Bram is someone who has passion on the subject area of outreach and engagement and he has showcased this through various local outreach programs from his ALS which remained a model to many within the AFRALO. I have no doubt that Bram will take this role with the same passion and motivation, which will spur the growth and positive contribution of the program throughout the ALAC members and beyond. Perturbation de la connexion Internet au Mali : Communiqué d'ISOC MALI

Le 29 Juillet 2018, jour de l’élection présidentielle au Mali, nous avons constaté de sérieuses perturbations de la connexion Internet et une lenteur inhabituelle pour accéder aux réseaux sociaux sur l’ensemble du territoire. Nous déplorons cette situation et sommes très inquiets de la voir se prolonger jusqu’au 12 août 2018, date éventuelle du deuxième tour de cette élection et même au-delà. A l’heure où nous publions ce communiqué, le fonctionnement de l’Internet est aléatoire et intermittent avec un accès presque impossible aux réseaux sociaux. Ces difficultés sans précèdent nous prouvent que nous sommes face à une nouvelle censure qui ne dit pas son nom. Nous, Chapitre malien de l’Internet Society (ISOC Mali) dénonçons et condamnons avec la plus grande fermeté ces pratiques qui portent atteinte à la liberté d’expression et de communication des maliens sur Internet car « Tout individu a droit à la liberté d’opinion et d’expression, ce qui implique le droit de ne pas être inquiété pour ses opinions et celui de chercher, de recevoir et de répandre, sans considérations de frontières, les informations et les idées par quelque moyen d’expression que ce soit. » (Art : 19 DUDH.) Sachant que l’Internet est utilisé par plus de 12 millions de maliens non seulement pour communiquer, s’informer, s’éduquer et s’exprimer, mais aussi et surtout pour faire des transactions financières, créer de la valeur et maintenir les emplois, toute indisponibilité partielle ou totale de l’Internet constitue un frein à l’économie numérique et donc une entrave au développement de notre pays. Une étude récente du Cabinet Deloitte a montré qu’une perturbation de la connexion Internet peut coûter jusqu’à 1.9% du PIB journalier du pays. La perturbation, suspension ou coupure de la connexion Internet n’est pas la solution aux défis de la sécurisation du processus électoral et autres problèmes que rencontre notre pays le Mali. Must be prepared to attend monthly meetings of the O&E 3. Must be prepared to report on regional O&E activities 4. Must record these activities on their respective RALO O&E workspace. 5. Call for comments

As I hope you are all aware, due to the European General Data Protection Regulations (GDPR), access to some gTLD Domain Name registrant information (WHOIS) is being restricted. Traditionally, for a registrant who did not use a proxy service a WHOIS Query would reveal their full name, address, phone number and e-mail address. If you do a lookup for one of my addresses today you will see almost nothing! Try looking up alangreenberg.org at https://whois.icann.org. This increases privacy for some registrants and also makes information harder to access for those who currently use WHOIS. There are serious monetary fines associated with GDPR, so compliance is important. In addressing the new regulations, there has been a lot of discussion within ICANN over the last year. A GNSO Policy Development Process (PDP) started about 2 years ago which should have provided a new system (now called a Registration Directory Service (RDS) instead of WHOIS), but unfortunately that process has not completed in sufficient time. As a result, to meet the GDPR deadline of 25 May 2018, the ICANN Board implemented a Temporary Specification Policy to allow us and our contracted parties (Registrars and Registries) to be GDPR-compliant. That temporary policy must be replaced by a permanent one within one year - a VERY short time for ICANN policy development. The GNSO is starting an Expedited PDP which can complete faster than a regular PDP. The ALAC is being given two Members in the this group. We need to establish what our guiding principles are.
