Since San Juan, the ccNSO Council has undertaken a considerable program of work to determine the best way to respond to the Boards request. Overall approach At a meeting on 12 September 2007, in accordance with ICANN bylaws, the ccNSO Council requested an Issue Report be prepared to establish whether the ccNSO should launch a PDP to develop the policy for the selection and delegation of IDN ccTLDs associated with the ISO 3166-1 two letter codes. In preparing the Issue Report the Issue Manager (Bart Boswinkel) should take into account the joint ccNSO GAC Issues Paper, the technical limitations and requirements, and any other matters that the Issues Manager considers to be of relevance. The Issues Report is the first step in the process of launching ccPDP and at large input will be sought throughout the preparation of the Report. Should a ccPDP be launched following the Issues Report, the ccNSO will seek to work closely with the at large community. Interim approach The ccNSO Council agreed that the first step in considering an interim approach should be to determine the extent of the pressing need claimed by some in the community. On 5 October 2007 I sent a letter to all ccTLD managers seeking answers to three questions. I anticipate that the responses to this letter will provide guidance as to whether an interim fast-track approach to enable the introduction of a limited number of IDN ccTLDs is a desirable and necessary step. As there is no pre-defined process to deal with such an interim approach, the ccNSO has released two discussion documents (attached) regarding a possible interim approach to IDN ccTLDs. The Designing an Interim Approach document considers how an interim approach could be managed and canvasses time lines. The Charter IDNC document is a first draft of what the charter for an interim approach committee might look like. The principle of having an interim approach, the results of my letter to ccTLD managers, and these two documents will be discussed by the ccNSO in Los Angeles. As you will appreciate there is some urgency to resolve the issue of an interim approach and this is why the ccNSO is working to a tight schedule. New Community input into IGD processes web site.

Following is some information about a new web site to facilitate Community input into IGF processes, that some of you may have an interest in contributing to. Firstly let me apologise for the cross posting between lists but it is important IMO that information such as this gets out to the Regional Lists as well as the public At-Large list subscribers. This information was recently posted to the ISOC Public Policy list as well, so some of you no doubt are already aware of this new initiative, but I have been requested by Jeremy Malcolm to assist my spreading the word and encouraging participation from the widest possible audience ( so feel free to pass it on) into this new and important initiative. Cheryl Langdon-Orr (CLO) <SNIP> from email previously sent to : plenary(a)intgovforum.org, governance(a)lists.cpsr.org , memberpubpol(a)elists.isoc.org on 19th October 2007. A new Web site for the IGF community has just been launched at http://igf-online.net/ by the Online Collaboration Dynamic Coalition (ODCD), a bottom-up multi-stakeholder working group of the IGF. The new site already hosts a number of useful resources including a community blog, wiki, calendar, chat and needs feeds, most of which were selected for their capacity to support multilingual usage. It also features a specially-designed menu running along the top of most pages of the site, that links in external Web sites including the Secretariat's official Web site and that of the Rio hosts. This new site for the Rio meeting and beyond supersedes last year's site (which, beset by hosting troubles, is currently inaccessible), and thanks to a sponsor's generosity now provides the IGF community with a dedicated server on which a large variety of online tools can be hosted without the limitations of a standard Web hosting service. Members of the IGF community, including dynamic coalitions, are encouraged to begin using the new site now. By registering (or logging in with your existing OpenID) you can begin posting on the community blog, adding events to the calendar, and entering information on the wiki. Hosting of other content will be accommodated on request. Volunteers are needed to help with translating the site's content into other languages, designing a complementary set of themes, and spreading the word. Some issues with displaying IDNs

