This update is provided by ICANN's Policy Staff in response to community requests for periodic summaries of ICANN's policy work. Links to additional information are included in the attached document, and we encourage you to go beyond these brief staff summaries and learn more about the ICANN community's work. Our goal is to maximize transparency and broad community participation in ICANN's policy development activities. We continue to investigate more effective and efficient ways to communicate the relevance, importance and status of ongoing issues to the ICANN community. FYI: Markus Kummer in the Internet Governance Forum just mentioned about the IGF in Rio, including introducing some discussion on the link between global climate change and Internet Governance. Initial Operating Plan and Budget Framework

ICANN's budgeting process for Fiscal Year 2009 is just beginning. The new Initial Operating Plan and Budget Framework, linked from <http://www.icann.org/announcements/announcement-2-04feb08.htm>, lists 18 categories of "key initiatives" to drive ICANN's work and budgeting process ($61M) for fiscal year 2009. Those are: 1.IDN Activities 2.New gTLD implementation 3.Operational systems for new gTLDs 4.Compliance activities 5.Registry/registrar support 6.Global outreach 7.Organizational Reviews 8.Organizational improvement 9.Policy Development Support 10.Registrant Protections 11.Security Initiatives, including DNSSEC 12.Transcription and translation 13.Technical work/leadership 14.IANA improvements 15.Broaden Participation 16.Operational systems and infrastructure 17.Meetings and events 18.Administrative improvement I believe several of those will be of particular interest to At-Large, including Registrant protections and Compliance, Global outreach and Broadening Participation, and Transcription and Translation, as well as policy activities including IDNs, new gTLDs, and Security. If ALAC supports these initiatives as described, and/or has other priorities to recommend, this early stage of the budgeting process would be a great time to make recommendations. As we see with the Board's resolution on the AGP, the budgeting process can be a lever for policy activity. RAA revisions; failover provisions. 11.Security Initiatives, including DNSSEC: Grouping of security initiatives including DNSSEC work and security training. 12.Transcription and translation: Document translation, and real-time translation at meetings, including transcription in English. Also includes software-automated translation. 13.Technical work/leadership: A variety of efforts where ICANN is making a technical contribution, including IPv6 leadership and investigations into RPKI. 14.IANA improvements: Improvements to IANA base operations, with a focus on automation and statistical reporting. 15.Broaden Participation: Systems and tools that will allow for broader ICANN participation, and effective remote participation. 16.Operational systems and infrastructure: Systems and hardware necessary for ICANN’s operation. Remote Participation in New Delhi At-Large Meetings

Dear All: Since the 31st International ICANN meeting is now just around the corner - the first At-Large meetings start next Sunday - I wanted to take a moment to remind everyone who will not be there in person of the remote participation options that exist for you. Firstly - At-Large meetings will allow you to hear, and be heard, via telephony as per usual. NeuStar and Afilias address domain tasting

I am delighted to report that NeuStar has submitted a request to ICANN to allow them to modify the Add Grace Period by reducing the number of deletes that a registrar can do for free on its .biz domain. The introduction to the request reads as follows: TECHNICAL DESCRIPTION OF THE PROPOSED SERVICE: Currently there are no limitations on the number of deletions that a registrar can process during the five-day AGP. The proposed service would limit the number of AGP deletions where a registrar could receive a full registration fee credit. This limit would be determined each month, with a maximum of 50 per month or 10% of that registrar?s net new monthly domain name registrations, whichever is greater. There would be no change to the current registry interface. A registrar would be permitted to delete as many names as it wished during the five-day AGP, receiving credit throughout the month. However, at the end of the NeuStar's normal monthly billing cycle the Registrar?s account would be debited for the full value of the domain name registrations that exceeded the month's set threshold. It is expected that Afilias will be submitting a similar request for .info. The process to get this done started in a small work-group at the San Juan ICANN meeting. Although we had hoped that it would happen much sooner, it is great that it has now been done and can impact the discussions in Delhi. At-Large may be interested in the preliminary minutes of the Jan. 23 Board meeting. <http://www.icann.org/minutes/prelim-report-23jan08.htm> In particular, note this resolution on the AGP, aimed at ending the abuses of domain tasting: "... Whereas, the Board believes that the withdrawal of ICANN's waiver of ICANN's non-refundable transaction fee to the deletion of names within the AGP will substantially end the practice of abusing the AGP; THEREFORE, the Board resolves (2008.01.04) to encourage ICANN's budgetary process to include fees for all domains added, including domains added during the AGP, and encourages community discussion involved in developing the ICANN budget,subject to both Board approval and registrar approval of this fee." In addition, an ALAC review Working Group was constituted and a contract is being negotiated with Westlake Consulting.
