At-Large may be interested in the preliminary minutes of the Jan. 23 Board meeting. <http://www.icann.org/minutes/prelim-report-23jan08.htm> In particular, note this resolution on the AGP, aimed at ending the abuses of domain tasting: "... Whereas, the Board believes that the withdrawal of ICANN's waiver of ICANN's non-refundable transaction fee to the deletion of names within the AGP will substantially end the practice of abusing the AGP; THEREFORE, the Board resolves (2008.01.04) to encourage ICANN's budgetary process to include fees for all domains added, including domains added during the AGP, and encourages community discussion involved in developing the ICANN budget,subject to both Board approval and registrar approval of this fee." In addition, an ALAC review Working Group was constituted and a contract is being negotiated with Westlake Consulting. Call for items for the Board's New Delhi Agendas

At-Large, The executive committee is calling for items to appear on the Board's agenda for New Delhi meetings. The Board will hold a preliminary meeting on Sunday, Feb. 9, and will its public meeting on Friday, Feb. 15. If there are matters the ALAC or the At-Large community would like discussed at these meetings, please let me know so I can ask that they be placed on the agenda. If any of the working groups is producing policy documents, it would be good if those could be finalized by Feb. 9th to be shared with the Board with sufficient time for discussion. I anticipate that new gTLDs, the interaction of IDN ccTLD and gTLD processes, and domain tasting/add-grace will be among the subjects discussed. Other subjects might include auctions, contractual compliance, IPV6, single-letter second-level domains, or the JPA. Please let me know your suggestions or concerns. Further Information on At-Large Community Input into ICANN Budgeting and Operational Plans

Dear At-Large Community Members: As promised, this is a follow-up to Denise's email about input into this year's budgeting process, forwarded to you 9th January 2008 (You may view this at the ALAC Budget Subcommittee pages at https://st.icann.org/alac/index.cgi?finance_and_budget_committee) . Whilst her email was forwarded to the At-Large community, it may be useful for you to know that the same solicitation of input is being made to the various Advisory Committees and Supporting Organizations (ACs and SOs) as ICANN hopes that all of them will provide their views on this most important subject. As Doug Brent, ICANN's COO, mentioned during his discussions with representatives of the At-Large Community at the ICANN Los Angeles meeting, this budget is being prepared together with the operating plan – this is different from previous years, when the two plans were developed separately. I'm sure you'll agree, this is a real improvement, as it is often difficult to separate operational planning from budgeting. As a result of this, and based upon the timeframe provided by Denise to all ACs and SOs, we are asking all parts of the At-Large community – and especially the RALOs – to provide their views on what the community needs in the coming fiscal years to further develop its ability to grow and provide policy input from the At-Large perspective. We very much hope that the At-Large community also will comment on other areas of ICANN's work that will be detailed in the proposed budget and operating plan. In order for your input -- especially on At-Large's operations and budgets -- to be fully considered, please use the following schedule, which takes into account the schedule provided by Denise in her email: 1 March 2008 – Initial deadline for input on At-Large activities, for input into the draft budget and operating plan for its first first round of consultations. March 2008 (approximately) - First round of consultations with all stakeholders on the first round draft budget. Late April (approximately) – A second round budget and operating plan is produced for second round comments from all stakeholders, incorporating comments received from the first round. May 15 (approximately) – Second round comments from At-Large are needed not later than mid-May. June – Board of Directors to vote on budget and operating plan. ICANN Staff soon will be providing a draft budget and operating plan to act as a starting point for discussions, and there will be opportunities to discuss the subject during the New Delhi meeting. As to the modalities of providing input from the At-Large community, there is no 'magic' formula or format for providing input. This is important as we would not want to inadvertently create processes which have the unintended consequence of reducing the ability of every ALS to comment on anything related to ICANN, budgeting and operational planning included. Input provided can be detailed or general, and it can come from the RALOs, the ALAC, or even individual ALSes. All submissions received will be carefully considered. Please send your comments **on At-Large-related activities ONLY** directly to staff(a)alac.icann.org. You, of course, should feel free to make your views known to your RALO colleagues and to the ALAC members. A general public comment list will be opened soon to accept input on any aspect of ICANN's proposed operating plan and budget. ICANN Board Recommends Action on Domain Tasting

