One of ICANN's most important jobs is to provide information on its processes. To that end, we have a series of publications, systems and websites to elicit input and comment from the Internet community. But is it enough? Are we providing sufficient information? Is it in the right format or on the right topics? Are you using the various means of interacting with ICANN? If not, why not? What can we do to improve? We have set up a quick and easy six-question online survey to find out from you what you want. It will take less than five minutes, but we will use it to help decide the future course of providing information about ICANN and its processes. Meeting Outcomes: August Teleconference

Colleagues, We had a relatively good turnout at last week's (August 28th) Teleconference, and I hope those that could not make it are able to join the next one. The monthly teleconference is for our collective benefit and serves as a regular forum to discuss issues of importance. Meeting notes were taken by ISOC HK and will be posted on the APRALO site in due course (Edmon will advise). The meeting recording is not yet on the APRALO site (Nick will advise availability). These will be available at https://st.icann.org/asiapac/index.cgi?28_august_2007 (as is the agenda). I would like to very briefly relay to you the major outcomes of the meeting and welcome your comments on the same. 1. APTLD IDN Fast-track Proposal: Keith Davidson (on behalf of APTLD) summarised the rationale behind their proposal. The general consensus at the teleconference was that APRALO should support the APTLD proposal, based on the fact that the AP region is likely the region with the greatest need for an IDN solution. As such, the following motion was put forth: 'That APRALO support the "very limited and controlled approach" for an allocation of ccTLD IDN's, as proposed by the APTLD, for a FastTrack allocation of ccTLD IDN's, while ICANN goes through their more extensive Policy Development Process; and to vocally show this support at the ICANN meeting in LA.' Proposed: Cheryl Langdon-Orr Seconded: Gary Soo I welcome comments on this motion. The comment period is 10 days, after which a vote will be setup for APRALO's endorsement of this motion. The APTLD statement is available at https://st.icann.org/asiapac/index.cgi?28_august_2007 Comment Period Start: 9 September 2007 Comment Period End: 19 September 2300GMT Voting Period Start: 20 September 2007 End: 25 September 2007 2359GMT 2. APRALO 2008 Physical Meetings: One meeting at ICANN Asia Pacific Meeting. Second meeting proposed during IGF 2008 in Delhi. APRALO and APTLD are currently in the process of seeking mutual grounds of engagement and collaboration (APRALO has a Working Group to this effect). APTLD (through Don Hollander, General Manager) has indicated to me that they will likely hold a regular meeting during IGF 2008 and suggested it would be an opportune time to stage a joint APRALO/APTLD meeting. This concept met with general approval at the Teleconference. I welcome comments on this idea of holding an APRALO meeting during IGF 2008 with reference to the fact that APRALO is meant to represent the User community, and IGF Delhi will represent an ideal opportunity for outreach, networking and collaboration. A motion to hold this meeting will be proposed at the September Teleconference. 3. Working Group Updates Budget and Projects: John Fung has indicated to me he will have some feedback as per the timeline set (October 2007). Nirmol (ISVK) has joined this WG. APRALO-APTLD Collaboration: Christopher and Edmon are actively working on this. APTLD Bangkok Meeting: Edmon (ISOC-HK) has indicated he will attend this meeting and represent APRALO during a Panel Discussion. This is in response to APTLD's request. I was also invited to present at the August APTLD Meeting in Honiara on APRALO and its function. I will make my presentation available on the APRALO web site (perhaps in a new section I will create called "Resources") Outreach: Support for APNG Camp - Cheryl indicated there was some communication breakdown in the proposal to support this year's camp, coupled with time constraints. However it is APRALO's intention to support the APNG initiative and it is hoped that the request and proposal for next year's camp can be addressed in a timely manner. 4. Issues Working Groups: Volunteers are required for several issues under consideration within ALAC. These are: Assembly-wg ALS Summit Idn-wg Idn-wg Policy Discussion IPv6-WG IPv4 - IPv6 Migration issues Working Group RAA-WG RAA Working Group Whois-wg Whois-wg Policy Discussion Volunteers are required to work with these ALAC WGs to represent APRALO interests. Please indicate your ALS' interest. If I do not get sufficient feedback, I will put ALS names in a hat and pick for each WG as above. 