Dear All, ICANN announced the creation of the Global Indigenous Ambassador Program in June 2017. The program establishes two Indigenous Ambassadors, to be selected from under-represented indigenous communities. Through the inclusion of a broader and more diverse base of knowledgeable constituents, ICANN will be better equipped to support the next generation of the global Internet community. ICANN is now accepting applications for a Mentor for the two Global Indigenous Ambassadors. Mentors must be familiar with ICANN and At Large and been active in one of the constituencies. This "compromise" has the advantage of allowing RALOs to set the specific rules (within a reasonable envelope) of such individual membership. To address your number 2, the ALAC does not have direct jurisdiction over RALOs, but RALOS are subject to certain rules made by the ALAC (and developed with regional input) where the ICANN Bylaws and ALAC Rules of Procedure give the ALAC such rights. Each RALO selects ALAC Members and by doing so, the region gives those representatives the right to act on their behalf. Regarding your question 5 on the benefits of individual members, the ICANN Bylaws identifies At-Large as the home of all individual Internet users. As originally envisioned, there would be ALSes which would allow (and I quote the Bylaws) "every individual Internet user who is a citizen of a country within the RALO's Geographic Region to participate in at least one of the RALO's At-Large Structures". Clearly this is not the case now, and it is unrealistic to believe that this is possible. Many ALSes have particular orientations or interests (such as yours) and cannot be expected to accommodate everyone. And two sets of external reviewers have recognized that requiring someone to set up a new ALS just to be able to participate in a RALO is not reasonable. At-Large had FAR TOO FEW PEOPLE who are really active in the policy work for which ICANN exists. At-Large is not here to do outreach or organize and participate in RALOs. These are necessary activities to allow us to thrive, but the REAL reason we are here is to work with other parts of ICANN representing user interests. At-Large had FAR TOO FEW PEOPLE who are really active in the policy work for which ICANN exists. At-Large is not here to do outreach or organize and participate in RALOs. These are necessary activities to allow us to thrive, but the REAL reason we are here is to work with other parts of ICANN representing user interests. Anything we can do to remove barriers to allowing more participation is crucial to our existence. L’initiative TIC et Citoyenneté (ITICC : www.iticc.bf) et l’Organisation Internationale de la Francophonie organisent avec le soutien de l’Autorité de Régulation des Communications Electronique et des Postes (ARCEP), le Gouvernement du Burkina Faso, l’ICANN, l’AFNIC et bien d’autres partenaires, la troisième session de formation des formateurs sur la gouvernance de l’Internet et des systèmes d’information (FFGI 2017) du 28 août au 1 septembre 2017 à Ouagadougou (Burkina Faso). Il s'agit d'une véritable formation des formateurs de l’Afrique francophone regroupant aussi bien des décideurs intervenant dans la formulation des politiques en matière de développement de l’économie numérique que des techniciens du domaine. Les formateurs seront appelés à répéter la formation dans leur pays d'origine. L'objectif final étant de créer une masse critique d'experts très avertis des questions de gouvernance de l'Internet et des systèmes d’information. C'est à ce prix que l'Afrique francophone pourrait tirer profit de ces technologies et en faire un véritable outil au service de développement durable. En outre, cette activité de renforcement de capacités des experts africains francophones leur permettra de contribuer efficacement dans les instances où se discutent l’avenir du réseau mondial. L’hébergement et la restauration seront assurés par les organisateurs pour la période de la formation. Cette prise en charge sera précisée dans la lettre officielle d’invitation qui sera envoyée aux candidats retenus. Il est à noter que les frais de transport international et les assurances couvrant tout le déplacement, les extras et les frais liés aux extensions de séjour sont à la charge des participants.
