APRALO response to IDN VIP proposal

Hi Everyone, As mentioned in our meeting during ICANN San Francisco, please find below a draft of a response to the proposed IDN VIP studies: http://www.icann.org/en/public-comment/#idn-variant-tld The public comment period closes April 6 (next Wednesday). May I propose that we follow the suggested time frame of calling for a review and suggestion for edits for 3 days (until end of this week), upon which, I can help to consolidate/integrate any comments into a final version by next Monday (April 3) for a last call circulation of 3 days, thereupon if no further objection, we would submit the comment into the public comments. Your thoughts/comments will be most welcome. Edmon =================================== APRALO Response on Draft Proposal for the Study of Issues Related to the Delegation of IDN Variant TLDs APRALO welcomes the proposed studies on IDN Variant TLDs. IDN TLDs are critical for the Asia Pacific Internet community. Without the delegation of preferred IDN Variants, the IDN TLD process is incomplete. The IDN Variant TLD issue is well understood in the Asia Pacific Internet community. Comprehensive studies for Chinese, Indic and Arabic have been conducted. Especially for the Chinese community, the issue has studied for over a decade since 2000, and there is ample IDN Variant policy implementation and operational experience. While we are encouraged that ICANN is finally recognizing the criticality of the delegation of IDN Variant TLDs, we also encourage ICANN to recognize the work that is already done by the community. Most importantly, we strongly suggest to ICANN to complete its adoption of bottom-up developed IDN Variant policies for the language communities where policy and operational experience is already mature and proven. Regarding the proposed studies, the separation of the work into different case studies provides an appropriate direction. We expect this would help pave the way to ensure that delays or complications for one (or more) cases will not impede the progress for the others. Finally, the composition of the case study teams would be crucial to the success of the studies. The policy and operational expertise from the Asia Pacific community, who has been working on the IDN Variant issue for an extended period of time should be leveraged by all study teams. We believe that the APRALO should be consulted to identify appropriate members to participate in the case studies. Furthermore, whereas a reasonable size for the teams is important to ensure workable efficiency and effectiveness, an inclusive approach, especially for observers would also be essential for the completeness and support of the work produced.

Dear All, We shall make every efforts to "conclude (the election) *well before* the June meeting", which has well been recorded in the Minutes of the Conference call on January 25 and reiterated in the Minutes of the SF Meeting on March 15. So thanks again for refreshing our memory. There is no need to "revisit the option" because everything has been presented and prepared crystal clear. So let me request the Staff, again and for the 3rd time, to set up the election process immediately. I do wish the election process commence at early April so that it would be completed *well before* the June meeting. To ensure the transitional process as smooth as possible (see the email below), I hereby hand over the Chair position to the two Vice Chairs, Mr. Fouad Bajwa and Mr. Charles Mok, who shall carrying out the all "required activities", including but not limited to organization of Chair Election, Monthly Conference calls, APRALO Showcase, drafting policy documents and responding to all the queries from ALAC and staff, as I have been doing in last 9 months. I trust I have dedicatedly contributed to this volunteer position over these days and am really happy to see new leaders take over and bring in fresh air to our potential organization. Dear Colleagues, At APRALO meeting on March 15, 2011, a number of action items have been set out. The minutes and action items will be circulated by the Secretariat soon. There is one action that is pretty pressing. As all four RALOs did at ICANN meetings in the respective regions, APRALO is going to organize a Showcase at ICANN Singapore Meeting in June 2011, which will be a very important outreach to AP Region and the whole ICANN community. Given the importance of the event, one organization committee will be set up. All the members of APRALO is strongly encouraged to participate in organization. A member ALS that is interested in joining the organization committee should send an email to the list stating: ALS Name, Contact Person and Responsible Areas in the organization. All the members of the committee must be responsible for the following one or more areas: a) Budget planning b) Program setting c) Outreach/in-reach d) Logistic support (liaison with staff) e) Financial support (seeking sponsorship) The committee should select a Chair to report to APRALO monthly (March to June). Monthly Call on March 29

