One of ICANN's most important jobs is to provide information on its processes. To that end, we have a series of publications, systems and websites to elicit input and comment from the Internet community. But is it enough? Are we providing sufficient information? Is it in the right format or on the right topics? Are you using the various means of interacting with ICANN? If not, why not? What can we do to improve? We have set up a quick and easy six-question online survey to find out from you what you want. ICANN Summit Progress Report

Hi all, Evan and I just has a conference call with Nick regarding the Summit plans so far. It's of course critical that we come up with a plan that meets the expectations of the community, as well as ICANN itself as it will be funding all the costs. As it turns out from our discussion, our goals for the Summit are remarkably similar. >From the point of view of ICANN (as expressed by Nick), the At-Large Community ultimately exists to provide the general public's point of view on relevant issues. For the Summit to be considered as a worthwhile achievement of that goal - not to mention provide value for its substantial expense -- it must actually produce policy analysis and recommendations to the rest of the ICANN community. Certainly educational and social components are vital. However, for the Summit to succeed a significant amount of education and discussion on issues must take place in advance, within the RALOs and ALSs, with final debate taking place and formal consensus recommendations being delivered at the Summit. The event's success will be judged - within ICANN itself - by its ability to provide useful recommendations and analysis regarding issues of importance, reflecting the diverse but common needs of the At-Large community. Summit delegates, in order to be funded, will be expected to have already raised relevant issues within their constituencies. We received commitments from Nick that sufficient background information will be provided in many languages, to allow such debate to start well in advance. We started with the attached ICANN Ensemble document. Nick liked many of the ideas shown there but was concerned the plan did not sufficiently commit the Summit to produce concrete policy documents. Here is what we need to do: 1. Decide which (and how many) policies we would like to work on. Obviously we don't have time to work on ALL of ICANN's policies at once. So, we need to choose between 3 to 5 of the current issues and work on them. This can be achieved by an on-line poll. (While it will be possible to start debate on long-term issues to be turned into policy at a later date, it is important to choose a number of issues on which At-Large can have an impact within the coming year.) 2. Create actual realistic milestones. We need to have dates and things accomplished by those dates to prove to ICANN that we are actually working on this stuff. When they see this, they will be much more likely to fund this venture. This will also be our opportunity to get a commitment out of them. They won't commit unless they see work getting done. 3. Only those that put the effort into doing the policy work will have the opportunity to go. ICANN will not fund those that just want travel or to socialize. Period. ICANN will, more than likely, be funding the Secretariats and Chairs to go to the LA meeting to discuss this further. They may also fund one or two others but that is it. The group will schedule at least one conference call during the LA meeting to involve anyone else who wants to participate but will not be there.

Dear colleagues: The At-Large Advisory committee (ALAC) voted last week to elect its Liaison to the ICANN board of directors. using their username/ password to the BigPulse voting system each ALAC member, was asked to cast a ballot - to choose - between - Vittorio Bertola & Wendy Seltzer (see attached screenshot of ballot) The polls closed on Aug 31 (this past Friday). As the voting was done online, one would have thought that the results would have been automatically published. For some reason, that hasn't happened. Izumi, you have now focused on the truly bizarre part. On our LAST conference call (which is a true ALAC meeting, despite not being in person) we decided to do two things. 1. Finalize our rules of procedure including election procedures and vote on them, and then 2. Proceed with the election (we had already deferred the election already because we did not yet have formal election procedures). For reasons that remain unclear, we completely ignored item 1. The rules were not cleaned up and they still omitted terms that we had informally decided that were important. There was no vote. But we proceeded to have an election despite the absence of formal rules and process. What makes you think that any decision in the next conference call will have any greater chances of being adhered to? Proposals going forward for ALAC..

Looking over the (internal) ALAC emails, it seems that the deadline for RALOS to submit names was the 30th of Aug, with ALAC finalizing the names on the 15th. In fact, we have more time (see email below) However, not sure the deadlines have been met - at all. Regional secretariats have only just started to post their recommendations, and our board liaison election - was also to have been concluded well in advance of the nomcom deadline. Might I propose the following for our next call.. 1. Board Liaison poll be available . Not sure why a poll has to be run to make the result of a poll known. The consensus seems to be to make the result available... 2. Transparency in Nomcom selection process. Deciding a list of 5 names on a call, i think isn't the most appropriate way to decide. We need to be more open about it.. Thus, I would like to have the candidate information available ahead of any conference call. In fact, i'd rather we move the discussion to the nomcom selection process off the call - and do so on ALAC's closed list. In the meantime, the recommendations and/or suggestions posted by RALOs and/or regional secretariats should be on the ALAC wiki (after all, that's what it is for) 3. I'd like to support Veronica's offer to plan a one day team building and strategy session for ALAC for the LA meeting. Given we seem to be organizationally challenged and have little strategic vision - we need to do something about it. Said strategy session should have a session - without staff - so that we can openly discuss strategy and planning in private. I think a private strategy session would be most welcome, and quite useful. that's it for now. Dear At-large Community, At San Juan Meeting, the ICANN Board requests that that the ICANN community including the ALAC provide the Board with responses to the published list of issues and questions that need to be addressed in order to move forward with IDN ccTLDs associated with the ISO 3166-1 two-letter codes in a manner that ensures the continued security and stability of the Internet. The Board requests status reports regarding progress by the conclusion of the ICANN meeting in Los Angeles in October 2007. The ALAC IDN Working Group, which was set up in May 2007 and charied by Hong Xue, commenced drafting the status report from July 2007 and sent out the first draft to the regional lists for public comments from August 2007. For the Working Group working plan, please refer to https://st.icann.org/alac/index.cgi?alac_idn_working_group. Now, the Working Group has completed the second draft and is expecting your comments or revisions.
