Internet Shut Down in TOGO

Dear All, I apologize for cross posting. We are experiencing internet shut down in Togo since this Morning. Social Media was fluctuating since yesterday morning according to many users. But the black out has been total ince 9AM. 3G internet is completely Down on the 2 GSM operators networks. Broad band internet (ADSL) was working one ISP's network but the bigger ISP's network is still down. Until nos, the black Out is ongoing. We are actively working on a communique with the help of ISoc Afric Bureau. I think Barrack has made a good suggestion.Data Protecting and regulation is really a problem all over the world but more of a problem in Africa were patients and copyrights are not respected. [French] Chers tous,Comme nous l'avons fait aucours des précédentes réunions de l'ICANN, nous allons organiser une réunionconjointe AFRALO/AfrICANN pour débattre d’une question ou d’un sujet d'intérêtpour notre région lors de la réunion de l'ICANN 60 à Abu Dhabi qui aura lieudu 28 octobre au 3 novembre 2017.Le but de ce message est devous demander de bien vouloir proposer un thème que vous pensez être le pluspertinent à cet égard. Cette réunion aboutira à la présentation d'une“déclaration commune” à l’attention de l'ICANN. Nous apprécierions que laproposition de thème soit envoyée dans une semaine (avant le dimanche 17Septembre).Veuillez noter qu'au-delàde cette date, si nous ne recevons pas de proposition; la direction d’AFRALOconstituera un comité de rédaction qui décidera du thème et proposera à laCommunauté un projet de déclaration à l’intention de l'ICANN. Please note that beyond theSunday 17 September, if we do not receive any proposal; the leadership of AFRALOwill constitute a drafting committee that will decide the theme and propose tothe Community a draft statement to ICANN. In response, the government ordered mobile internet services blocked, impacting key communications platforms including Facebook and WhatsApp, while police attempted to disperse protesters with tear gas and violence. The shutdown cost the economy a minimum of $300,000 per day, in a country with a GDP per capita of just $578. That figure does not include the impact on mobile money services or disruptions to the informal economy, which Togolese people depend on to survive. *The good news is internet service has been restored in Togo*, thanks to the hard work of local activists and support from members of the #KeepItOn coalition — a group of 133 organizations from 56 countries working to bring the internet back where shutdowns occur, prevent shutdowns in high-risk environments, and raise awareness about the impact internet shutdowns have on human rights. *But there is still so much more to do.* In just two years, Access Now has logged *more than 100 internet shutdowns across the world.* Millions of people have been cut off from critical services that grow economies, hold governments accountable, and connect friends and family during times of unrest. This means, no SMS communication, but also no MobileMoney transaction.