Raj --------------------------------------------------------- Applications now open - Next Generation Leaders eLearning programme “Shaping the Internet – History and Futures” (English and French) --------------------------------------------------------- Applications are now open for the Internet Society’s Next Generation Leaders (NGL) eLearning programme “Shaping the Internet – History and Futures”. <http://www.diplomacy.edu/registration/Register.aspx?IDprogramme=5601a517-75…> The Internet Society is pleased to call for applications from talented individuals seeking to join the new generation of Internet leaders, who will address the critical technology, policy, business, and education challenges that lie ahead. Following the successful launch of the programme last year, in 2011 the Internet Society is offering concurrent classes in English and French. Both classes will start in the week of 16 May 2011. The course, “Shaping the Internet – History and Futures”, is delivered by the DiploFoundation through their eLearning platform and learning methodology and features weekly online discussions of the course materials, moderated by a tutor and an expert facilitator. The NGL programme is designed to advance the careers of individuals who have the potential to become local, regional, and international leaders within the Internet technology, policy, and governance communities. The curriculum empowers participants to share their particular expertise with colleagues while acquiring knowledge in areas outside of their specialties. Places in the eLearning course are strictly limited, so all applications will be subject to a thorough selection process. * The deadline for applications is 8 April 2011. * The Programme --------------- The programme offers 20-25 places in each class for professionals from diverse stakeholder backgrounds in the fields of Internet technology, governance, and policy. Both courses are open to individuals from around the world. The programme will be conducted entirely online. The programme includes four thematic parts, which take place over six months during 2011 (May to October, with an exam in the first week of November): - The History of the Internet - Technical Background - Internet Standards and Technology - Internet Governance and Policy - Emerging issues – Studies in Internet Policies, Processes and Diplomacy Learning activities take place in an online classroom and include analysis of course materials, interactive group discussions using a variety of communication tools, assignments, and exams. Successful participants will receive a certificate of completion of the programme. Languages ----------- Course materials and moderated online discussions for each course are in English and French, respectively. Target Audience ---------------- The project is designed for Internet Society members from academia, the public sector, technology industries, and civil society who are committed to the ongoing expansion of an open, sustainable Internet. Applications from the following categories of individuals from both developed and developing countries are encouraged: - officials in governmental ministries and departments dealing with ICT-related issues (for example, telecommunications, culture, education, foreign affairs, justice) - officials in regulatory authorities or institutions dealing with Information Society, Internet, and ICT-related issues - postgraduate students and researchers (for example, telecommunications, electrical engineering, law, economics, development studies, sociology) - engineers in the Internet field - civil society activists in the Internet field - journalists covering Internet-related issues - business people in the Internet field (for example, those managing ISPs or involved in software development). Beginner's Guides now available

Dear All, The ICANN Communications Department is pleased to announce that the "Beginner's Guide to IP Addresses", the second in a series of Beginner's Guides prepared at the request of the ALAC, has now been posted to ICANN's website. Although it is currently only in English, the French and Spanish versions will be available shortly. In addition, the first Beginner's Guide entitled "Beginner's Guide to Domain Names" is newly available in French and Spanish. The Beginner's Guides are available at: http://www.icann.org/en/learning/. The summary of the "Beginner's Guide to IP Addresses" is: Internet Protocol (IP) addresses are the unique identifying numbers that all computers and devices connected to the Internet depend on to communicate with each other. When the pool of available unallocated addresses for IPv4, the original IP addressing system, completely depleted this year, the Internet began a transition to IPv6, a newer Internet Protocol system. This highly readable guide, created in cooperation with ICANN's At-Large community, helps the individual user understand IP addresses and the transition from IPv4 to IPv6. The summary of the Beginner's Guide to Domain Names is: A domain name can become where other people find you on line, and adds to your online identity. Although domain names are a big part of the Internet, understanding how these names work (and the ins and outs of obtaining them) can be mystifying at first. This highly readable guide, created in cooperation with ICANN's At-Large community, helps the individual user understand and use domain names. The Communications Department seeks the At-Large community's feedback on the quality of the French and Spanish translations of the Beginner's Guide to Domain Names. Call for RALO Volunteers for ccNSO Study Group on Use of Names for Countries and Territories

Dear All, On behalf of Olivier Crépin-Leblond, ALAC Chair, and Cheryl Langdon-Orr, ALAC ccNSO Liaison, a call for volunteers from the RALOs to join a new ccNSO Study Group on the Use of Names for Countries and Territories is being made through 4 March 2011. This Study Group will work on the use of names for countries and territories. One representative per RALO is needed. The first meeting of the Study Group will be held during the 40th ICANN Meeting in San Francisco, so At-Large representatives who will be participating in this Meeting are preferred. This Study Group was established at the 39th ICANN Meeting in Cartagena in December 2010 in response to the note of the chair of this working group that some of the issues that are raised are considered outside the scope of the PDP (for example how to deal with meaningful representations of country or territory names that do not contain a non-ASCII character or are not in a designated language). The purpose of this Study Group is to provide the ccNSO Council, ccTLD community and other interested stakeholders, including the GAC and GNSO Council, an overview of the scope and issues associated with the use of Country and Territory names as TLD strings and the scope and impact of alternative action paths on IDN ccTLD and new gTLD processes.