http://www.icann.org/announcements/announcement-29jan08.htm ICANN Board Recommends Action on Domain Tasting Suggested fee change would effectively eliminate tasting 29 January 2008 MARINA DEL REY, Calif.: The Internet Corporation for Assigned Names and Numbers is looking to effectively end domain tasting with a proposal to start charging the annual ICANN fee on registrar domain registrations. Domain tasting is the use of the Add Grace Period to test the profitability of a domain name registration. The AGP is a five-day period following the initial registration of a domain name when the registration may be deleted and a credit can be issued to a registrar. "Domain tasting has been an issue for the Internet community and ICANN is offering this proposal as a way to stop tasting," said Dr Paul Twomey, ICANN's President and CEO. "Charging the ICANN fee as soon as a domain name is registered would close the loophole used by tasters to test a domain name's profitability for free." AGP was originally introduced by registries so registrars could avoid costs if a domain name was mistyped or misspelled during the registration process. It is part of the .com, .net, .org, .info, .name, .pro, and .biz registry contracts. Tasting has been a serious challenge for the Internet community and has grown exponentially since 2004. In January 2007 the top 10 domain tasters accounted for 95% of all deleted .com and .net domain names - or 45,450,897 domain names out of 47,824,131 total deletes. The proposal will be part of the ICANN budget process for the fiscal year starting 1 July 2008. The early draft version of that budget will be released for and discussed at ICANN's New Delhi meeting later this month. After public discussions of this proposal and other budget issues, the proposed budget will be released for addition discussions by 17 May 2008 and be voted on at the board meeting to be held during the ICANN meeting in Paris in June. ICANN accredited registrars representing two-thirds of fees collected will be asked to approve the proposal. Trisha Drakes is proposed as the Chair of the working group. The Chair proposed a motion that the Board appoints Trisha Drakes as the Chair of the ALAC Review Working Group, which also includes Harald Alvestrand, Karl Auerbach, Vittoria Bertola, Trisha Drakes, Thomas Narten, Nii Quaynor and Jean-Jacques Subrenat. This motion was moved by Steven Goldstein and seconded by Susan Crawford. A voice vote was taken of all Board Members present and the motion was approved by a vote of 14-0. 12) Board Governance Committee Recommendation on approval of Contractor for ALAC Review Working Group Roberto Gaetano advised that the consultant recommended by the BGC to undertake the ALAC review is Westlake Consulting and requested the Board approve this recommendation. Roberto Gaetano moved and Jean-Jacques Subrenat seconded this motion. It is hereby resolved (2008.01.07) that the CEO and President be authorized to negotiate contract with Westlake Consulting to conduct review of ALAC. Google won't knee cap domain tasting

Even if Google will not accept domain names that have been registered for less than 5 or even 10 days, it does not matter. It is very simple on a new domain name to redirect the surfer to a a domain name that has been approved by Google for Adsense.

