I don't buy the argument about the healing touch of the free market. I think that there should be criteria and that they should be liberal rather than restrictive, based on "we approve it unless it does more harm than good". But I don't think that, say, if someone applies for ".sucks", you should approve it only based on technical considerations - what if it had a policy that only trademark owners could register under it, so only Microsoft could have microsoft.sucks and any variation of it? Is that what you'd want from such a TLD? I would suggest replacing "since all indications are that" with "if", as we didn't do the evaluation and we're not entitled to do it. I would also strike "technical", as the criteria that ICANN established for this gTLD round are (AFAIK) not only technical. (I've not made my mind up on whether .xxx should be approved; until now, it seems to me that it'd do little good and some harm, so the only reason for approving it would be to prove the point that we need to be liberal on this matter, even if this means harming ourselves with our liberality. On the other hand, I'm not too comfortable in approving anything, generally speaking, as long as you can't manage to address the opposition of those who are not convinced yet, especially if this includes countries like Brazil and Sweden, and even the supposed users of this new TLD, ie adult webmasters. Suggested statement, the top part of which garnered approval on at least one of our numerous lists. ICANN should not be in the business of evaluating strings, period. It should publish technical criteria and minimally evaluate whether a registry fulfills those. Since all indications are that .xxx fulfils any technical criteria that ICANN has established, ICANN should promptly approve that agreement. All, please pardon me for my insistence on deliverables, but I reiterate my request: do we want to state a formal position on the new proposed .xxx contract? The public comment period expires in two days (see http://www.icann.org/announcements/announcement-05jan07.htm ) - of course we can be slightly late as usual, but if we want to say anything, this is the moment. Otherwise, I will convey feelings informally and as a range of opinions by individual ALAC members, but it's not the same thing. If we want to make a statement, someone should volunteer to put together a first draft asap, by gathering the opinions that were posted (sorry for not doing that myself, I'm traveling and will barely make it to the conf call). All, I have received quite an interesting study by CECUA, though on a non-ICANN-related matter - I am attaching it FYI. You might remember that CECUA wanted to join the At Large since the very beginning, but we never found a way to let them in, given that they are an umbrella organization that has other user groups as members (Nick - Denise knows the story from the staff side). We should try to understand whether this could somewhat change once the EURALO is formed, or how we could allow them to participate in our work. Ciao, -- vb. [ALAC] At-Large Community Google Calendar for Lisbon

Dear All: In order to try and make it easier to follow what events are associated with the community at the Lisbon International ICANN meeting, I've created a Google calendar. it is publicly viewable so everyone should be able to subscribe to it. We then just have to add in those who can revise it as the various At-Large regional events at the Lisbon meeting get planned. Hi Nick, It looks to be a great idea. However, if the mails from other ALSs could be clearly differentiated in order to avoid confusing it with the regional emails, it would be great. That could be done either by having a specific insertion in the subject or a separate email id for such mails. I guess that way we all would also be able to discuss any international issues at regional/internal level before presenting our view to other committees, if we wish to contribute on an issue which has international ramifications. At the moment, the flow of emails is one-way - from the ALAC list to the regional lists - and replies sent to the ALAC list don't go through, and the ALAC list currently allows for the committee members to post, but all other subscribers are moderated, making the ALAC list sort-of a fishbowl. We can of course change any of these arrangements if that is the community's wish and have the ALAC become a 'global conversation' with the committee, with the -Announce lists reserved for announcements. Each region's -Discuss list is unchanged and remains devoted to regional discussions. All, as you might have noticed, .xxx is coming up again, and is under discussion in the community and in the Board. I see more or less two positions - one says that .xxx would just be a "money printing machine" for ICM (the registry), and most registrations would just be defensive ones, to prevent your name from being associated to adult content, so it's better not to create it; the other one says that ICANN should just create TLDs and let the market determine whether they are successful or not, so let's create it. In addition, we know that many governments will be very upset if .xxx is created, partly for moral reasons, partly for the risk that their countries and places are associated with porn; on the other hand, I could imagine that ICM would sue ICANN if it doesn't get the domain. As a committee, do we have an opinion? I would recommend that we release a brief statement on the matter in the next couple of weeks, so that I can bring it to the Board. -- vb.
