With regard to the current ALAC meeting, and the Proposed Guide to At-Large Structures Application evaluation, I have some concerns. 1) This document lacks any real substance or clarity in the area of what is desired of future ALSs. 2) There is no substantial improvement over the previous version. 3) There has not been substantial deliberation over the issues, rather issues are glossed over and accepted or changed as insignificantly as they have been proposed. 4) Too much time has been spent on procedural issues that could have been better focused on substance. I am not trying to stand in the way of progress, rather I am convinced that not much progress has been made in the way of making a reformed application process of new ALSs. In preparing for future issues such as this, I would suggest more time and energy be used for making a quality document and clear up issues related to these documents. Unfortunately there has been so much going on that some things fall through the cracks. I'm afraid that this document is one which has been neglected. -Randy Glass A@L

Dear Alan, yes the problem has been discussed on an even simpler basis - not only even concerning the use of different languages. In case of NYC an alternative application could well be .newyork - so that woud mean it is up to the applicant to also apply for another version of TLD (or someone else could apply). Concerning our ALAC statement to present this afternoon could you pick up what, Jaqueline put it already in her slides (unfortunately not shown): We would like to stress that Geo/City TLDs provide a great opportunity for users. More choice, Identification with the region/city. They offer good opportunities for local business. Part of what has to be considered are the rights of governments to register governmental domains - (apart from Trademark issues). A local geographical and unrestricted (!) domain is a very useful addition to the existing TLDs for the users. Dear AtLarge community guys, especially for those who have been in San Juan at ICANN meeting. It's been a real busy week for all of us, and quite exhausted now, for everyone, I assume. I thank you guys all for your hard and warm work and socilaizing. We faced many challenges, opprotunities, funs and bles, but all in all I think we did a reasonable job. I hope we could improve the function of ALS/RALO/ALAC as much as possible, and make more impacts within ICANN commnity, which is starting to recognize the new AtLarge, for the coming months and especially at the next LA meeting. I proposed to create a new working group, Working Group on IPv4 depletion and v6 migration, and hope to organize a workshop on this subject with other constituencies at the LA ICANN meeting. For those who are interested, please drop me an e-mail. Mailing list should start sometime soon, so does wiki space. Creation of Election Rules Working Group

An ad hoc ALAC Election Rules Working Group has been created to help define the election rules for selecting the Board liaison. The working group is seeking input , specifically a text for a recommended procedure. If not, The candidate with fewest #1 votes is dropped from the list and his/ her next (#2) votes are allocated to the remaining candidates; The process continues until one candidate has a simple majority of the votes. Resolutions from today's Board meeting

All, below you can find some of the resolutions that were just passed by the Board. Specifically, there is further work for us to do - we are now being explicitly asked: - to send proposals for RAA revisions (actually, I had it broadened to "related policies" and the accreditation process as well), and to comment again on the draft proposal of the new contract; - to elaborate on answers to the ccNSO/GAC questions on ccTLD IDNs. Both things weren't in the initial drafts, and I suggest that you read the transcript of the discussion on the resolution on RAA revisions, including the discussion on our proposed amendment, to understand the resistence by some constituencies that you have to work with. I'd be happy to do a deeper debriefing with behind-the-scenes details to the people who are here (we used to have debriefing ALAC meetings at Friday lunch / early afternoon years ago, I think we should start again). Ciao, ===== Regional At-Large Organization for North America Whereas, the ICANN Bylaws, Article XI, Section 2, Part 4, provide a process that allows individual Internet users to participate meaningfully in the work of ICANN, as the community known as ‘At-Large’, and; Whereas, groups representing individual internet users throughout the North American (“NA”) Geographic Region have finalised work on organising themselves as a Regional At-Large Organisation (“RALO”) by creating a Memorandum of Understanding between themselves and ICANN, and; Whereas, the Parties to the MoU signed it at a public ceremony at the San Juan ICANN meeting, the execution of the agreement on ICANN’s part contingent upon final approval by the ICANN Board following completion of the public comment period, and; Whereas, the ICANN Board wishes to recognise and applaud the North American At-Large community in question and the achievement of this milestone; Whereas, the Board wishes to recognise with the signing of this Memorandum of Understanding and the election of two North American members of the At-Large Advisory Committee, the ALAC is no longer ‘Interim’, and the whole At-Large community is to be congratulated on an enormous amount of work; Resolved (07.