First step in narrowing the gap between ALSes and ccTLDs

Dear colleagues, As a result of our meeting on Sunday morning, in particular the ccNSO liaison session, I want to point you to a wiki page on the ccNSO liaison webspace where you may find a table with some particular information. This is the url : https://st.icann.org/alac/index.cgi?ccnso_liaison_reports and click on List of all ALSes and the presence in the ccNSO memberspace <https://st.icann.org/alac/index.cgi?list_of_all_alses_and_the_presence_in_t…> Based on the different aspects we have discussed Sunday, it appears that the gap between ALSes and ccTLDs is very often larger then we would expect. Reason why I've tried to make an easy access to a table with all the certified ALSes linked together with the ccTLD's member of the ccNSO. This would probably be very helpful for ALSes who want to get closer to their ccTLD in order to better understand each others needs. From my side I'll try to bring this image to the ccNSO asking them to try the same the other way around. ccTLD's could also help stimulate local usergroups to be part of the ALAC and join our common effort. This should be seen as a win - win approach. At the same thing I would recommend to explore the ALSes list by region, and check if all the data is still up to date. I've seen some links not working any more and some having information which doesn't allow me to localize the ALS. I hope you will find the above information helpful and I promise more will come soon. * * *European Commission calls for an open, independent and accountable governance of the internet* The European Commission, the executive branch of the European Union, today called, in a strategic document, for more transparency and multilateral accountability in the governance of the internet. There are today 1.5 billion internet users worldwide, 300 million of which are in the European Union's 27 Member States. At present, a private US-based body, the Internet Corporation for Assigned Names and Numbers <http://www.icann.org/> ( ICANN <http://www.icann.org/>), is responsible for coordinating key elements of the internet. The Commission agrees that private companies should continue to take the lead in the day-to-day management of the operation of the internet, as long as they are accountable and independent. The Commission also believes that decisions about the internet, especially those about openness and security, should be taken in a transparent and accountable manner because they affect everyone around the globe. ICANN currently operates under a Joint Project Agreement with the US Department of Commerce which expires on 30 September 2009. In the view of the European Commission, future internet governance arrangements should reflect the key role that the global network has come to play for all countries. Viviane Reding, the EU's Commissioner for Information Society and Media said: "The Internet Corporation for Assigned Names and Numbers is approaching a historic point in its development. Will it become a fully independent organisation, accountable to the global internet community? Europeans would expect so, and this is what we will push for. I call on the United States to work together with the European Union to achieve this." With the expiry of the bilateral Joint Project Agreement between ICANN and the US government due in September 2009, the Commission said today that this private sector initiative should continue its leadership, but should operate within clear guidelines defined through an international dialogue. For example, if ICANN is to oversee the introduction of customised domain names (which will allow a website to replace ".com" with ".anything"), it should set clear guidelines and operate openly. The EU also believes that future internet governance arrangements should comply with key principles, in particular, the respect for human rights and freedom of expression as well as the need to preserve stability and security of the internet. The Commission today, in a Communication called 'Internet governance: the next steps', made proposals for the governance of the internet to be more open, transparent and inclusive. A key objective is that of accountability – including both internal (the decision-making bodies and general organisation of ICANN) and external accountability (multilateral accountability involving all countries of the world). This also means that those affected by decisions of governance bodies should have the possibility to lodge an appeal with an independent tribunal. The Commission also proposed that the network should be managed by private bodies within principles agreed upon by public authorities but without government interference in day-to-day operations. The US government is the only body to have had formal oversight of ICANN's policies and activities since its inception in 1998. As the Joint Project Agreement is ending now, the Commission believes that ICANN should become universally accountable, not just to one government but to the global internet community. This is particularly relevant given that the next billion of internet users will mainly come from the developing world. The Commission today said that the EU should initiate discussions with international partners on these issues, in particular on how to enhance the internet's resilience against accidental failure or deliberate attack. The Commission's policy proposals want to reaffirm private initiative and ensure that the internet remains an engine of innovation, free speech and economic development. Background The EU has always been in the forefront of international discussions on internet governance. In particular, the EU has been involved in the setting up of ICANN in 1998. A number of important principles on how the internet needs to be managed and coordinated in the public interest were agreed by governments, the private sector and civil society in the context of the World Summit on the Information Society <http://www.itu.int/wsis/>between 2003 and 2005. The need to ensure the continued security and stability of the internet was a key priority pushed for by the EU, as was the need for private sector leadership and to have fully inclusive multi-stakeholder involvement in key policy