Workshop on The Multi-stakeholder model from the NGO´s perspective [17 October 2012] During ICANN 45 that will take place in Toronto, Canada, 14-18 October 2012, ICANN constituency, Not-for-Profit Operational Concerns (NPOC) and the At-Large Advisory Committee (ALAC) are collaborating in organizing a working session on the Multi stakeholder model from the NGO´s perspective. It would appear from what Alexander analysed is the "non-functionality" aspect, and prior art on other aspects. See: "What Verisign actually proposes is essentially the same process described in the IETF draft, but with one step omitted. The problem with Verisign "invention" is that after we change the NS records (step S1060) and some resolver have an old RRSIG in it's cache and the DNSKEY is already expired from the cache, what will happen is that the recursive resolver will query the new authoritative servers for the DNSKEY records and will get the new DNSKEY RRset without the old ZSK (that is the invention). What we end up with is an RRSIG signed with the old DNSKEY, and the new DNSKEY RRset (which have no old DNSKEY - that is the invention). *Recursive resolver will not be able to validate the RSSIG, and DNSSEC * *validation will fail. *The domain will not validate and therefore it will not be accessible. I saw that over the weekend and my heart sank. As a registrar I raised this issue with Dr Crocker a couple of years ago and it was pretty clear to me at the time that the entire transfer thing hadn't really been thought about. However transfers are pretty "key" to domains.. People do it all the time - be that a simple change of nameservers, hosting provider or registrar.. To think that someone would actually slap a patent on something like this is truly depressing (ok, maybe I need more coffee). Not sure what "2TLDs" are, but regardless, that definition is incomplete in that it stops history at 2002 and is soon to be out of date in that the term sponsored and unsponsored is not being used for the TLDs to be approved under the current round. Community TLDs have some historical relationship to sponsored TLDs in that they are supported by some group. However, once delegated, that group is not necessarily in control of the TLD as is theoretically the case for Sponsored TLDs. The fact that Google is generally considered to be an intermediary service provider, they need to demonstrate that in not allowing second level .blog names to end users is not contrary to global public interest. Policy influences that largely impact on how Google operates. My main concern would be whether we have access to a Study on the Impact of Closed Generic Term Registries and the Impact on global public interest, ICANN's core mission etc. If such a study was done, grateful if the community could point out to me a link so I can read. - Closing off generic name spaces for exclusive use in the wake of extremely poor global campaigns and awareness where ICANN or the gTLD programme is involved; - Challenges for end users and consumers noting that there are consumer groups that have already started lobbying US Senate on the perceived harm; - Controversies surrounding changing the rules during the game vrs GAC Intervention; - Regulatory trends within the US will have an impact on ICANN's policy decisions as far as anti trust, competition is concerned, we have recently seen this when the The Honorable Philip S. Sala, two comments. 1. You use the term "sponsoring organizations" (sometimes capitalized). The concept of a "Sponsored" TLD has a very specific meaning in ICANN, referring to some of the TLDs that were delegated in the last decade. I do not believe that the term is used in relation to the new gTLD program. 2. In your last bullet, you make reference to TLD which are not open to general registration of 2nd level domains. The Internet is full of such TLDs, including many ccTLDs with strong restrictions on who can register 2nd (or even 3rd) level names, and a slew of gTLDs with very restrictive registration policies. I am not sure that the situation is so dissimilar in that although these TLDs do allow SOME registrations, they forbid many others.