___), the Board ratifies the Memorandum of Understanding with the North American At-Large Structures, on the same basis under which it was signed. Consultation on Registrar Accreditation Agreement Amendments Whereas, ICANN has received considerable comment and recommendations from registrants and others in the Internet community for improvements in ICANN contracts in order to protect the interests of registrants. Whereas, ICANN posted several recommendations in a call for major review of ICANN’s Registrar Accreditation Agreements (RAA) and the accreditation process. Whereas, community comment received since the posting tends to affirm those same areas as important and ICANN has published specific areas for amendment. Whereas, ICANN Board and staff have met with the Registrars Constituency to discuss specific recommended changes to the RAA and agreed to continue discussions to expedite the publication and consideration of proposed amendments. Whereas, it is important to implement amendments in a timely manner to avoid future harm to registrants. Resolved (07.__), the Board directs staff to solicit and consider the input of the Internet community, including the At-Large community and the GNSO constituencies, regarding proposed changes to the RAA, registrar accreditation process, and related policies. Resolved (07.__), the Board requests that staff engage with the Registrars Constituency in order to arrive at, and post for public comment, a set of proposed amendments or alternative version to the RAA, that is intended to address to the extent feasible the concerns raised by the Internet community. Resolved (07.___), that when the RAA is published for public comment, that notice be provided to allow the At-Large Advisory Committee, the GNSO, and other interested parties to review the proposed revised RAA and provide advice to the Board in its review and possible adoption of the amended or alternative RAA, and consideration of the related processes and policies. Acknowledgement of Technical Progress on IDNs Whereas, the Board expresses its gratitude to the volunteers in the technical community, including the IETF, IAB, RSSAC, and SSAC for their work related to the deployment of IDNs. Whereas, the Board recognizes the important work being done on the revision of the IDNA protocol that provides the framework for what characters can be used when registering domain names, as well as the successful results in the laboratory test conducted by Autonomica. Whereas, ICANN is preparing the near-term release of a publicly accessible facility for the evaluation of at least eleven IDN TLDs that will be provisionally entered into the root zone of the DNS and that will include second-level domains in the same languages as the TLDs, all for evaluation purpose only. Whereas, the Board recognizes that this is a significant step towards the stable deployment of IDNs. Whereas, the SSAC has undertaken a technical study to analyze stability and security issues associated with the deployment of IDNs TLDs. Whereas, the TLD registries working group has recently released IDN Guidelines revisions, and plans to continue this effort as further details of the IDNA protocol revision is being completed. Whereas, the ICANN Board remains committed to the development and deployment of IDNs that enable people who communicate and want to use domain names with characters other than a through z and zero through nine, and at the same time benefit from the promise of a single interoperable Internet. Resolved (07.___), the ICANN Board acknowledges the work performed by the members of the community working on this important topic and urges this work to continue to move forward in a manner that emphasizes the security and stability of the Internet. Resolved (07.___), the ICANN Board respectfully requests that technical volunteers continue to work closely together to complete their work revising the IDNA protocol and identifying technical requirements for IDN registrations to guide the policy making community. Resolved (07. ___), the ICANN Board requests staff to consider the resulting technical recommendations as essential for the introduction of IDN at the top-level in a manner that ensures the continued security and stability of the Internet. Acknowledgement of Policy Progress on IDNs Whereas, the Board expresses its gratitude to the ICANN community, including the GNSO, ccNSO, GAC, and ALAC for their work related to the deployment of IDNs. Whereas, the ccNSO, GNSO, GAC and ALAC are actively addressing policy aspects related to the introduction of internationalized top-level labels. Whereas, a joint effort involving the ccNSO and GAC has made considerable progress, publishing a list of issues and questions that need to be addressed in order to move forward with IDN ccTLDs associated with the ISO 3166-1 two-letter codes. Whereas, the ICANN community is discussing the details involved in using an interim approach to IDN ccTLDs associated with the ISO 3166-1 two-letter codes to meet near-term demands and to gain experience with mechanisms for selection and authorization of such TLDs that can inform a policy development process aimed at creating an overall policy. Whereas, the ICANN Board remains committed to the development and deployment of IDNs that enable people communicate and want to use domain names with characters other than a through z and zero through nine, and at the same time benefit from the promise of a single interoperable Internet. Resolved (07.