making. It further claimed the practice could result in an “erosion of trust relationships and the creation of new opportunities for malicious attack”. The report recommends that ICANN “prohibit the use of redirection and synthesized responses by new TLDs”. The claim is nonsense and self serving. DNS redirection does not pose a security risk to the Internet. It solves a number of technical issues related to traffic and is an excellent marketing tool for Internet service providers and Top-Level Domain (TLD) operators. I think the report is self serving because the sole justification for this report is found in the claim that the practice, extensively used by service providers and TLD operators, is an “erosion of trust relationships”. The only trust being eroded is ICANN’s ability to control the Internet. The “erosion of trust” reference is in fact ICANN speak to make all of us compliant with DNSSEC (Domain Name System Security Extensions). DNSSEC does not work under DNS redirection. [image: DNSSEC = CONTROL] DNSSEC = CONTROL DNSSEC is an evil protocol who’s sole purpose is to reverse engineer the Internet and take over control of a core process. In short ICANN an agency of the U.S. Government wants to hold the keys to your computer. DNSSEC forces any computer using the protocol to trust Uncle Sam. Are you ready for that. I’m not. Top level domain (TLD) operators are increasingly adopting the practice of redirecting queries for inactive domains to their own pages. This solve a big problem some operators have. The constant traffic at TLD servers for dead domains. It also is a marketing opportunity and a means of generating sales for TLD registries. In most cases a notice to the user is given that the domain no longer exists but is available for purchase. The user gets a simple to understand web page and the TLD operator makes some bucks on a sale. I see nothing wrong with that. I think we call it commerce. ICANN will attempt to control DNS redirection via contracts with new TLD operators. ICANN a nonprofit group based in California oversees sixty to seventy percent of the Internet address system. ICANN is a contractor to the Department of Commerce. Beckstrom, who served as the Director of the National Cybersecurity Center (NCSC) in 2008 at the U.S. Department of Homeland Security (DHS), was seen trolling the ICANN meeting in Sydney wearing an ICANN staff badge. I predict his appointment and association with the DHS will result in further erosion of market share for ICANN. Since ICANN was formed in 1998 they have lost Forty percent market share in the provisioning of root domain name service (DNS). The first country to jump ship was China. The Chinese Ministry of Information Industry �л��񹲺͹��Ϣ��ҵ��<http://www.mii.gov.cn/>(MII) built it��s own addressing infrastructure in 2000. The Chinese no longer rely on the U.S. government for domain resolution. In China users can surf the Internet in Chinese. Hi all, I just arrived at Sydney this morning, 7 am and started to attend ICANN meeting from 9 am. After I left ALAC, I got more time to spend on ICANN policy issues at home, especially on the subject of IDN ccTLD, became member of subcommittee of panel of experts hosted by the Ministry of Communications since Nov 08. We just finished the final draft recommendation to open up the bidding process for new the IND ccTLD registry, to setup a neutral council for the selection. This will be finalized by the formal ministerial process, and be confirmed by the Minister, the first time for any Internet resources to be decided by this level in Japan. The real task ahead is to organize a new body that satisfies all the stakeholders, set up an open, fair, and transparent process that first select the new registry, but also will work on the oversight of the new registry for the years to come. Here attached is the presentation slide MIC just created and sent to me to be shared. It turns out that we may have to creat a mini-ICANN like process in Japan, for domain name policy matters. When I see ICANN supporters introduce the misguided argument on the "REAL" root I know were making progress. So - who here can see the Chinese National TLD system? Who can surf to Peking University at its official web site address used extensively in china http://北京大学.中国/ <http://xn--1lq90ic7fzpc.xn--fiqs8s/> The above URL works for me. Is there any other person here on the governance or atlarge lists who can surf to that working URL? I very proud of the Chines government. They took charge of their internet. They made it their business to understand the technology. While other governments helped ICANN build a bureaucracy - the Chinese gave them the finger. Thats three hundred million fingers people. The TLD system in China was established as far back as 2003 with the assistance of i-dns - which also runs a root seen in most of Asia and developed a good portion of the tecnology used for IDN. ICANN had nothing to do with it. ICANN is a fools paradise. No one is happy with ICANN. I recommend governments don't end up dependent on ICANN. If you want secure infrastructure - NATIONALIZE YOUR ROOT. Create your own TLD infrastructure that owes no allegiance to ICANN or the U.S. government. Karl - I have no idea what your going on about - as usual. In fact the site you are a looking at is the English default site for Peking University. The site seen at http://xn--1lq90ic7fzpc.xn--fiqs8s/ is the same as http://www.pku.edu.cn/ - the only difference is that one site is available via an IANA TLD (.cn) and the other is available via a Chinese National TLD (.xn--fiqs8s). In fact in Chinese the proper URL for this is http://北京大学.中国/ <http://xn--1lq90ic7fzpc.xn--fiqs8s/> and as you can see uses Chinese characters. This is not a surprise to ICANN nor any one else who has been paying attention to China. The Chinese National TLDs have existed since early 2005 - and were tested I think way back in 2003. The only point I was making is that 300 millions people in China can see the Chinese TLD system - the rest of the world under ICANN can't. This is the official URL for Peking University - it's in IDN http://xn--1lq90ic7fzpc.xn--fiqs8s/ how many people here can surf to that URL? I can see it. but any one on the ICANN root can't.
