Dear All: We have been asked to forward you the below from the team performing the ALAC Review. We hope that you will take this opportunity to provide your views to the review if you have not already done so. --- This email follows our earlier request for feedback to the Independent Review of the At-Large Advisory Committee, being conducted by Westlake Consulting Limited. The closing date for submissions is Friday 18th April. Therefore, if you wish to provide any input or feedback on any of the individual questions in the Terms of Reference <http://www.icann.org/reviews/alac/alac-review-final-tor-20jun07.pdf> , or ³to contribute observations or information about any aspect of the role, structure or operation of the ALAC,² please email alacreview(a)westlakenz.com by Friday 18th April. The main issues the Review Team has to address are: - [To determine] whether the ALAC has a continuing purpose in the ICANN structure; and, - If so, whether any change in structure or operations is desirable to improve its effectiveness. If you would prefer a telephone or Skype call, rather than responding by email, please send your contact details to the same email address, alacreview(a)westlakenz.com, and a member of the Westlake Team will contact you shortly. Among other matters the Terms of Reference note, ³It will be important to consider different perspectives relevant to the ALAC, including the views of individual Internet users, the ALSs, the RALOs, past and current Members of the ALAC, and many others within (and perhaps outside) the ICANN community.² As a result, the Review Team is seeking as wide a range of relevant views as possible. Welcome Frederic Teboul to the At-Large Staff

It is my pleasure to introduce you to Frederic Teboul, the new At-Large Regional Affairs Manager. Born in Marseille, France, he began his career in the French Foreign Service in Israel in 1997; he subsequently worked for several parts of the United Nations' system from 2000 to 2005 in the Office for the Coordination of Humanitarian Affairs (OCHA), Organisation for Security and Cooperation in Europe (OSCE), the United Nations Development Programme (UNDP), the United Nations Office for Project Services (UNOPS), and the United Nations Environment Programme (UNEP) in Geneva, Kosovo, New York and Athens. He comes to us most recently from the private sector, where he served as Business Development and Corporate Social Responsibility (CSR) Director for the third-largest Greek maritime operator. His experience in the public and private sectors in a wide variety of international decision-making environments, working with governments, civil society, and industry stakeholders from more than 200 different countries, makes him a valuable addition to the At-Large team in the Policy Unit. He will be responsible in particular for supporting the Regional At-Large Organisations (RALOs), facilitating their involvement in policy development and assisting them in their work representing the individual Internet user interest in ICANN. Frederic has a PhD in Social Science from IAE-University Paris 1 Pantheon-Sorbonne, an MA in Political Science and International Relations from the Hebrew University of Jerusalem, and an Executive MBA from the Athens University of Economics and Business. He is a native French speaker, and also has knowledge of Romanian and Hebrew - with a little Italian, Spanish, Arabic, and Greek thrown in for good measure. The program offers engineers from developing countries fellowships that fund the cost of attending an Internet Engineering Task Force (IETF) meeting. As you know, the IETF is the Internet's premier standards-making body, responsible for the development of protocols used in IP-based networks. IETF participants represent an international community of network designers, operators, vendors, and researchers involved in the technical operation of the Internet and the continuing evolution of Internet architecture. Fellowships will be awarded through a competitive application process. The Internet Society is currently accepting fellowship applications for the next two IETF meetings: * IETF 72 being held in Dublin, Ireland, 27 July - 1 August 2008 * IETF 73 being held in Minneapolis, 16 - 21 November 2008 Up to five fellowships will be awarded for each IETF meeting. Two Draft ALAC Statements to the ICANN Board Up for At-Large Community Comment

Dear Community members: We have been asked to notify you that two draft statements to the ICANN Board from the At-Large Advisory Committee are now open for comments from all members of the At-Large community. Comments will be accepted until 16th April 2008, at 1200 UTC, after which time comments will be reviewed by the ALAC Finance and Budget committee before transmitting the final text to the Board of Directors as an Advisory Committee statement. ALAC Draft Accountability Framework and Conflicts of Interest Policy

Dear Community members: The ALAC decided at their last meeting to request the staff to draft up a comprehensive Accountability Framework, which the ALAC Executive Committee was to review and amend at its meeting this month. The Chair proposed to the ExComm that at the same time a Conflicts of Interest Policy should be prepared as this was a natural accompaniment to the Accountability Framework. he ExComm has reviewed these two texts, and the ALAC is now to review the draft from 1 April until 11th April - comments from the wider At-Large community are of course welcomed. Any comments received are then to be incorporated and the resulting text will be on the agenda for adoption at the next ALAC Teleconference, in May. The URL for the text is as follows. New Community Website - conversion done, new site online!

Dear members of the community: I'm very pleased to be able to tell you that the conversion has been completed and the new website is up and running at www.atlarge.icann.org! There's still much to do though: 1. We will begin to change the menu structure on both the sides and the top to make things more intuitive. A number of documents also need to be changed from one long piece of text (like the main page) to individual 'pieces' of standalone text. The integration of forums and mailing lists for a two-way link between them is also pending. As those things are done we will also: 2. start migration a lot of the wiki content over to the main site - and also migrate the calendar from Google calendar 3. We'll create the regional sub-sites, so that it will become possible to allow community contribution of material to the site. 4. We'll start to 'turn on' features such as: RSS-feeds of blogs of members of the community related to ICANN (we will put out a call for those of you with blogs to send your URLs in - but hang on; we're not ready quite yet. I hope that you are all as excited by this milestone as I am. Draft GNSO Improvements Statement from At-Large: Comments due by 31st March 1200 UTC

Dear Members of the At-Large Community: I have the pleasure to provide you with the attached draft statement of the ALAC Ad-Hoc Working Group on GNSO Improvements. It is intended that the statement should be transmitted by the At-Large Advisory Committee to the Board of Directors of ICANN as a formal statement on behalf of the At-Large community. In order to do this, the following timeline has been established by the Working Group: 1. At-Large community views on the document are requested to be received not later than 31st March at 1200 UTC; 2. The Working Group will meet on 31st March to revise the statement as necessary to reflect the views of the community; 3. The Chair of the ALAC will transmit the finalised statement to the Board of Directors directly after it is finalised. We are requested to point out to you that the consultation on the GNSO Improvements proposal has been extended to 25th April 2008. As a result, the attached statement once finalised will also be transmitted to that public consultation. The consultation is open to all concerned and it is the hope of the ALAC that many members of the community will take this opportunity to comment directly.
