We thank the community and all who contributed for their engagement, thoughts and opinions during the course of this process. One of the most recent comments we have received is a letter today from the US Department of Commerce (DoC). ICANN’s success and legitimacy derive from the multistakeholder model, the basis on which new gTLD policy was developed. The policy process decision to undertake this program was approved by the GNSO Council in 2007 and adopted by ICANN’s board of directors in 2008. In the Affirmation of Commitments, the US government and ICANN reconfirmed our mutual commitment to the multistakeholder model. ICANN confirmed our commitment to solicit public comment and to hear all voices. As with all contributions, ICANN will give DoC’s comments careful consideration as part of the implementation of the GNSO policy. ------------

NYTimes : U.S. Shuts Down Web Sites in Piracy Crackdown By BEN SISARIO Published: November 26, 2010 "In what appears to be the latest phase of a far-reaching federal crackdown on online piracy of music and movies, the Web addresses of a number of sites that facilitate illegal file-sharing were seized this week by Immigration and Customs Enforcement, a division of the Department of Homeland Security. By Friday morning, visiting the addresses of a handful of sites that either hosted unauthorized copies of films and music or allowed users to search for them elsewhere on the Internet produced a notice that said, in part: “This domain name has been seized by ICE — Homeland Security Investigations, pursuant to a seizure warrant issued by a United States District Court.” In taking over the sites’ domain names, or Web addresses, the government effectively redirected any visitors to its own takedown notice. “ICE office of Homeland Security Investigations executed court-ordered seizure warrants against a number of domain names,” said Cori W. "My domain has been seized without any previous complaint or notice from any court!” the owner of Torrent-Finder explained TorrentFreak, “I firstly had DNS downtime. While I was contacting GoDaddy I noticed the DNS had changed. Godaddy had no idea what was going on and until now they do not understand the situation and they say it was totally from ICANN." Dear At-Large Colleagues, I've prepared a personal comment, reflecting my thoughts on the issue of city names, and sent it to Board Chair Peter Dengate-Thrush and GAC Interim Chair Heather Dryden. It is attached. As a reminder, the public comments period for the current version of the DAG closes on December 10th, at 7am Eastern, 4am Pacific, just before the Friday Board meeting that week. I regret that the letter is only in English, as the intended recipients are both Anglophones, however the issue concerns those who anticipate that urban administrations will in the near future have the resources allocated by ICANN which are currently allocated only to states, some non-states, and a score of for-profit and non-profit corporations and foundations. Attached is also a reformatted version of Thomas Brinkoff's list of 479 urban agglomerations with populations of one million or more. The original may be found at http://www.citypopulation.de This note was originally sent to the NA-Discuss list, with only the first of two attachments, due to the familiarity NA-Discuss list members have with the urban agglomerations of that region. Thank You Alan I accept that nomination with great pleasure, and of course if endorsed / elected in this bylaw mandated role, I will perform to the best of my ability on behalf of At-Large and the ALAC... and YES we can't have me getting bored now, can we ;-) While the ALAC is considering their bylaw mandated Liaisons to the Support Organisations, I would very much like to ask *if you would accept a nomination from me to continue in your role as GNSO Liaison*, even though you are no longer a serving member of the ALAC after next weeks ICANN AGM; Your experience and the respect you hold in the GNSO Council resulting from you undertaking this role for several years now, is in my less than humble view, far to valuable to our community and the ALAC to loose, especially at this time, so I am* formally nominating you to continue on the role of GNSO Liaison, *and ask you consider accepting it very seriously indeed*;* I do realize that at this time, there is no guaranteeing of any travel support to attend ICANN Meetings if you are not on the ALAC or a supported RALO Leader, but this is a matter that the next ALAC ExCom and the Bidget and Finance Sub-Committee, will be raising in our future budget planning and requests for consideration in the coming fiscal year, (I personally believe the argument that the bylaw mandated SO Liaisons being supported by constituency travel {even of shared cost centers are the ALAC and the receiving SO} is a strong one) based on aspects of the ALAC Review Recommendations and our current Review Implementation processes, and of course does fit within the current ICANN Strategic Planning primary objectives... So if you are willing to risk the role requiring in the short term some remote participation if we fail to get such full funding this coming year then I would not see that as in any way an impediment.
