This preliminary report presents the WG's "initial thinking" on the questions under review following the publication of the Independent Review of the At Large Advisory Committee by Westlake Consulting. It is based on consultation that the WG has undertaken with the ICANN community at the Paris meeting, through an online comment forum and at meetings with a variety of groups with the ICANN community. A summary of the consultation is contained in an appendix to the report. The WG is publishing this Mid-point Consultation Report now in order to engage the ICANN community and staff in dialogue at an early stage of its thinking. Comments on this paper will be very welcome and the WG encourages all interested parties to attend workshops during the ICANN Meeting in Cairo and/or post comments on the public comment forum<http://www.icann.org/en/public-comment/public-comment-200812.html#alac-midp…> . This mid-point consultation document includes a discussion of areas of emerging agreement, possible recommendations, and questions that need to be addressed. About translation , we discussed about it with some resources persons plate forme when we are worked on workshop of civil society contribution in Internet governance process. Many actors are a big difficult to participate in any debate because some of them understand english but can't speak, the other one has difficult to have a permanent internet connection. So we are planed to create a lot of telecentre with various service and Internet towards the country.We are discussed on workshop held from 23 to 25 Octobre in Kinshasa. Activities of workshop are focalised on how to perenise telecentre in DR Congo. Ma candidature issue

Dear friends, As you cannot ignore it, I self-nominated for the seat of ALAC’s member on behalf of Africa. In this way, I stated some motivations which had pushed to my candidature. As I said it, my candidature is motivated by my will to infuse a certain new blood for the best of the structure. Indeed, as I repeated into the letter I sent to some ALs when requesting their vote, the circulation of elites is a sacred principle which normally could help putting things forwards. However, after evaluating the stakes at this stage of process (votes), I have just decided to withdraw my candidature for many reasons which cannot be stated here. Anyway, I really present my apologies to all those who witnessed me their confidence. The Internet community has got many other areas and challenges for which I will be involving, for our common action to realize an inclusive and safe Information society. I remain committed in the At-Large dynamic in all its issues. I will then keep on contributing as far as I could to help things moving forward. Best, Philemon

AFRALO ALAC election now open

Dear all, The acceptance period for candidates for the open seat in the At-Large Adivsory Committee (ALAC) ended on September 28th and resulted in two candidates standing for election: Mrs Hawa Diakité Mr Philemon Kissangou In accordance with the election timeline announced by the Secretariat on September 8th ( see http://atlarge-lists.icann.org/pipermail/afri-discuss_atlarge-lists.icann.or g/2008q3/000633.html), the election period will start now and run until October 19th at 2359 UTC. The winner of this election will be announced on October 20th. The question to be put will be: ³Which candidate shall be elected Member of the At-Large Advisory Committee with a term to commence at the conclusion of the ICANN Annual General Meeting for 2008, and expiring at the conclusion of the ICANN AGM in 2010?² With possible answers: Hawa Diakité (incumbent) Jean Philemon Kissangou Abstain If biographies we received in advance of the election they are linked to the ballot. The election will be conducted via the BigPulse online voting system. Each ALS representatives will shortly receive an email with his or her voting credentials sign-in name and password).