There is a nice article by Kim Davies on some of the current difficulties with displaying IDNs. Well worth a read (particularly if you, like me, can read one of the scripts being deployed): ------ Earlier this week, we inserted <http://www.circleid.com/posts/icann_sample_internationalized_domain_test/> eleven new top-level domains in the DNS root zone. These represent the term "test" translated into ten languages, in ten different scripts (Chinese is represented in two different scripts, and Arabic script is used by two different languages). This blog post is not about that. (If you're interested about it, read our report on the delegations <http://www.iana.org/reports/testetal-report-01aug07.htm>.) What I would like to talk about is some of the difficulties we face today in expressing scripts in a consistent way over the Internet. The fact is, whilst we are at the best time in history for having computers represent many different languages clearly and consistently, we are still a long way from the level of support needed to give us strong confidence that people can always see what we intend them to see. Danny I'm not sure what the purpose is of the roll call below actually is as that is a 'simple list of ALAC Members' and I understand that a main aim of the WG would be to illicit comment from the At-Large Community... Otherwise it would be a matter of gaining *ALAC member only views* in one of our regular meetings. It appears your measure is based upon traffic to the GNSO- Liaison list and the public one (where this message seems to have gone)... Since the call for the WG went out, and yes it is a tight time frame (which may or may not result in as much input as many of us might hope)... I'd like therefore to point out just few small things that do have I believe some relevance, to what I can only assume is implied criticism of the ALAC:- Alan Greenberg - is the ALAC GNSO liaison so it is literally 'his list' this work is being done on. Do you expect him to respond or reply to each point made by each party throughout the whole process in some form of metric measure? OR as I have assumed, and I suspect many of my fellow ALAC Members have as well, that as GNSO Liaison his role will be to take the lead on preparation of consensus outcomes from the WG process AND to take the lead on this activity on behalf of the ALAC as a whole? Alan, you may wish to clarify your expectations regarding this issue as well. Many ALAC Members will already BE subscribers to this list any way... I know I was but I did take the time to let ALAN know after the call to form the WG and use this list, that I was interested specifically in contributing to the outcomes of the WG process and what I had done THAT DAY to start outreach into my ALS regarding this important issue. Which includes having our ED bring to the WG a consensus view she is having developed by ISOC-AU, when that has happened THEN it will come into this space and the APRALO list... I will be taking the opportunity to input my personal comments into those processes, as this WG needs to develop a Macro view on behalf of At-Large, not be lead in any direction by a few wordy (as I often am) and outspoken people. And we should remember that we are in the EARLY stages of At-Large input processing, comment deadline is set in the time line for the 22nd of October, and in my experience people often work *to* a deadline. Also most ALS's and Internet users will take some considerable amount of the short time allocated, in this process just getting themselves informed and *then* they will (if they can) formulate a response... We must remember we in the ALAC, and the respondents to this WG so far, already have informed opinions and commentaries virtually 'ready to go' on this topic, and/or these issues are part of our core activity of interests. That is NOT the case for all in At-Large and the ALS's in particular. Further we should remember that in some of our ALS's and RALO's no comment does *not mean NO interest* rather it means No major disagreement with what has been said so far. And again we are a way off from final draft time (even in the proposed time course) so minor points and alterations will not come out until then. At this stage we can only hope that general consensus opinion is being built and cross checked. Also you should not expect a plethora of "me to- I say what they said" responses at least from the Asia Pacific Region, it is just not done that way in our region. However it is no doubt important to make timely reminders of the URGENT need for input into this fast tracked process. So to that end I have copied this response to your message to both my RALO and my ALS - where we can only trust the important first stage work is being done (since they had their attention called to it over the weekend) - and wait to see what is posted to the list by the 22nd of October. New gTLDs Working Group Formation

