Can individuals participate as equal members of RALOs?

A question: For each region that is constructing or has constructed a RALO, can unaffiliated individuals participate on an equal footing with ALS-affiliated individuals? I'm concerned that the layering of structures not disenfranchise individuals even further than they already are, but rather attempt to provide them with more channels for direct input into ICANN. Can people in other regions help me to answer the factual question whether this is happening? My understanding of LACRALO is that individuals can participate only partially, not serve as officers or vote on RALO business. Not sure what you mean there - you mean the Lisbon agenda? If that is what you mean, that will happen - I have provided information for the Lisbon schedule to the conferences team so it should appear shortly. On the teleconference on the 6th ALAC will decide what to talk about at the two scheduled meetings of the committee, and then that will be on the calendar as well. We could not complete the selection of new ALAC members and officers, but agreed with the selection schedule, including the nomination starting shortly, for a week, etc. The official announcment should come any time soon together with the minutes of our meeting. As one of "interim" members of ALAC together with Ms. Hong Xue from AP region, I personally feel greatful to all the support and active involvement of all ALS members here in our region, as well as staff support, and also all the friendly advices and suport from larger ALAC friends in other regions and othe ICANN community memebrs. Nom-com designated Siavash did the great job of charing the session of the entire day. Special thanks to Siavash! To the extent that the effort involves purely coordination, I can help with that - chasing people for contributions etc. The development of the draft text is, I would submit, perhaps best done in the first instance by those in ALAC familiar with the issues in question, and only by the staff in the case that nobody has the time to do this work (though, perhaps, as these first drafts are just that - drafts - and completely subject to amendment, perhaps in some ways it is less important who is the first drafter... I have put a first-draft of an Agenda together for the ALAC teleconference on the ALAC Working Wiki. Communications from the public; registrar data escrow

A couple questions. Is anyone monitoring <http://forum.icann.org/alac-forum/> ? We should have a way for the ordinary Internet user to get in touch with ALAC, and through us, ICANN (as if we can get in touch with ICANN), but I thought we had closed this forum due to spam. It seems still to be alive, and collecting several dozen complaints about RegisterFly, for one. Can we establish better means of getting public input??? 1.1 - Do we want to say something about ICANN's failure to demand data escrow, as the general public had thought was provided for in the RAA (3.6)?
