February and March are going to be busy months in the At-Large world, so I thought I'd give you a quick update on the happenings :) NORTH AMERICA Friday, Feb 23rd, Vancouver, Canada - 10:30 – 11:30 am Pacific Standard Time Telecommunities Canada is hosting an open “ICANN Outreach” session at the Pacific Community Networks Association 2007 Summit: Strategic use of ICTs for Communities, Vancouver, February 23-25, 2007. < http://www.2007summit.ca/> Access to the meeting via videoconference over the Internet will be available for those interested. ASIA PACIFIC Wednesday, 28th February - Bali, Indonesia - 0900-1800 Local Time The Asia-Pacific At-Large Community will be meeting in conjunction with APRICOT 2007 (http://www.2007.apricot.net/) to finalise their draft Memorandum of Understanding with ICANN to form the APRALO. Access to the meeting for AP ALSes unable to attend the meeting, which is receiving travel support assistance from ICANN, will be available via videoconference over the Internet. LISBON ICANN INTERNATIONAL MEETING The African ALS community, and the European ALS Community, will both be meeting at the ICANN Lisbon international meeting March 26-30 2007, with their sessions tentatively scheduled to start on Saturday 24th March just prior to the start of the official ICANN meeting schedule. The At-Large Advisory Committee (ALAC) will also as per usual be meeting in formal sessions during the Lisbon Meeting. At-Large Regional website content now managed by the regional ALS community

Dear All: I am happy to inform you that each of the regional URLS: www.afralo.org For Africa www.apralo.org For Asia-Pacific www.euralo.org For Europe www.lacralo.org For Latin America /Caribbean Islands www.naralo.org For North America All now point to the regional Wikis which began to come online in November/December 2006. This means that the ALS community in each region will be able to edit and manage the regional online home and the information it contains, whilst members of the public will be able to see the regional online home sites with the information which the region itself has decided should be made available. All ALSes should have received user accounts - if anyone does not have access to your regional site please let us know at staff(a)alac.icann.org. Of course ICANN At-Large staff will help to maintain sections related to forms, minutes of meetings where we are involved in taking minutes, providing FAQs, etc - in consultation with the regions themselves. ACTION NEEDED: Next teleconference to discuss RALO organisation

Good morning/evening :) As mentioned on the call earlier this week, the consensus was that we should have another teleconference, ideally on 4th January, at the same time - 20:00 Tokyo Time (see http://www.timeanddate.com/worldclock/meetingtime.html?month=1&day=4&year=2… for time in other timezones) FYI, I am aware of the problems we've been having with Verizon's handling of these calls, and we do have a call into them to find out what is going on and get reassurance that the problems will not continue. I am in the meantiime seeing about alternative ways of doing these calls - I've been informed of an excellent IP Videoconferencing solution wich would also allow audio-only participation for those who are not at an Internet-connected PC at the time of the calls - and have some enquries in to them about the feasibility of trialling a call using this service. As has been mentioned before, those APAC ALS representatives who were present at the Sao Paulo ICANN meeting felt it would be useful to have the whole community discuss the next steps to forming the APAC RALO, and a time and date which was chosen is as follows: DATE: 19th December TIME: 20:00 Tokyo Time ICANN will provide the teleconference bridge. If you live in one of the countries where a Freephone number is located, you are encouraged to make use of the free call into the bridge. If a freephone number is unavailable, or if you have had problems using it on previous calls, we can arrange for the conference operator to call you. If you wish to be called, please send an email to the wonderful Victoria Tricamo, at victoria.tricamo(a)icann.org, letting her know what the number you wish to be called upon is. Further details about the call will be provided in due course. As promised, and as requested at the Sao Paulo meeting, I am taking the most recent Asia Pacific text of Operating Principles and putting the relevant provisions into the format of a Memorandum of Understanding, so that you can see what provisions remain to be agreed by the APAC ALS community. ALAC Committee - Liaisons to other constituencies and processes

Hello everyone! An interesting discussion has started in the European At-Large community list and considering the nature of the conversation I thought it would be sensible to acquaint those of you not following this discussion (there are many from other regions listening in) with an element of it. For those who are not aware, the At-Large Advisory Committee has the right to appoint a number of liaisons, and in the case of the NomCom, a number of actual members, who participate in the work of the other communities and key working groups and report back to ALAC on what is happening, as well as taking the view of ALAC, and by extension the At-Large community, back to those other constituencies. These positions therefore represent important opportunities for the point of view of the At-Large constituency to be represented, though there are various perspectives about how effective these positions can be, for a whole variety of reasons, which I hope those who have views will express for a more complete and rich debate. A question was raised about who is eligible to fill these positions: members of the ALAC only, or anyone. ICANN's legal staff were asked to provide a view on the subject, and have done so, making clear that since the Bylaws do not require membership in the ALAC in order to, for example, be the ALAC Board Liaison, it is for the ALAC to decide the manner in which these positions are appointed, elected, or otherwise filled. This is in line with ALAC practice, having had Bret Fausett, a non-ALAC member, as GNSO Liaison for some years now. The discussion has moved on to a request that there should be set rules of procedure with respect to these appointments, so that the community could see transparently who was being nominated, how they were being nominated, and on what basis selected. The ALAC did resolve to compile draft procedures relating to these matters, with Vittorio Bertola volunteering to take on this task. There are quite a few liaison positions. The posts are as follows: (5) seats on the Nominating Committee (out of a total of 17 voting members) (1) liaison to the ICANN Board (1) liaison to the GNSO (1) liaison to the ccNSO Additionally the following ad-hoc appointments/liaison positions currently exist: (1) liaison to the IDN Working Group (1) liaison to the WHOIS Working Group (1) liaison to the President's Advisory Committee on IDNs The provisions of the Bylaws with respect to these matters can be found at: http://www.icann.org/general/bylaws.htm. Article XI,s2(4) contains provisions related to the ALAC. Provisions related to the appointment, revocation of appointment, and/or reappointment appear in various places in the Bylaws in respect of the ccNSO and the GNSO, but in both cases, the ALAC may appoint, reappoint, or revoke an appointment, of its liaisons as it pleases and no term is defined for either. Note that there are particular provisions for the Regional At-Large Organisations to provide input into the appointment of the five voting seats on the Nominating Committee - with RALOs in later stages of formation in many regions, you may wish to consider how to provide input to ALAC with respect to these positions in due course. There is one seat per Geographic Region as defined by ICANN.