Input Period Extended into Issues Report for the IDN ccPDP

Dear At-Large: I've been asked to convey the following to you which I suspect will be of interest to many of you: At its meeting on 2 October 2007 the ccNSO Council requested the creation of an Issue Report as a first step in launching a ccPDP. To identify matters that are potentially relevant to the Issues Report, a comment period was opened on 19 December 2007 and would remain open until 25 January 2008. In the Issue Report the following needs to be considered: 1. Whether Article IX of the ICANN bylaws applies to IDN ccTLDs associated with the ISO 3166-1 two letter codes, and if it does not then to establish if Article IX should apply. 2. Whether the ccNSO should launch a PDP to develop the policy for the selection and delegation of IDN ccTLDs associated with the ISO 3166-1 two-letter codes. As you may have noted both the GNSO Council and ccNSO Council have send a letter to the ICANN Board relating to core elements of the IDN ccPDP. It is anticipated the ccNSO and GNSO Council will meet during the ICANN meeting in New Delhi to explain and discuss the background of the views expressed in the letters. It is my view as Issue Manager of the ccPDP that the outcome of such a meeting, if it will be convened, is significant as input for the Issues Report. Therefore the period to provide input into the Issues Report is extended from 25 January until 22 February 2008. According to the ICANN by laws the creation of the Issue Report is the second step in launching the IDN ccPDP. The first step was the request of the ccNSO Council on 2 October 2007 to create an Issue Report. Hello all Reacting to a couple of posts, sorry if this is a bit long and a repeat for some (e.g. those who have read http://www.w3.org/2005/02/W3C-Global-Focus.html) Adam: > W3C is an industry association, doesn't the > Internet industry think it worth supporting? (that is, if you believe TCP/IP, XML, UTF, etc. are standards) We are funded by various sources: - membership fee (roughly 2/3 or our revenue, a third US, a third software IT, not the same third - check http://www.w3.org/Consortium/about-w3c.html) paying members are harder to sign in since 2000 as you may imagine - a third coming from specific external grants (e.g. for Web Accessibility for People with Disabilities, Mobile Web in Developing countries, I18N, etc), - or from end-user supporters, or event sponsoring, (our meetings are free for their participants) Much like the IETF, we receive no government ICT standard money (coming from citizen's taxes), it all goes to more official bodies (ITU or ISO's chapters for instance). W3C is a joint project between about 20 non-for-profit institutes world wide (our hosts and offices), whose productions (e.g. XML, HTML, http, URLs, CSS, Web2API, WebServices, SemanticWeb, etc) are free for all (not just free access, but royalty free) and generate a lot of profit in lots of communities, including the near-by DNS community. The funding we receive goes in a pot, which is in turn used to pay a staff of about 100 folks around the world (like me, or our director Tim Berners-Lee), who manage about 100 groups, for a total expert population of about 1500 folks (with 500 free participants). The pot is also used to pay for comm, qa, system/servers, big meetings, and free/open source tools (e.g. validator.w3.org, and various other operational resources). In case it is not clear: there is no free lunch. IETF is also funded by the industry, and also has mgnt and technical staff (gardians of their RFC bylaws), and comm staff (ISOC, etc), and mgnt (IAB, etc), etc, but most of these staff are loaned by its membership, and its sister organisations, rather than organized as a consortium like W3C. We have of course technical liaisons and joint groups together, and we operate under the same "rough consensus and running code" motto. I believe it would be good for the DNS governance bodies to invest in organisations like us, doing Internet&Web std. We are one family of folks responsible for the long term stability of the entire Internet&Web platform, and I think the std developpers have in the past 20 years shown a good return on investment wrt quality and adoption (compared to what the real governments have paid in the sixties and seventies for non-IP network and applications standardisation). Not to mention that we've been a protocol supporting and technical liaison for ICANN since its inception. This is getting too long already.. All I'm saying is that: Guess what a billion potential programmers brought by one happy root wants every Xmas ? more Open Web standards :) Vittorio: > .. Even if we, W3C, don't get anything out of a DNS trust, if we just drop the entire idea and go find our support somewhere else, I would think that selling rare DNS resources a high price on the free market and re-investing the money in the DNS foudations (whatever you think they are) is a smart move. You'll understand that my focus is on Open Web Standardization support, as a foundation layer among others, and in the Internet dev community in general. Cheers, and Happy new year to all. Review of the Joint Partnership Agreement (JPA) between ICANN and the US Government

