dear IGF Secretariat, Please refer to the following email from you regarding inclusion of the APRALO's proposed workshop in the Main Session on "Multilingualism". APRALO, in the belief that multilingualism is a critically important issue for the individual Internet users in Asis-Pacific Region, expressed her willingness to merge with the other stakholders' proposals to create a super Main Session Workshop. Since you confirmed that APRALO would be one of the co-organizers of the captioned Main Session in August, the APRALO's representatives, Hong Xue and other colleagues, have been working diligently with the other co-organizers. Since June 2008, IGF workshop planning has been discussed at every monthly meeting of APRALO. An APRALO IGF Planning Chronicles can be seen from her website at https://st.icann.org/asiapac/index.cgi?planning_for_igf_2008. The APRALO notes that your appointed Chair on Multilingualism Panel, Mr. Patrik Fältström, has been very successfully engaging all the co-organizers from the different stakeholders (ICANN, UNESCO, APRALO, etc.) to do the planning work. He created the mailing list on multilingualism that involves all the relevant parties, including APRALO. On behalf of the APRALO, Hong, since September 2008, has been working closely with Patrik and others on document drafting, program development and other arrangement. She attende all the face-to-face meetings in Geneva, Cairo and Hyderabad and joined the discussions on the list. APRALO has always been a responsible and responsive stakeholder and organizer of the Main Session. Surprisingly, when the APRALO representative, Hong, attended the pre-meeting for the Open Dialogue following the Main Sessions on Multilingualism and Access on December 3, she was specifically excluded by Mr. Adam Peak, whom we heard is representing the IGF Secretariat. Mr. Peak's explanation that it was supposed to be a working session without any irrelevant persons. However, the pre-meeting message was circulated in the multilingual list and it should be interpreted as a meeting for all co-organizers. APRALO is relevant indeed. Why APRALO was the one that was excluded? We believe we deserve an answer here. We hope the secretariat could be consistent with the WSIS Principles on multistakeholdership. As an UN event held in Asia, the participation of the Asia Internet user community is important. We regret that the users who are genuinly willing to contribute to IGF process are deprived of such opportunity. Finally, we respectfully request the IGF secretariat to send an answer to APRALO list at <apac-discuss(a)atlarge-lists.icann.org>, which is open to any individual Internet users in AP region and subscribed to the list. The message is being copied to the Chair of ICANN At-Large Advisory Committee, Ms Cheryl Langdon-Orr, who is another APRALO representative on the IGF planning. Further to our monthly phone conference (of which we required a Vice Chair for the last part), I would like to nominate Les Allinson from PICISOC for one of the 2 interim Vice Chair positions. There are several reasons for my nomination: 1. Such an appointment will truly reflect that we are an Asia "Pacific" representative organisation. 2. Les worked along side our former Chair Rajnesh of whom Les replaced as the ALS rep. 3.Les in proactively performing outreach in the Pacific for APRALO and is a pro active APRALO member. Tele-Conference tomorrow

One noticeable difference is that you can see a number next to each agenda item. This is the suggested time we should spend on each item. Automated translations for the APAC-Discuss list?

Dear APRALO members: I would like to try something with our new list translation interface, and set up Arabic, Chinese, and Russian language mailing lists connected to the current discuss list. What this would mean is that those who spoke those languages could subscribe to the list of their choice, write natively in that language, and the translation interface which ICANN has created would automatically translated their messages into English. The facility does not yet exist to translate directly from any of those languages to any of the other languages, so, there are definitely limits to what can be done. What do you all think? Is this worth trying out, understanding that there may be some issues? OK I just went over the archives for the APRALO list and whilst Yes there is no message saying the Oct 28th meeting is postponed and is on the 5th of Nov in Cairo per se. there is plenty of traffic which I believe makes this clear . Yes it was unfortunate that Pavan put out an Agenda saying the 28th but he then rescinded it (all be it now perhaps not clearly enough) with the we'll use this Agenda for the meeting on the 5th and that meeting had plenty of discussion. Obviously when we are all so busy and may only be glancing at message headers all too often we need to be clearer and my personal preference is for the Google Calendar and iCal invitations to be sent to all of our APRALO contacts/ reps and alternates from now on so we all know clearly if anything has changed. And of course we should also expect the usual reminder notice(s) -> which did not occur this time so that might have helped some of us I suppose) That said I sent my message re the postponement as shown below in enough of an advance time I had hoped, that no one should have been misled. Sorry you both were, but again perhaps in future (if this shifting of meeting times and dates ever occurs) staff or someone could monitor the call space during the first 12-15mins of a cancelled call so we ensure no one waits on like that again and of course in a future where a hybrid system with an IRC or Adobe connect room is also being used a message could be placed in there as well. Finally something I will criticise the secretariat for is the lack of summary minutes from the last meeting on our Wiki for the 23rd of Sept as these notes *would* have clearly stated when the next meeting was to be.
