Since my posting yesterday ( http://lauren.vortex.com/archive/000393.html ) expressing strong distaste for ICANN's plans to vastly expand the global top-level domain (gTLD) naming system, I've received some interesting analysis and reports from the current Paris ICANN meeting itself. They boil down to one inescapable and extremely unfortunate fact. ICANN has seemingly become dangerously beholden to moneyed interests, and pretty much everyone else now gets short shrift -- to the detriment of the Internet and its users at large. I don't even really blame ICANN's people and participants for this per se -- structural problems with ICANN, some reaching back to its essentially ad hoc creation in the first place (and arguably to the death of Internet pioneer Jon Postel) have essentially guaranteed this state of affairs. While there do appear to be attendees at the Paris meeting who are concerned broadly about DNS stability under the new ICANN plan, the vast bulk of attendees see the upcoming gTLD gold rush as yet another way to line their pockets with greenbacks and euros -- the vast majority of attendees are apparently registrars and registries (and their minions) -- they know which side their bread is buttered on. Priorities at the meeting were reportedly set in the ICANN version of the Twilight Zone. While long-winded (and palpably boring) monologues restating existing positions on squeezing money out of new gLTDs took most of an afternoon, truly important issues like IPv6 reportedly got barely five minutes. One correspondent expressed to me his belief that the complicated (and still incomplete in key respects) ICANN procedures would likely keep us from being flooded with millions of new gTLDs overnight -- but implied (and I agree with this part completely) that voluminous and expensive litigation by particularly aggressive and militant applicants could result in literally any outcomes, however bizarre and disruptive to the Internet and its users -- and the world at large -- those outcomes may be. I would add that this particular correspondent took a much more upbeat stance in a public posting on a major mailing list today -- leaving out most of the strong misgivings and concerns that they expressed to me in private e-mail. I don't care to speculate on the reasons for this discrepancy. I was also blamed indirectly for the problem. Participants in Paris who bemoaned the current state of affairs regarding ICANN apparently expressed some exasperation that interested parties (such as myself) -- who are concerned about the truly important Interent issues -- haven't actively participated in the ICANN process, attended the meetings, and otherwise tried to alter the existing ICANN trajectory into a sensible course. Outside of the fact that many persons -- including me -- don't have the resources to fly around the world to frequently exotic ICANN meeting locales (at this stage, paying for gas just to get around L.A. is a concern), there is another key factor at work. With truly the greatest of respect for ICANN's hard-working people, I still would suggest that many observers of ICANN feel that its structural processes are broken in ways that cannot be significantly influenced by persons with contrarian views vs. ICANN's existing modus operandi. Many of us believe that a dramatic change in "Internet governance" is long overdue, and that this cannot be accomplished within the existing structure of ICANN, despite ICANN's best efforts. Such a belief does not engender an obvious enthusiasm for spinning wheels and fighting battles whose outcomes are usually predetermined. However, I do have a few ideas for useful new gTLDs. How about: dot-shameful dot-ripoff dot-greed dot -- oh, you get the idea. All, I and our members fully agree with Laurens review here. It's clear that pending the GNSO review completion that some Constituency groups, namely the IPC and the BC are interested in gaining influence before users, the NCUC, and other thus far non represented groups in the GNSO of ICANN gain influence in the decision making process of ICANN. What worries me is as Lauren points out, that security concerns for users of all types and at all levels will be facing increasing attempted criminal scams, far more additional UCE/Spam ect., and that LEA's will be facing a far greater challenge accordingly. Izumi, Darlene and all, Sorry Izumi that you were so shabbily treated. Same for Darlene, all be in her case such was mostly of her own making. Never should anyone feel intimidated. Selective Censorship seemed to be prevelent at the below mentioned meeting. ALAC Review Workshop at Cairo?

I went to the small room meeting of Board Governance Committee Working Group on ALAC review this morning and offered some suggestions including the way they moderate the session so that many non-English native speakers in the audience could also participate easily. That was well accepted and I was asked to offer my intervention IF and when something wrong culturally happens. That happened, unfortunately, as the moderator kept asking questions only to the members of the podium, and arbitrarily started to nominate people to come and get on the podium. I waited for quite a while for him to start accepting open comments, but that did not happen. So I flagged, asked the moderator for me to say something, but then rejected. In the end I was given, and offered the suggestion, but all in all it was not accepted. In the large room and in that fashion, it is not inclusive nor constructive to let that to happen. But it gave me some other ideas - since it is the VERY review on ALAC, why not ALAC organize a workshop on our own? It could be a joint session with BGC WG on ALAC, in the way most constructive to all, including ALSs and RALO people, as well as with other ICANN constituencies, at our coming Cairo meeting. I was going to say this at our face-to-face meeting, but since Izumi introduced this, I will follow up. First, I need to make clear that this is NOT a statement about either of our candidates. I made the exact same statement last year when Wendy was the new contender. I too think that we need to consider this from two aspects: - the effectiveness of a Board member is at least partially dependant on his or her ability to get used to the dynamics of the Board and establish good working relationships with other Board members. That is not to say that I would advocate a Board-liaison-for-life - I don't but we need to give some time for things to gel, and I think that one year is simply not sufficient. - we need to consider how our actions look to other parts of ICANN. Most other Board members have moderately long longevity on the Board and changing our Liaison every year gives us an immature image. That being said at ANY time that we feel that our Liaison is simply not representing us effectively, we need to take swift action to either fix the problem or remove the person with due speed. Hopefully fixing the problem would be possible by suitable discussions and counselling. Dear All: In case it is helpful, here is a bit more information about the Public Forum of the ICANN Paris meeting a bit later today. Those who are not with us in Paris may participate remotely; full details are at: http://par.icann.org/en/wed25jun/public-forum The forum has been structured to provide short windows of structured time for individual topics, as in the running order below. The poll you will find on the agenda page listed above was used to help ensure that the most important subjects to the community were included. Since it is a discussion, the times will not be exact but there will be a proactive ending of discussion on a particular topic if it overruns. The named staff member assigned to lead that topic will provide a discussion slide for that topic. After a brief summary of relevant points related to the subject, the community will them be invited to ask questions.