Dear At Large The Generic Names Supporting Organization (GNSO) has released a summary of the report on the Introduction of new top level domains for the At-Large community's consideration and use at the GNSO's New gTLD Workshop at the ICANN Los Angeles meeting on Monday, 29 October 2007. This document is meant to provide a concise and easy to read summary of the key elements of the Report, and is organized to correspond with the Workshop sessions. At-Large participants (such as the TTCS) are encouraged to consider the summary, and the Report, and submit questions in advance that they would like the Workshop panelists to address on the 29th. The At Large is creating a short term working group to discuss and generate comments for input into the process and transmission to the Board of ICANN. The Working Group will work via a mailing list, and interested persons can subscribe to this list at http://atlarge-lists.icann.org/mailman/listinfo/gnso-liaison_atlarge-lists.i cann.org The timeframe for the working group is short, with a deadline of October 25th. A suggested work plan drawn up by a member of the WG is below. You can see that the work will be intense, but it is very important. 1) Timeframe of ad-hoc WG: ends on Thursday 25 Oct. My Internet" wiki pages with the launch of the IDN evaluation with T-Shirts displaying example.test in the 11 languages. MARINA DEL REY, Calif.: Internet users around the globe can now experiment with their name in their language on their Internet with today’s launch of the Internet Corporation for Assigned Names and Numbers live testing of Internationalized Domain Names in 11 languages. “This is one of the most exciting times yet in the development of IDNs,” said Dr Paul Twomey, ICANN’s President and CEO. “Internet users who speak the 11 languages of the test can play a key role in testing how IDNs operate, and help us move toward full implementation for all the languages of the world.” Internet users around the globe can now to access wiki pages with the domain name example.test in the 11 test languages -- Arabic, Persian, Chinese (simplified and traditional), Russian, Hindi, Greek, Korean, Yiddish, Japanese and Tamil. The wikis will allow Internet users to establish their own subpages with their own names in their own language -- one suggestion is: example.test/yourname. ICANN has also put a video explaining the evaluation process on YouTube, and available on the ICANN website. The wiki pages can be accessed by typing example.test in the characters of one of the 11 languages, or by going to http:// idn.icann.org. “These wikipages are key to the test. We want to know how the URL displays in the Internet browser, if it works when you cut and paste it into the body of an email to a friend, and how all of this impacts the root zone,” Dr Twomey added. The 11 evaluation wikis will remain online until IDNs are fully implemented and the first top-level domain is introduced in the evaluation language. The full introduction of IDNs will mean that people can write the whole of a domain name in the characters used to write their own language. Presently you can only use these characters before the dot, so .com, .net, .org and the like can only be written in characters from basic Latin. Meeting Outcomes - September Teleconference

Colleagues, I would like to share with you the outcomes of the 25 September 2007 APRALO Teleconference. Teleconference details are available at https://st.icann.org/asiapac/index.cgi?25_september_2007 1. It appears that Delhi may be the location of the February 2008 meeting. Note this is currently unofficial and could not be confirmed by ICANN staff. A concern raised at the teleconference was the lack of engagement/co-ordination with the AP community (w.r.t. at least APRALO in this instance) on the AP meeting location. Your comments are invited on this issue and where/how APRALO should fit in the planning process of an ICANN meeting in the region (and whether we actually have/should have any role in this). 2. APTLD 'Fast Track' for IDN's in ccTLD's - this has been circulated to APRALO from previous meetings. No negative comments/feedback have been received and the following resolution has been adopted:/ That APRALO support the "very limited and controlled approach"; for an allocation of ccTLD IDN's, as proposed by the APTLD, for a FastTrack allocation of ccTLD IDN's, while ICANN goes through their more extensive Policy DevelopmentProcess; and to vocally show this support at the ICANN meeting LA.' APRALO needs to finalise its submission and a call for submissions will be circulated shortly. 4. In light of the February 2008 ICANN meeting being held in the AP region, an APRALO WG will be setup to plan/maximise opportunities at this meeting. 6. There has been a request to move the monthly Teleconference time from 0600 GMT to 0500 GMT. This will allow some members a better chance of joining the teleconference. The teleconference attendees supported the change. Community comments are requested on this change. 7. APRALO was scheduled to meet twice next year. Once at the ICANN February meeting and again at the IGF, which is being held in-region and presents outstanding opportunities to meet some of our outreach activities. If the ICANN February meeting is held in Delhi, this does mean meeting twice in Delhi (February and November). APRICOT will be held in February in Taiwan shortly after the ICANN meeting so meeting at APRICOT will not be appropriate. There does not appear to be any other major meeting in the region that would be suitable for outreach efforts matching the opportunities IGF presents. As well, APTLD has suggested a joint APRALO-APTLD meeting at IGF. The teleconference attendees felt that meeting again in Delhi during IGF still presents the best option.
