Dear all, Once again thank you very much for all your support! We in Ukraine are really impressed by all your words and decisions - we urgently need your help and support just now! I will do my best to participate in the joint GAC and ALAC session today. On Monday I participated in At-Large Leadership session under bombing alert and with problems with Internet (just now I also hear bombing alert). That is why I am writing to you beforehand about my point for AOB: 2019 year Russian legislation on sovereign Internet and rumours that Russia will disconnect itself from global Internet on 11 March 2022. (you can read more about this legislation here: https://www.hrw.org/news/2019/10/31/russia-new-law-expands-government-contr… ) Yes, I know that Russian representatives say that the news regarding the 11 March disconnection is fake, but they have said that all warnings from our Western partners on the Russian war against Ukraine are also fake. It's up to you: to believe them or not. >From my side I am sure that they will not disconnect - not because they do not want, but after the failure with their famous Era cryptophones in Ukraine ( https://www.datacenterdynamics.com/en/news/ukraine-russian-militarys-own-en… ) Nevertheless, 2019 legislation went into force, and I am not sure that ICANN and the worldwide Internet community are ready for ALL consequences. ICANN Allocates Emergency Financial Support for Continued Access to the Internet

https://www.icann.org/en/announcements/details/icann-allocates-emergency-fi… The Internet Corporation for Assigned Names and Numbers (ICANN) today announced a Board decision to allocate an initial sum of US$1 million to be used to provide financial assistance to support access to Internet infrastructure in emergency situations. "Over the past 10 days, we have watched events unfold in Ukraine and the surrounding region that are tragic and profoundly troubling," said ICANN Board Chair Maarten Botterman. "Our hearts go out to the millions of people who are suffering from the violence as well as the related consequences that are impacting their lives." The ICANN Board has directed ICANN President and Chief Executive Officer (CEO) Göran Marby to develop a process and disperse financial assistance to support the security, stability, and resiliency of the Internet's unique identifier systems, specifically to support mitigation measures where access to the Internet infrastructure is jeopardized by sudden, unexpected events beyond the control of the affected users. The ICANN Board expects that the distribution directed today will focus on support for maintaining Internet access for users within Ukraine. The Board also recognizes the value of providing this type of support on a longer-term basis and has directed the CEO to evaluate whether and how to instill this effort for future budget years. Botterman further explained the Board's rationale for its decision, "ICANN stands for a single, global, and interoperable Internet that serves all people around the world in exercising their fundamental human rights, including the human right to seek, receive, and impart information and ideas. It is through unimpeded access to the Internet and the free flow of information that people can gain knowledge and exposure to a diversity of viewpoints and information. This is especially critical when timely access to information and communication may be life-saving." This action is intended to have a positive impact on the security, stability, and resiliency of the domain name system as it will make funding available to maintain accessibility when operators or others might otherwise not have the resources to do so. The Board's action is within ICANN's mission as it directly supports ICANN's core role and is within the global public interest.

The mealy-mouthed opposition to Ukraine’s request to block .RU has exercised me so much that I called up Keith Teare to complain. Keith is a one-time candidate for ICANN CEO, a former board member of Minds + Machines, founder of Real Names and other companies, and a very smart guy with a good grasp of history and the internet. Keith doesn’t really agree with my position, so he suggested that we record a conversation and talk it out. To me, it turned out well (pardon my video quality. In my personal capacity, I endorse the statement in its entirety, particularly in relation to ensuring uninterrupted Internet access of individual end-users in times of political turmoil and in regions of conflict. I call on the ICANN Community and the ICANN Board to diligently stand by their roles as shepherds of the stability and resiliency of key internet resources. On the 24th of February 2022 the army of the Russian Federation engaged in a full-scale war against Ukraine and breached its territorial integrity, leading to casualties among both military staff and civilians. By proceeding to a so-called “military operation” aiming at “denazifying” and “demilitarizing” Ukraine under the pretext of its own national security, the Russian Federation breached numerous clauses of International Law. Russia’s invasion of Ukraine is a clear act of aggression and a manifest violation of Article 2.4 of the UN Charter, which prohibits the “use of force against the territorial integrity or political independence of any State”. Also Russia is using it's weapon to target civilian infrastructure such as residential apartments, kindergartens, hospitals etc., which is prohibited by the Article 51(3) of Additional Protocol I and Article 13(3) of Additional Protocol II to the Geneva Conventions. These atrocious crimes have been made possible mainly due to the Russian propaganda machinery using websites continuously spreading disinformation, hate speech, promoting violence and hiding the truth regarding the war in Ukraine. Ukrainian IT infrastructure has undergone numerous attacks from the Russian side impeding citizens’ and government’s ability to communicate. Moreover, it’s becoming clear that this aggression could spread much further around the globe as the Russian Federation puts the nuclear deterrent on “special alert” and threatens both Sweden and Finland with “military and political consequences” if these states join NATO. Such developments are unacceptable in the civilized, peaceful world, in the XXI century. Therefore, I’m strongly asking you to introduce the following list of sanctions targeting Russian Federation’s access to the Internet: Revoke, permanently or temporarily, the domains “.ru”, “.рф” and “.su”. This list is not exhaustive and may also include other domains issued in the Russian Federation. Contribute to the revoking for SSL certificates for the abovementioned domains. Shut down DNS root servers situated in the Russian Federation, namely: Saint Petersburg, RU (IPv4 199.7.83.42) Moscow, RU (IPv4 199.7.83.42, 3 instances) Apart from these measures, I will be sending a separate request to RIPE NCC asking to withdraw the right to use all IPv4 and IPv6 addresses by all Russian members of RIPE NCC (LIRs - Local Internet Registries), and to block the DNS root servers that it is operating. All of these measures will help users seek for reliable information in alternative domain zones, preventing propaganda and disinformation.
