This is the text of my comment during the Cairo public forum. ICANN's core value #4 focuses on geographic and cultural diversity at all levels of policy development and decision-making. This value has been repeatedly emphasized in the DoC's midterm review of the JPA as well. I would first like to acknowledge the efforts of ICANN to adhere to this value by adopting the geographical diversity principle to its board and various committees as well as the decision to hold the meetings in a rotating fashion in the five geographical regions. At the same time, however, I would like to point out some areas which I believe requires continued effort in this area, specifically, in the distribution of ICANN staff. According to the figures in the ICANN site, out of the 73 staff members, there are NO members from Latin America, 4 from Africa , 13 from Europe, and 45, or 62% of staff members, are from the North American region, of which 41 are from the United States. In the case of the AP region, 6 staff members are from Australia, 1 from the Middle East, and 4 are from the rest of Asia. And although I think that the ccNSO chair, Chris Disspain, the President of ICANN, Paul Twoomey, and a significant member of the Board, Bruce Tonkin, all from Australia, and ICANN board chair, Peter DT, from New Zealand are doing a fabulous job and I have only the highest admiration for them, and personally have the warmest feelings especially for Peter and Chris, I would hesitate to fully agree that the truly Asian perspective, which constitutes 40% of all Internet Users in the world, is represented by their presence on those important positions. I would like to point out that in terms of geographical diversity, ICANN still has some way to go in terms of reflecting the truly Asian perspective and would like to publicly make an appeal to ICANN to consider this in the future, for example, in..... Rest in Peace

We are gathered here today to mourn the loss of our recently deceased European regional representative, the Euralo. With not a single comment submitted on the Euro-discuss or Euro-board list in a full month, the patient finally withered and died after a long and sustained boredom that saw none of its two dozen members act to breathe any hope of life into the now rotting corpse. "We knew the end was coming fast when a deputy chair resigned from the organization", stated a Euralo Board representative (speaking on condition of anonymity); "when board members could no longer "identify with Euralo's structure and mode of operation", it was clear that the organization's death was imminent." The Euralo will be missed, but in the finest tradition of those who cash the welfare checks of the dead, we are confident that ICANN's travel funds will continue to be used by the European community so that the spirit of the lifeless Euralo may continue to cast votes on such spellbinding matters as the ALAC ExCom ReOrganization, the plan to publicly flog non-performing ALAC members, and the Summit-for-those-that-can't-be-bothered-to-participate. As we think back on all the regional issues that were brought to the fore by the Euralo... monumental issues such as "confronting the prospect of ISOC capture of European institutions" that saw a mad dash of ALSs sign up in reckless abandon to join the Euralo solely in order to confront the looming evil menace on the horizon, we tip our hats to the Civil Society component that brought such a lively comedic flair to the rather staid ICANN technical processes. The Euralo will be missed. Somewhere it will be pushing up daisies whose fragrance will remind us that only individuals, not organizations, can best represent the interest of the world's internet users. The Euralo is dead, but the lessons that it taught will inspire us for generations -- lessons such as: when it costs nothing to join an organization, nothing is what you can assuredly expect from those that sign up". A sad farewell to the Euralo. May it rest in peace.

Dear ALAC, while you ponder on the correct procedures to produce a comment on the "role of individual users in the GNSO", comment like this one are appearing: http://forum.icann.org/lists/alac-mid-consult/msg00001.html I don't want to look like the old guy saying "I told you so", but I told you all since when this GNSO restructuring process began that by pushing for the ALAC to have a direct role in the GNSO, you are shooting yourselves in the foot and possibly also in the head. That's because you are giving other interest groups a valid reason for saying "but if they are in fact a GNSO constituency, and they so declare themselves, then why should they also have an AC role and Board representatives?" It's a good thing that you fall in love with the GNSO, and a kiss doesn't harm, but please be sure that she doesn't have HIV or the resulting activities might end with your death. Regards, -- vb. Adam, Re: Any comments on the new draft of the Noncommercial Stakeholders Group petition document? The charter for the NCSG is an abomination that denies individual constituencies the right to elect their own counselors and to vote their own conscience. Under Milton's proposal, the NCSG necessarily votes as a block. This does not serve the interest of many that would otherwise consider joining this "house". Let me remind you that in the wake of the Registerfly situation, the NCUC did absolutely nothing to protect registrant rights -- they submitted no comments whatsoever during the 18-month long RAA discussions. Why should the opinions of those that care about registrant concerns be subdued by a majority whose sole interest currently lies in privacy and freedom of expression to the exclusion of all else? When the notion of a "House" was conceived, the last thing that anyone expected was a home exclusively for Milton's Merry Men.

Thanks to funds I have been able to raise, Gemy and his colleagues, have - in less then a week - been able to develop a short 20 min video (arabic with english subtitles) that documents the issues & challenges faced by Egyptian Internet users. I would like to propose to show at at the ICANN meeting . .org (PIR) has graciously agreed to contribute 2,000 USD to sponsor a small reception / outreach event so that participants of the ICANN meeting can get a better understanding of the issues and challenges faced by local internet users, and local users can learn about ways of more actively participating at ICANN and Internet Governance processes. If At-large is interested in collaborating in the session - then it would be great. It would be a wonderful opportunity for us to better know our local counterparts .. and encourage them to register as an ALAC. We are missing participation from MENA region, and getting one or more groups from Cairo to get involved would demonstrate that At-Large is able to do outreach at meetings. As for dates - Thursday Nov 6th between 4-5pm works well for Gemy and others in the city. The next step, perhaps with both of your help - is to book a space at the conference venue, and arrange logistics for a reception. As I mentioned below, there is a small amount available for hosting the reception. Robert, I just watched the video. Why was such a video shown at an ICANN meeting? The topics addressed by the video have absolutely nothing to do with ICANN's narrow remit... or am I missing some particular nuance?

StopBadware.org, a project of Harvard Law School's Berkman Center, and Consumer Reports WebWatch today are introducing in beta BadwareBusters.org, a new online community for people looking for help removing viruses, spyware and other bad software from their computers. It's strictly a public service -- we don't make any money from it. We hope interested people will contribute to an ongoing dialogue about badware: how to define it, which applications to watch, how to protect against it, and so on. I thought perhaps some of us in the ICANN user community may be interested and have appropriate expertise to contribute. The site uses an algorithm-based reputation and rating system to help people identify the most useful content and most helpful users. The idea is for the site to be easy for novices and experts alike, with a community made up of computer newbies to active techies.
