Planning for ICANN / LA Meeting (Oct 07).

Jacqueline posted a message to the ALAC internal list, asking that I take the lead in the LA planning - in collaboration with the LA planning sub-committee. Thus, in that capacity - i'd like to find out who on the ALAC and in the at-large community will be attending the meeting so that I can schedule sessions and/or meetings. So, if you are coming - I ask that you send me an email with your arrival information as well as any meetings and/or constituency sessions that you are interested in attending. I'll try to compile all the needs, and in consultation with Nick - devise a draft agenda for at-large & ALAC. regards Robert

Dear ALAC: Reuters is reporting that a large # of Russian Internet enthusiasts would like to petition ICANN to keep the .SU ccTLD. As these are - "users", that we are supposed to represent... well, what do we want to do? The U.S.-based body that oversees the World Wide Web's structure, ICANN, says the name is out of date and wants to kill it off. But thousands of Internet users still use the suffix -- in part for its nostalgia value -- and are fighting to save it. Though nearly 16 years have passed since the end of the Soviet Union, .su is increasingly popular with businesses, clubs and political groups and Russian lobbyists on Wednesday said they had started negotiations with ICANN to keep it. "We want to try and save it," Alexei Platonov, director of the independent Russian Institute of Public Networks, which promotes technology use, said at a news briefing. "First there is the community and secondly there is also the history of the domain name ... It's original and offers Web site names that other domains don't have any more," Platonov said. The .su domain name was assigned to the Soviet Union as its country code on September 19, 1990 at the start of the internet revolution. The Soviet Union ceased to exist 15 months later. The .ru domain assigned to Russia after the Soviet Union fell apart is by far the most popular domain name for Russians but people continue to register the .su the domain name. Figures released by the .su lobbyists show there are nearly 10,000 registered Web sites with the domain name and around 1,500 new ones have been added this year. ICANN, or Internet Corporation for Assigned Names and Numbers, say it is tackling the .su name as part of its drive to clean the internet of seemingly outdated domain names. Countries' domain names are designated according to an international list called ISO 3166-1 which holds two letter codes for every nation. As the Soviet Union is no longer on the list, the .su domain should be scrapped just as .cs died after Czechoslovakia split into the Czech republic and Slovakia in 1993, ICANN has said. After Zaire changed its name in 1997 to the Democratic Republic of the Congo, the .zr domain name was also scrapped. "In 1992 it (.su) was taken off the ISO list and since that day it has been at odds with the ISO standard," Kim Davies from ICANN told Reuters in a telephone interview from Los Angeles earlier this year. "Our primary aim is to maintain the stability of the internet." Russian .su lobbyists, who are independent from the government, pointed out though that other two letter country domain names not on the ISO 3166-1 list are being used. These include Britain's .uk for the United Kingdom which gained prominence over the list's .gb for Great Britain. But the Russian campaigners say there is no danger of an Internet Cold War breaking out over the issue. I took another whack. Other than fixing lots of typos, main changes are: - beginning clarifies that this is from the RAA WG - added the beneficiary language bullet from Bret - removed transfer timeout language, since it already does that - added a few words to acknowledge things ICANN already (at least in theory) does I didn't reinstate the WHOIS privacy stuff since I saw only one comment asking for it. But the section on resellers does say that registrars should have contracts that pass through all registrant responsibilities, which covers the most important point, I think. Complaint Resolution PDP Requested

Cheryl, Thank you for your comments on the work of the RAA WG. >From the point of view of the registrant community, there is little satisfaction to be gained from ICANN's current policy regarding registrant/registrar disputes. A registrant after experiencing serious issues with his registrar will often write to ICANN (not knowing that ICANN will do little more than forward his correspondence back to the registrar). This is not the best way foward. Candidly, ICANN and the registrant community need a Uniform Complaint Resolution Policy along the lines of the auDa model. My proposal: Have the ALAC put forward a formal PDP request to the GNSO so that a complaint resolution policy may be crafted. In conjunction with this initiative, the ALAC can (1)organize a workshop on this topic with auDa representatives, registrars, ICANN Staff and public interest advocates among the panelists; and (2) commence a fact-finding effort examining other complaint resolution models in the ccTLD world and elsewhere; and (3) formalize recommendations that may aid the GNSO policy development process. regards, Danny ____________________________________________________________________________________ Luggage? Thank Adam for volunteering for the ALAC liaison to ccNSO. ALAC has not yet finalized the list of items to be discussed in LA including the ccNSO liaison matter, but I am sure we will, since our current Liaison, Siavash, will have to step down from ALAC member selected by Nomcom at the conclusion of the coming AGM in LA. And also all liaisons' term finishes at the conclusion of AGM. Now, ALAC is also finalizing the proposed Rules of Procedure in which all liaison selection process is (re)defined. [WHOIS] Public comments once again sought

There's another call for public comments on WHOIS, <http://icann.org/announcements/announcement-2-14sep07.htm>. While previous comments have met with resounding silence and lack of follow-up or recognition, ALAC might want to share the opportunity for comment with at-large participants. More significantly, now that the Working Group has officially concluded and turned its report over to the GNSO Council, ALAC should consider providing public perspectives to the GNSO Council and ultimately the Board. I would (personally) recommend that ALAC support allowing domain name registrants to designate an Operational Point of Contact to be listed in the WHOIS record for their domains -- I don't think that reduces accountability, but increases contactability. IGF workshop on IPv4-v6 possible speaker/input?

Hi, I am working on coordinating the IGF workshop on IPv4v6, most likely to be titled as: "From IPv4 to IPv6: Challenges and Opportunities" with other parties. The list of speakers should be finalized and sent to the IGF secretarait by Sep 22, Saturday! I cannot promise, but there is a slight possibiity to add a speaker from the civil society /ALAC/ALSes, and I wonder if any of you are going to Rio, and have high qulaification on this issue from public interest/end user perspectives. Very frankly, I think I can do that and was asked today to be the speaker (I was thinking to be one of the moderators). But want to make sure we have the right speaker. And , if you have any opinion or "input" even you are not the speaker, I can covey that collectively. We also need to move on to the LA workshop. izumi
