At-Large Use of Country and Territory Names as Top Level Domains

Dear At-Large members Country codes are traditionally a 2-letter string. The new gTLD process is enabling country and territory codes to be expanded to 3-letters (or even as whole names). The “Cross Community Working Group for the Use of Country and Territory Names as Top Level Domains” is asking: 1. Should these new 3-letter country/territory codes be reserved ONLY as ccTLDs *OR* should they be open to everyone as gTLDs? (This question refers to 3-letter code IDN ccTLDs and IDN gTLDs as well) 2. What advantages or disadvantages does your answer offer either group (ccTLDs or gTLDs)? Please return your answers to these two questions to me asap. A couple of thoughts, not in response to any particular message in this list. The concept of the alpha-3 codes being restricted was introduced, somewhat out of the blue, in the New gTLD implementation. Some of them are pretty recognizable as references to the country/territory, some much less so. A few of them would likely to be pretty desirable 3-letter gTLDs. I could easily live with them being available as gTLDs under the provision that they could not be marketed or used as pseudo country codes (So you could get GEO for the collectors of the now long-gone General Motors car, but not to market as a country-related TLD for Georgia. I have no idea how you could policie or enfoce that, or for that matter, decide how some 3-letter codes could be made available for generic use and some for real country codes. So although I have a problem restricting what could be good codes for g-use when they are unlikely to be used for cc-use, I am not sure it is worth the effort to do it. Alan

This year's *OneWebDay <http://onewebday.org/>* celebration has picked up the theme of *Connecting the Next Billion*. This aligns with current *Internet Governance Forum* (IGF) Intersessional Programme *“Policy Options for Connecting the Next Billion <http://www.intgovforum.org/cms/policy-options-for-connection-the-next-billi…>”*. It is considered by the e IGF Multistakeholder Advisory Group (MAG) that, while 3 billion are estimated to be online in 2015, “more effort is necessary in order to connect the next billion and to address the digital divide” and “Collaboration between governmental and non-governmental actors is key to meet this challenge.” It is felt that the tried and trusted multistakeholder approach, as exemplified by the IGF, is the only practical method to bring all shoulders to the wheel. In a keynote speech at the USA IGF in July 2015, United States Under Secretary for Economic Growth, Energy and the Environment *Catherine Novelli* ably summed up this point of view, quoting a *2014 report <http://a4ai.org/affordability-report/report/#policies,_regulations_and_prog…>* from the *Alliance for an Affordable Internet <http://a4ai.org/>* (A4AI) that delineated four critical aspects that any Government should consider as drivers of broadband expansion and affordable access: First, drive broadband infrastructure expansion through increased private investment and removal of barriers; Second, intensify competition and level the playing field to increase access, reduce cost and stimulate demand; Third, open access and infrastructure sharing; and fourth, enable access to spectrum.