5. Your comments are also invited on collaborative mechanisms for Working Groups. Dear At-large Community, At San Juan Meeting, the ICANN Board requests that that the ICANN community including the ALAC provide the Board with responses to the published list of issues and questions that need to be addressed in order to move forward with IDN ccTLDs associated with the ISO 3166-1 two-letter codes in a manner that ensures the continued security and stability of the Internet. The Board requests status reports regarding progress by the conclusion of the ICANN meeting in Los Angeles in October 2007. The ALAC IDN Working Group, which was set up in May 2007 and charied by Hong Xue, commenced drafting the status report from July 2007 and sent out the first draft to the regional lists for public comments from August 2007. For the Working Group working plan, please refer to https://st.icann.org/alac/index.cgi?alac_idn_working_group. Now, the Working Group has completed the second draft and is expecting your comments or revisions. Colleagues, FYI, I have relayed the APRALO position to the group currently engaged in working on the Summit idea. This position is generally the same one we agreed to in Bali during our MOU deliberations, as well as at the Hong Meeting in July and the most recent Teleconference. The gist of it is that APRALO will meet at the ICANN Asia Pacific meeting, and if there is to be a general summit at Paris 2008, then as long as this is an extra-budgetary allocation (and the money can be found), its fine with us, but we will not forsake the ICANN Asia Pacific meeting for the Summit, as Asia Pacific is our region and an in-region meeting is where we achieve the most from all perspectives. We have already lost the October 2007 Asia Pacific meeting and I (as well others within APRALO) do not wish to see us miss the February 2008 one as well. Communication to the Board: At-Large Structure Applications Handling

Dear ALAC and community members: As decided by the ALAC in their meeting on 10th August 2007, as a consequence of decisions taken by the ALAC in their meetings in San Juan, the Board of ICANN is to be formally requested to acknowledge certain changes to the way in which ALS applications are to be handled, and to acknowledge the written guidelines established by the Committee which replace a previously unwritten understanding between committee members of how to interpret the Minimum Criteria and Bylaw requirements related to ALS Applications. In my view, these changes are an important landmark in the development of the community, providing amongst many other benefits and features: * A truly bottom-up-driven applications review process - where the existing ALS community in the region new applicants are from are able to provide advice to the ALAC about applicants; * A standard and open way to evaluate applications which is in conformity with the RALO MoUs (the previous process, since it predated the RALOs' formation, was not); * A flexible system which allows much larger volumes of applications to be handled without an overly burdensome load on volunteer time and energy being required to process them; * A process and guidelines that learn from the more than 100 previous applications and which should ensure that questions about specific aspects of applications are raised and answered earlier in the cycle of applications management; * Utilising a new and online interface, the applications handling process will be transferred into a forms-based database environment which will make review of applications easier on all parties - especially the volunteer community. Having thought long and hard about it the last few days, I have decided to withdraw from candidacy for the Nominating Committee and I hereby notify you to that effect. I will also inform my ALAC colleagues in due time that I do not wish to be considered for the position. I put up my name partly because I knew how hard it was in the past to find someone for the job, partly because I thought I had the over-all necessary qualifications, and also because it was a way of keeping in touch with ICANN. Now that I see enthusiasm for the position among newcomers, I should step aside and let new blood get into the system. I wish to thank all specially Cheryl and Bilal for their support. With the recent discussions of IDN implementation and the fact that we represent a proportion of the world that have plethora of various languages, i thought some of you may be interested in what Maori are proposing in NZ. We are asking for a bilingual DNS for .nz . I imagine that there will be other cultures doing the same thing in the future.