Dear All: The Joint Project Agreement between the United States government and ICANN will have a mid-term review in March. As part of this review, the US government put out a Notice of Inquiry (http://www.ntia.doc.gov/ntiahome/frnotices/2007/ICANN_JPA_110207.html ) asking for comments on the continued transition to the private sector of the technical coordination and management of the Internet’s domain name and addressing system (DNS). ICANN has responded to this call with several documents: a section in our Annual Report (http://www.icann.org/annualreport/annual-report-2006-2007.pdf ); a letter of submission (http://icann.org/correspondence/dengate-thrush-to-sene-09jan08.pdf ); and a table of achievements (http://icann.org/general/jpa-10-responsibilities-table-09jan08.pdf ). You can review the progress ICANN has reported to the USG on each of the 10 responsibilities in the JPA individually on pages 12 to 18 of the Annual Report. The seven-page submission letter (http://icann.org/correspondence/dengate-thrush-to-sene-09jan08.pdf ), sent on 9th January 2008, is signed by ICANN's chairman of the Board, Peter Dengate Thrush, and outlines the Board's position that it has met fully its obligations and responsibilities. The JPA can now be completed. Hello everyone, We've now found out that the hotels used for the Delhi ICANN meeting are outlandishy expensive: http://del.icann.org/hotels (BTW, the main conference location is IIRC the Taj Palace. Where is ALAC being put?) This has raised a question that has been bothering me for a while... It's one thing for ICANN to claim to want public participation; but is its process really accessible when locations are chosen that are so expensive? When was the last time that "cost to attend" was a factor when choosing an ICANN meeting venue? The Delhi venue may be inexpensive to those who live within India, but seemingly prohibitive to anyone else who's neither subsidized nor on an expense account. Even as a regional venue, that seems mind-bogglingly expensive. I ask, in part, because of the Summit and the need to have a venue (or perhaps ongoing ones) to which we can bring many people together for as little cost as possible. It would serve ICANN's financial interests -- not to mention those of attendees -- if at least one meeting per year was scheduled at a location that had a) a major air hub b) somewhat reasonable hotel rates (ie, not $450/night!) c) fairly flexible entry policies for attendees (preferably visa-free from many countries) (Thankfully -- by coincidence of timing -- Paris seems close to meeting those criteria. Arguably, LA was inexpensive and a major hub -- but as a last-minute venue, advance planning for it was difficult, as was getting visas for some.) As At-Large is the body charged with promoting public participation in ICANN, perhaps this (financial accessibility of meetings) is an issue of interest to us. Well, if it's not an issue to _us_, it certainly won't be an issue to gold-card constituency reps, or those who go at ICANN's expense to every meeting no matter how costly. In the case of the Summit, there is also a matter of keeping costs down for ICANN. I would hope that in moving forward -- if there is eventual wisdom seen in having the Summit as a biennial event -- that the target city be chosen for its accessibility to travellers. We owe it to those who are not completely subsidized -- as well as to potential outside Summit sponsors -- to deliberately choose financially accessible venues for these events. However, I don' t want to limit this as a Summit issue since the matter of accessibility should not only be an occasional concern. What does anyone else here think? Is this an At-Large issue? I'm rather surprised that it hasn't been raised before; perhaps one reason is because ALAC itself is always shielded from the financial inaccessibility of meetings. However, the ALSs and public that it supposedly leads and represents, on the whole, have no such luxury. - Evan (And, yes, I'm aware of teleconferencing and other mass participation mechanisms. But you all know that some of the real power brokering and alliance-building doesn't happen at formal meetings. While podcasts and such are important tools, they're no substitute for face-to-face.)

Small business domain name hijack via gmail

Note especially these paragraphs: "Where can I get help with domain name disputes? This is the stage I'm at now, weighing up my options before it comes to paying legal fees. This is also where I'm calling on your valued help. I know that many of you are much more clued up on this than I am, and if you can spare some advice in the comments here I'd be very appreciative. In my email communications with GoDaddy (the company where my .com domain name is now registered), a representative had this to say: Should we receive notice of a pending dispute from a court or arbitration forum, we will lock the domain name so it cannot be transferred or have the registrant information modified. Likewise, when we receive a decision from the legal body, we will update the domain name accordingly. They then directed me to the WIPO (World Intellectual Property Organization, domain.disputes(a)wipo.int) So I looked into this organisation's website, and in particular, the section on domain name dispute resolution resources. There's a FAQ section which provides information on a number of items, including the following: How do I file a dispute? How much will it cost and who pays? Can damages be awarded? To cut a long story short, it seems I have to pay a minimum of $1500 for the pleasure of initiating a court case. All fees are listed here. As for how long the process lasts, this information isn't very obvious on the WIPO website, so at present I'm unsure.
