This will help the Internet and ICANN @larges people in cc to fully understand your request. Vint Cerf, and several others have answered you that the only documents that IETF produces are RFCs. IMHO, as an IDN liaison you should be the one reporting ALAC the document you request, based upon your participation to the WG-IDNABIS. For years france@large (the eldest ALS) has contributed in this area, participating to the MINC, cocreating EUROLINC, intiating the MLTF, being active at the WG-IDNA and WG-IDNABIS. We tried to assist ICANN, ALAC and IETF as much as we could on behalf of the Internet @larges we support. Yet ICANN prevented us to join its WG-IDN, ALAC denied our registration as an ALS. It was not that easy with the IETF but we found a good way of cooperation through the Internet Users Contributing Group as a non-WG iucg(a)ietf.org mailing list associated with the IUCG charter and site. This is why, as participating to this WG and as an ALS, france@large was able to provide you with its opinion on IDNA2008. We did it gladely as @larges to @larges, even if you make a difference between Internet and ICANN @larges. The way we provide it to all the @larges (internet lead users) we support. We also maintained to everyone's advantage the http://wikidna.org site, you are welcome to use. We are leaders in the IDNAPLUS proposition which addresses better the demand of the Internet @larges, at the cost of a so limited difference that it will most probably be widely adopted if it was not actually included in IETF IDNA. I aslo told you that the only "document" which (with the current status of the I_Ds) gives you formally the indications in the area you ask is the http://tools.ietf.org/html/draft-iucg-wgidnabislc-01 since it compiles all the WG/LC remarks. This document was precisely made to the advantage of @larges for them to be able to better decide if they will support or not the documents during the coming IETF/LC. Will you be there? What surprises me is that: - ALAC certainly has the best expert on the issue, the new ALAC NOMCOM Member, former WG-IDNA Chair, James Seng, who was the Chair of the first WG-IDNA and who maintains a Blog on IDNs. - you received the best comment from John Klensin, former IETF liaison to ICANN, author of the core documents, who told you that nothing could seriously be considered, irt Fast Track, before RFC 1123 is updated. A last suggestion I could make is to send the WG a questionnaire to the Chair about what you want to know. We did that at the start of the WG, asking about the intent for this WG. Final Call for Review of At-Large Board Liaison Candidate Statements for Completeness

Dear Board Liaison candidates, Further to Cheryl’s message earlier today we would like to ask all of you to review your election pages linked to http://www.atlarge.icann.org/elections/2009 and ensure that all the required information is complete. All candidates with the exception of Sivasubramanian Muthusamy have submitted information related to the the four requirements listed under the Board elections Process page: 1. An acceptance of the Nomination to the position 2. A brief biography 3. A statement of Interest 4. A conflict of interest statement We draw to your attention that acceptance of the nomination, per the process, does automatically mean that you agree to all the commitments listed at https://st.icann.org/alac-docs/index.cgi?board_liaisons_election_2009_commi… . Please do read this carefully to ensure you understand the commitments your candidature entails if you have not already done so. We draw to your attention point 4 above, whichg refers directly to the ICANN Conflicts of Interest Policy outlined under http://www.icann.org/en/committees/coi/coi-policy-04mar99.htm . Among the requirements of that policy is a Statement setting forth all business and other affiliations which relate in any way to the business and other affiliations of ICANN and an acknowledgement that the candidate: (a) Has received a copy of the conflicts of interest policy; (b) Has read and understands the policy; (c) Has agreed to comply with the policy; and (d) Understands that the Corporation is a charitable organization and that in order to maintain its US-government federal tax exemption it must engage primarily in activities that accomplish one or more of its tax-exempt purposes. Simply noting that you agree to comply with the policy would, for example, only answer the second of these four points. If you have no conflicts, you would need to explicitly state that this is the case. As Chair of the ALAC I have review the nominated candidates for ALAC elections and have made an interpretation/ observation on the validity of nominations of those to be candidates for possible election to the role of our Board Liaison for 2009 - 2010. This is based upon traffic to various lists, the original discussion and decisions at the ALAC Meeting where the matter of process regarding the current Electoral process for our final ALAC appointed ICANN Board Liaison was agreed upon and the particularly unique circumstances of the current process relating to my previous "Election Call" since it was originally made. The results of this review is that I wish to advise the At-Large Community and the ALAC aware that I note that the information regarding Wendy Seltzer as a nominated candidate exists on the page Election Wiki page at https://st.icann.org/alac-docs/index.cgi?at_large_elections_2009 but it is **not included** in the list of Candidates on the WIKI page https://st.icann.org/alac/index.cgi/index.cgi?community_call_with_board_lia…. Please be advised therefore of the following:- Firstly it was the intent of the ALAC that *all* properly Nominated candidates who accepted their nomination in the time line provided for were to have their names put forward *and that in addition to this* all RALOs were to be asked to put forward to the ALAC a candidate or list of candidates who may or may not domicile in their region but who fit the selection criteria and requirements for inclusion in the final list for ALAC electoral processes. Further it was made clear that each RALO could endorse (or otherwise) any or all of these candidates and that this highly valuable information would/should be considered by the ALAC electorate at the time of voting (as would any specific instructions to a RALO appointed ALAC Representatives) regarding vote order of preference / instruction further recognising that such representatives may or may not be required to do so under their specific Regional Rules. To that end I ask Staff to add the name of Wendy Seltzer to the list on candidates to the WIKI page ** *http://tinyurl.com/l6evep the full url is https://st.icann.org/alac/index.cgi/index.cgi?community_call_with_board_lia…, and invite Wendy (and all the other listed candidates) to ensure that the information required to be submitted relating to their candidature has been provided and that all such relevant materials is also included / attached to **this *WIKI page. All nominees are of course able to withdraw themselves from the electoral process at any stage and engage (or not to any extent they feel appropriate) in this Community Call or other activities held between now and the Vote beginning for the 15 Member ALAC electorate, which is designed to allow full information and opportunity for the ALAC electorate (and their advisors Regional or ALS / At-Large where this occurs) to have all the required information to cast votes in preference order for the candidates that is both well informed and with a view to the best outcomes for ALAC and At-Large. This is because: 1. I see traffic in the EURALO list that indicates that Board Member(s) of EURALO did properly put forward Wendy as a Nominee and her acceptance is listed at https://st.icann.org/alac-docs/index.cgi?at_large_elections_2009 as being received on August 16th. Even though this may have been directly in response to her name being considered in the NARALO Regional advice process, it is in my opinion when read by any reasonable person more that enough to indicate that her acceptance then was valid for her to be a duly nominated candidate. 2. In addition to this opinion of the Chair Wendy has made clear to the list that her nomination for the role, regardless from whence it came, would stand. Based on my point 1 above I interpret this to mean she is indeed a candidate put nominated by EURALO and should be so listed. 3. I am aware of no withdrawal or confirmation of her Nomination by EURALO up until end of day 16th September UTC and there is little of that day left globally at the time I write this message, so again I interpret this to see Wendy as a valid candidate. 4. I also note a preferred list or prioritisation of candidates was *not* received from all RALO's but that was of course not mandatory merely optional; Voting advice and guidance may of course still be given to the 15 Member ALAC electorate in a number of ways including in online fora, teleconference or other meetings, discussions, list activity, personal emails, other forms of correspondence etc., and indeed specific Regional or preference advice direct from ALSes to ALAC Members from Regions, to name but a few methods may occur between now and when the Vote for candidates begins, in fact I would expect feedback to happen after the Call with Board Liaison Candidates occurs as it has in past years. Finally even though I believe all candidates are subscribed to the At-Large list and should receive this email I will ask At-Large Staff to ensure that this message is forwarded onto all the individual nominees on the candidate list directly to their listed email address(es) along with my personal invitation to review that all information required has indeed been provided and is linked to the Call with Board Liaison Candidates Wiki page before the beginning of this call at *1800 UTC on Sunday September 20th 2009*, regardless of if they are attending or not, and that they should also note any additional opportunities to provide information linked to this page if and when they are offered (this page will have another edit by me re timing of presentations and other housekeeping matters on my tomorrow... Dear all, We would like make a clarification with regards to the NomCom election results where there were more than one candidate. The members of the ALAC were asked to rank the candidates by preference, with 1 (the first click made) being their first choice and 2 their second. Therefore, the candidate with the lowest score is the candidate who the majority of the voting ALAC members ranked as their first choice for regional NomCom delegate. Therefore, could you please forward the names that your RALO has endorsed for the position of Board Liaison to at-large(a)atlarge-lists.icann.org by no later than 16 September? The process provided that each RALO would provide its list of nominees; those nominees are responsible for accepting the nomination, as well as providing the required information, by the deadline. Wendy did accept NARALO's nomination so she will be on the ballot for that reason in any case. If EURALO has a recommendation it should make that known today, the process actually required this to be provided by the 15th. EURALO had complete latitude as to how to go about deciding on its preference, or indeed whether or not to declare one.