___), the ICANN Board respectfully requests that that the ICANN community including the GNSO, ccNSO, GAC, and ALAC provide the Board with responses to the published list of issues and questions that need to be addressed in order to move forward with IDN ccTLDs associated with the ISO 3166-1 two-letter codes in a manner that ensures the continued security and stability of the Internet. All, I am really confused about that way of shifting around our agenda. We took a decision in organising our thursday meeting, starting off with the IDN workshop - someone changed that schedule without discussion, which put us in a reall awful situation, choosing either to tell all the guests that we are dealing with a different topic or tell those people who joint our meeting -unexpected to the ALAC/RALO members and their guests- to leave. We agreed to have the presentations of the candidates for board liaison at the ALAC meeting today and I would love to listen to them today. Dear Jacqueline and all: I went to the LAC RALO meeting on morning today, and ALFA REDI was represented by their acredited representative, who was Rudy Medina. Rudy Medina come to this meeting with the representation of AR, and always in all meetings of LAC RALO acting in this character. Erick, I Know is a Director of AR, but in this opportunity come and participate, but today at morning he didn`t assist to the LAC meeting, but doesn`t matter because the acredited representative of AR was there. And The consensus was achived (for 11 ALS presents there) in this meeting and I consider, nobody who not assist can talk in against the conseusus raised. Consensus is a very good thing , and this is achieved all people feel a good sensation, this was the sensation today morning. And in opposite I particularly consider Erick had a bad atitude because want to change in a unilateral way the consensus freely and transparently achieved. It`s my opinion. Of course the consensus support the Wendy`s postulation. These are my proposals of what you should mention in the PF concerning city TLDs ALAC ran a very interesting workshop together with NCUC on Geo TLDs. We heard, that user confusion seems not to be a big concern. We would like to stress that taking the example of city TLDs they give a great opportunity for users. More choice, the possibility of identification with your region/city, good opportunities for local business. What has to be considered are rights of governments to register governmental domains, so not other people will get those names, trademarks will be dealt with in a sunrise period - the usual stuff. A local geographical and unrestricted (!) domain is a very useful addition to the excisting TLDs for the users. Annette

Dear All: I believe this captures the comments made during the meetings. I have taken the liberty of organising the text in some places slightly different in terms of presentation. However, I have not changed the substance in doing so. Note: revisions in Blue represent a preliminary view of the text provided by the Office of the General Counsel. Until the text is complete, a final determination from the GC cannot of course been made but it is hoped that the blue comments (which I can explain) help to inform the debate and reach a conclusion at the meeting today. All, in the interesting discussion that is now developing at the public forum on the introduction of new gTLDs, I will refrain from taking any position, because we have not discussed any at this point in time (the proposal just came out a few days ago). Nonetheless, we should agree on a position as soon as possible, possibly before the intermediate Board meeting in August, so that we can then try to push it through, and that I have something official to say in the discussions of the Board. I want to fulfill this expectations until the very end. That is why I decided te step down from the candidacy and not to step down from the NomCom. You can be assured that I will do my very best in the forthocming NomCom meeting to represent the interests of the At Large movement as best as I can. With regard to the position of ALACs liaison to the board I want to refer to my statement I made in yesterdays joint meeting of ALAC with the Board where I said, that I see the ALAC movement now on the eve of a new beginning. The first phase from 1999 to 2002 was dominated by the discussion on elections and cyberdemocracy. The second phase, as part of the reform process, was mainly about procedural and structural issues, building ALS and RALOs. This has reached not an end and we are entering a new phase where substantial issues has to come into the forefront of ALACs activtiies. Fore this new phase, new faces are needed. Insofar I would encourage the members of ALAC to look for fresh blood if it elects the liaison and to nominate a candidate which can represent at the best the interests of individual Internet users, talking into account the growing importance of consumer/user protection in dealing with the technical management of the Internet core ressources. And because I am always in favour of gender balance, I also encourage you to consider under this specific point the candidacy of Wendy Seltzer. I know Wendy for about ten years and I share a lot of her values and visions. I will continue to be part of ALAC family also after the end of my term in the NomCom. And I am looking forward working with you during forthcoming events like the EURALO Outreach meeting in October in Warsaw, the next ICANN meeting in LA and the IGF in Rio.
