However, there is currently only one French and no Spanish speaking person who expressed interest in the Briefing session. As you can imagine, it takes a considerable amount of resources to organize a multilingual presentation and it is only worth doing if there is a real interest from the non-English speaking language communities for these events. "Fast flux" is an evasion technique that cyber-criminals and Internet miscreants use to evade identification and to frustrate law enforcement and anticrime efforts aimed at locating and shutting down web sites used for illegal purposes. Fast flux hosting supports a wide variety of cyber-crime activities (fraud, identity theft, online scams) and is considered one of the most serious threats to online activities today. One variant of fast flux hosting, "double flux", exploits the domain name registration and name resolution services. It will also help ICANN understand how it could enhance multilingualaccess to the work of the organisation. This survey is also a key input into the public consultation process for the ICANN draft Translation Programme. The mission of the programme is to provide those who are not fluent English speakers with an equal level of access to influence and participate in the work of ICANN as those who are fluent in English.
