after-dinner drink

I understand that there are some folks wanted to go out, instead of staying at the hotel for the dinner. Of course, if we sort of finish earlier, we can go out and drink and talk (except those who have to go to the airport). Accidentaly, my friend (Japanese - now living in Washington DC used to work for UNDP) is now in town in Delhi, to attend his friends' wedding tomorrow, and he invited me to the "Batcelers' Party" tonight - some 25 min down south by taxi. Update: Board Workshop and Summit Discussion

Colleagues, The At-Large Summit is an early item on the Board's agenda for discussion this afternoon. I will report back to you as soon as I can do so. The Board will also be discussing the GNSO improvements report, new gTLDs, Accountability and Transparency, and matters in the SSAC's reports, such as domain name front-running <http://www.icann.org/committees/security/ssac-documents.htm>. I am reviewing ALAC's prior discussions on these subjects and will bring At-Large viewpoints into the Board discussions. I will try to coordinate with both groups for some time to join the ALAC meeting this afternoon. Please let me know if I can provide additional information. ALAC Dinner Plan - please RSVP

Sorry to bother the worldwide list again ;-) Please indicate if you could join dinner tonight or not. I need to make final numbers and tell the restaurant sometime in the afternoon. I worked out several options and so far the following will serve as the best option for most people here. Since four of our members are leaving tonight, it is best to have it at our hotel, Taj Mahal. I understand some others do want to go out, but that severely limits our number of participation. We can go out later for drink if you really want to. So I made a tentative reservation at Machan (the one we have breakfast) at 1930-1945 to start. For those who are concerned NIck kindly agreed to work on to cover some of the expenses. And for only food, it will cost around $20. The food is international, including local Indian food. ALAC review team people will also join, as well as our friend ShiIavash. I hope this is OK for everyone, but please make any comments if you wish. I have checked with some other local restaurants, here at Taj Palace, but none of them gave better deal and convenience. Our time at Public Forum

I was rather disappointed to see how little time allowed around ALAC report and also no time for questions at all. We are here to discuss within AtLarge, but also to engage with other constiuencie. The Public Forum is one of the most important and effective place to do so, other than all the lobby talk and the like. Thank you all for providing the comments in the very short time frame. I tried to incorporate as much suggestions as possible. In the mean time, the Chair asked me to compress it into a para or two. So here is the short version for the Chair, to be Incorporated into the ALAC Report as a whole, and second file which is a stand-alone statement will be placed at our wiki as well as sent to ICANN for the record. I hope this will be accepted to all. The Chair will add minimal editorial changes, I believe. Error in Remote Participation - Webcast and Audiocast

Dear Kieren: Most of ALAC and Ralo members I´d talk told me that they had problems with remote participation. Also we are discussing this issue right now. I would like to send to you, if It´s helpful, the error showed by Real Player. 4 people from my ALS (AGEIA DENSI Argentina) had the same error when trying to Participate. Perhaps it has something to do with our lack of technical expertise, but anyway I think you should take this in consideration to make a tutorial or something for the next time. Further than this, I totally agree with Veronica Cretu´s words about this technical issues: 'There should be a clear proposal on improvements to remote participation (we can do that if we have a list of problems that participants have encountered)'. If other people can help to create this list of problems, it would be great. I am sorry if I was too aggressive in my response Evan. But I have made it absolutely clear several times that the community will be an integral part of this programme, and I pointed out that this is also a key recommendation in the programme itself. I am happy to pull out the relevant parts of the transcript if that helps. I also encourage everyone to read the report (announcement on the front page of the icann site at the moment) and comment. If you make comments they *will* be discussed. Now is the time if you think the programme is going along the wrong lines. And despite claims to be responsive to the community and eager to hear innovative approaches, in fact at the meeting just the opposite attitude was demonstrated. We got to hear claims about the desire for high quality, about limited resources, about the difficulties, and about the experts hired to lift ICANN out of its multilingual nightmare. And yet -- when I tried to present a novel model I got blown off and told by Kieren to "bring it up at the (Board) public forum" (instead of the meeting designed specifically to discuss translation). And then, to add insult to injury, Roberto made a point of standing up to explicitly remind the audience that previous attempts to get ALAC involved in translations were failures. So much for the claim to be looking for new ideas. (By the way, how many ALSs and RALOs were in play when Roberto made the botched effort to engage the community? How fair was it to bring up efforts that failed before ALAC even had a community to work with?) What I am suggesting -- and what I think ALAC may want to investigate -- is a hybrid model that attempts to bring together the need for far more translation, high quality and the desire to have an active, involved public community. I am recommending that ICANN consider, as a matter of policy, the priority contracting of qualified ALSs for "low stakes" translation services before sending such needs out to outsourcing tender. I agree that "High stakes" documents -- legal and accounting documentation, bylaws, etc -- still need to be done by high-level professionals. However, the bulk of other materials -- news, brochures, briefing documents -- can and should be translated, for a fee, by the very organizations who need to spread this information to their communities in their own languages. All ALSs had to sign a document indicating they would not be dependent on ICANN for funding. That* fine, but it does not preclude ICANN's ability to support the sustainability of its ALSs by funding (some of) them to do things that they often have to do anyway -- translate technical documents for the benefit of their constituents. So far the only models considered (and reflected in V2.2 of the translation program as distributed) involve either contracting translation professionals or asking the community to do translations as a volunteer effort. The hybrid model -- of contracting community groups and paying them in return for a commitment to quality work -- has not yet even been considered. I believe that such a model offers multiple benefits: 1) It reduces cost of translation (vs professional translation services); 2) It offers a broad diversity of language support; indeed the community is probably best aware of the level of language support needed; 3) By paying community groups rather than depending on volunteer work, ICANN will have accountability on quality and timeliness of the results; 4) It benefits the sustainability of ALSs working on shoestring budgets, and helping to strengthen its own community. I don't expect this to be considered immediately -- there are many other things on the plate here at the Delhi meeting -- but I believe that the ALAC may do great service to its constituent ALSs by recommending the above model (or some variation thereof). Let's see, then, if the claim to be receptive to new ideas and models is genuine. Aqui é Sylvia Leite de Internauta Brasil Faço minhas as palavras de Andres Piazza. Realmente é muito gratificante ver que pessoas como o Evan que não tem dificuldades em se comunicar em inglês pensem em nossos problemas e procure uma solução. Como já tinha manifestado anteriormente, o tradutor automático atrapalha mais que ajuda. As traduções não são o motivo para não participar nas Ralos, mas desanima muito perder muito tempo tentando descobrir o que as mensagens querem dizer. Internauta Brasil e Internauta Argentina inclusive estão prestes a fazer um treinamento para poder postar na pagina de português e espanhol da LACRALO ( as páginas existem, mas estão vazias) Ficamos felizes em saber que tem muita gente trabalhando para nos fazer entender e assim finalmente nos dedicar ao próprio trabalho de ICANN.
